PROJECT OBJECTIVE To develop a Land Holding and Release Strategy for the Housing Development Agency. 2. BACKGROUND AND DISCUSSION 2.1 The Housing Development Agency is established in terms of section 3 of the Housing Development Agency Act 23 of 2008 as a National Public Entity accountable to the National Human Settlements Department. The objects of the Agency is to identify, acquire, hold, develop, and release state, communal, and privately owned land for residential and community purposes to ensure the creation of sustainable human settlements. 2.2 In carrying out its mandate, the Agency in terms of Section (1) must in consultation with the relevant owner, identify, acquire, hold, develop and release state, privately and communal owned land for residential and community purposes for the creation of sustainable human settlements. 2.3 The Agency is therefore expressly authorized by legislation to hold and release land for integrated sustainable human settlements development purposes. 2.4 The Agency will over time acquire, hold and release significant portions of land and it is thus imperative that a Land Holding and Release Strategy be developed in line with Legislation and the broader national human settlements strategic direction. 2
3. SCOPE OF WORK The project proposal must contain the following: 3.1. Your proposed Strategy Development Plan; 3.2. Your proposed Strategy Development Methodology; 3.4. The personnel profiles of your firm who will be responsible for the Project; 3.. The names of other companies/ professionals that you may use; 3.6. The time frames for the completion of the Project; and 3.7. Breakdown of the project budget.. PROJECT SCOPE The Project scope must amongst other things cover the following aspects: Introduction Role of the Housing Development Agency Human Settlement Sector Overview Developmental state perspective to land holding for housing & HS Land Holding: Definition Objectives of Land Holding Housing Policy Rationale International Best Practices Local Best Practices Land Holding Short Term Outlook Medium Term Outlook Long Term Outlook Land Release Release of: HDA funded land State availed Land SOE availed Land Provincially funded acquired Land Release of land for different housing programmes including releasing land for non -subsidy housing and commercial development purposes Legislative and Policy Imperatives Risks and Mitigation Measures Strategic Priorities and Opportunities Implementation Arrangements The outline of the scope mentioned above may be improved or enhanced. 6. DELIVERABLES A Detailed Land Holding and Release Strategy Document for the Agency prepared in close consultation with officials of the Housing Development Agency is required. The project must be completed within three months from the dated of appointment. 3
7. EVALUATION PROCESS In order to facilitate a transparent selection process that allows equal opportunity to all consultants, the HDA will adhere to its policy on the appointment of consultants. Proposals will be evaluated in terms of the following criteria: 7.1. Scope of the project; 7.2. Administration, management and institutional capacity to conclude the Project; 7.3. Qualifications, capacity, knowledge and experience of company staff; 7.4. Previous similar projects conducted; 7.. Methodology to be followed; 7.6. Budget breakdown; 7.7. Innovation; 7.8. Sensitivity to employment equity and black economic empowerment; 7.9. Compliance with this project brief; and 7.10. A valid Tax Clearance Certificate. The following table will demonstrate the criteria to be used for allocation of points for functionality as outlined above. Bids scoring less than 24 points on functionality will be disqualified. REQUIREMENTS: All prices proposed must be valid for 3 months. All Proposal must be accompanied by Valid and Original Tax Clearance Certificate. Proposal must be accompanied by the attached SBD 4, SBD 6.1, SBD 8 and SBD 9 (Obtainable from HDA Website). HDA reserve the right to disqualify any proposal that does not comply to our requirements. Your RFP and all enclosures requesting responses must be in our possession on the Friday August at 12h00. 9. GENERAL Kindly complete and submit the HDA Supplier Registration form if not already on our database and submit together with a valid tax clearance certificate as well as any of the schedules listed below, if applicable. Proposals as well as the HDA Supplier Registration form if not already on our database must be submitted, without prejudice to the HDA Head Office (6-10 Riviera Road, Riviera Office Park, Killarney, Johannesburg) or via email to procurement@thehda.co.za by no later than 0 August 2011 at 12h00.
Late submissions will not be entertained.
