NOTICE INVITING TENDER FOR PURCHASE OF PLOT AT GERUGAMBAKKAM, KANCHEEPURAM DISTRICT Bank of Baroda invites proposal / offers in two bid system from owners having clear and marketable title, also no objection to use the property for commercial use, at Gerugambakkam, Kancheepuram district admeasuring approximately 5000 sqft (maximum 25% variation) with road frontage facing state/ National highway or near to the prominent industrial area for outright purchase for constructing it s office cum residential premises. Tender forms will be available on Bank s website www.bankofbaroda.com from 23.01.2014 Application form available on Bank s Website alone needs to be used. The TENDER response should be submitted in two parts. Part I comprises of Technical Bid and Part II contains Commercial Bid. These bids are submitted in two separate envelopes. The Technical Bid Envelope is superscribed with Technical Bid for PURCHASE OF PLOT AT Gerugambakkam, Kancheepuram in which the bidder is required to submit technical part of the bid duly signed and sealed by the bidder along with other required property documents and location plan etc. The commercial bid shall be enclosed in the second envelope superscribed as Commercial Bid for PURCHASE OF PLOT AT Gerugambakkam, Kancheepuram. If the envelopes are not sealed and marked, the Bank will assume no responsibility for the Bid s misplacement or premature opening. Along with these two master envelopes; bidder will submit one more envelope containing demand drafts/banker s Cheque /pay orders towards non Refundable Tender Fee (Rs. 2,500/-) favouring Bank of Baroda payable at Chennai The proposal should be prepared in English. Tender fees- The bid not accompanying tender fee in the prescribed form is liable to be rejected. Bidders have to give an irrevocable letter of undertaking to the Bank that he /she / they will keep his / her / their commitment of sale of plot to the Bank and will not back out for any reason whatsoever. Tender Evaluation: 1) The technical bids will be subjected to detailed evaluation by allotting marks on various parameters prescribed in Annexure B 2) Qualifying marks obtained by each bidder will be intimated to him before opening the financial bid and will be allotted a weightage of 60% while the financial bids will be allotted weightage of 40%. 3) The financial bids of only those bidders who qualify technically by obtaining a minimum qualifying mark of 70% and suggested marks in each category in their technical evaluation will be opened. 4) Financial bids of the bidder with the lowest price will be given a financial score of 100 and other bidders will be given financial score that are inversely proportional to the lowest offer obtained. Similarly technical bid of the bidder having obtained highest marks will be given technical score of 100 and other bids will be given technical score inversely proportionate to the highest technical score obtained. 5) The total score, both technical and financial, shall be arrived at by weighing the quality and cost scores and adding them up. 6) On the basis of the combined weightage score for quality and cost, the bidders shall be ranked in terms of the total score obtained. The bidder obtaining the highest total combined score in evaluation of cost and quality will be ranked as H-1 followed by the bidders securing lesser marks as H-2, H-3 etc. The bidder securing the highest combined score and ranked as H-1 will be invited for discussions, if required and shall be considered for accepting his offer. The formula for working out the combined score will be as under: Total scores= T(w) x T (s) + F(w) x F(s) T(w) stands for weightage for Technical score i.e 0.6 T(s) stands for Technical score evaluated F(w) stands for weightage for Financial score i.e 0.4 F(s) stands for Financial score evaluated Example: We produce below as example for clarification. For the purpose of evaluation, three bidders will be given scores as under: Bidder Technical score Financial score A 100 90 B 87.5 100 C 93.75 96.42 Total Score of the bidder will be as under: A = 0.6 X 100 + 0.4 X 90 = 96 (H1) B= 0.6 X 87.5 + 0.4 X 100 = 92.50 (H3) C= 0.6 X 93.75 + 0.4 X 96.42 = 94.82 (H2) The order will be placed in favour of H1 after assessing the reasonability of the rates. It is observed from the above that bidder (A) is H1 bidder and order shall be placed to him. In case the H1 bidder (A) is unable to provide the plot as per Bank s requirement, then Bank may purchase plot from H2 in its own discretion at a rate agreed by H1 multiplied by proportionate marks obtained by H2 in technical evaluation. GENERAL TERMS & CONDITIONS 1.1 The terms and conditions shall form part of the tender to be submitted by the vendor to Bank of Baroda hereinafter termed as Bank. 1.2 Tender document received by the Bank after due date and time i.e. after 3.00 p.m. on 12.02.2014 shall be rejected outright. 1.3 All columns in the tender document must be duly filled and no column should be left blank. Nil or Not Applicable should be marked where there is nothing to report. All the pages of the tender documents should be signed by the authorized signatory of the tenderer. Any overwriting or use of white ink should be duly authenticated by the tenderer. The Bank reserves the right to reject tenders w h i c h a r e i n c o m p l e t e or where information submitted is found incorrect. 1.4 The offer should remain valid at least for a period of Four months (120 DAYS) from the date of opening of technical bids. During the validity period of the offer, the vendor should not withdraw / modify the offer in terms of price and other terms and conditions quoted in the technical and Financial bids. The undertaking to this effect should be submitted along with the Technical Bid. 1.5 Priority / preference will be accorded to property belonging to Undertakings or Government Departments/local bodies/ Public Sector Department. 1.6 There should not be any deviations in the terms & conditions stipulated in the tender document. However, in the event of imposition of any other condition, which may lead to deviation with respect to the terms & conditions as mentioned in the tender document, the vendor is required to attach a separate sheet marking list of deviations. 1.7 Canvassing in any form will automatically disqualify the offerer. 1.8 Bank will not make any advance payment. Payment will be made by Account Payee Cheque / pay order or RTGS/NEFT only as per the statutary guidelines. 1.9 Joint measurement will be taken in the presence of bank officials and vendor / authorized representative for computing/finalizing the exact plot area. 1.10 Technical Bids will be opened on 12.02.2014 at 3.30 p.m. at 3 rd floor, Regional office in the presence of the tenderers / authorized representatives. present on the date at the specified time. No separate intimation will be given in this regard. 1.11 The offered plots will be assessed by Bank Officials (committee) / empanelled valuers & Architect for valuation and to put marks for technical evaluation,. The owner should provide the requisite information / documentary proof to the visiting officials / Bank s approved valuers for verification. 1.12 The property offered should be free from encumbrances and have clear and Marketable title. Adequate documentary evidence to this effect should be furnished along with the Technical Bid. 1.13 All the legal documents required by the Bank for verification of the clear & marketable title of the property should be submitted. The title certificate issued by Bank s Solicitor / Advocate only shall be considered. 1.14 It is the policy of the Bank to issue Public Notice in the leading newspapers inviting claims from the public, if any, before entering into conveyance deed / MOU for the offered property. The vendor should not have any objection in this regard. 1.15 The vendors, at their own cost, shall obtain Income Tax and other statutory clearances as and when required. 1.16 Bank reserves the right to accept or reject any or all the tenders / offers without assigning any reason whatsoever. 1.17 Any dispute arising in this regard shall be subject to jurisdiction of courts in Coimbatore only. 1.18 Conveyance deed of the property shall be made in the name of the Bank immediately after finalization of the deal. 1.19 Payment: - 30% of total cost will be paid after signing agreement for sale with the successful bidder and 70% of total cost will be paid after unencumbered possession of plot. 1.20 TDS shall be deducted as per rules while making payments to the owner.
