Only cursory review was performed on the project progress of the other project components, which continue to be satisfactory. The progress on Component C is unsatisfactory. During the previous mission shortcomings in the JIS performance were identified and a list of urgent actions was agreed. The 2011 Page 1 of 5
Croatian parliamentary elections and the change of government that followed has delayed the implementation of the actions. Thus the performance problems with the JIS have not been solved. However, the new government has expressed a strong commitment to the JIS and to solving its problems and the JIS suppliers have been developing a Memorandum of Understanding (MOU) on finalizing the JIS and putting it in operation. The JIS roll out activities funded jointly by the Project and by the European Union Instrument for Pre-accession Assistance (IPA) have been put on hold until the system performance issues are solved. Key Decisions Regarding Implementation The technical issues with the JIS may not be fundamental and could be fixed. That requires an immediate improvement in the management of the JIS, the implementation of a technical quality audit on the JIS and an adoption of a new strategy and a plan of actions for the JIS which addresses the issues.
