STAT. 414.033, SUBD. 2(4) WHEREAS, a public hearing as held on July 2, 2001, to consider the annexation to the City of Lonsdale of the parcels described herein, 'l'hj: CTY OF LONSDALE ORDANS : SECTON 1. FNDNGS 1.1 The parcels described in Exhibit A and Exhibit B (the "Parcels", or collectively the "Property") is located in Wheatland Tonship, Rice County, Minnesota. Parcel A is oned by Eugene L. Berens and Rhoda E. Berens, husband and ife (collectively "Onersu). On-Site Marketing Co. has entered into an agreement to purchase Parcel B contingent upon approval of annexation (collectively oners"). 1.2 A preliminary plat has been submitted by Oners to the City providing for division of the Property into residential lots averaging 27,780 square feet or less. The preliminary plat as approved by the City of Lonsdale pursuant to the City's Subdivision Ordinance on May 31, 2001. 1.3 The Parcels abut the City, are unoccupied, and are about to become urban or suburban in character. Historically the Parcels have been farmland. 1.4 Notice of the public hearing as served by certified mail on Wheatland Tonship and on all contiguous landoners pursuant to M.S. 414.033, Subd. 2b. 1.5 Parcel A consists of approximately 63 acres; Parcel B consists of approximately 80 acres. Parcel A abuts the northeast side of the City along a distance of approximately 1,320 feet, and abuts Trunk Highay 19 along its southern boundary. Parcel B abuts Parcel A on the east side of Parcel A. The abutting property ithin the City is residential, non-city property to the east, north and est is agricultural. 1.6 The land is appropriate for residential development. t is buffered by Trunk Highay 19 from industrial and commercial development to the south.

1.7 Upon annexation the Parcels ill be oned R-1, residential. The City of Lonsdale has adopted oning and subdivision regulations. Annexation ill allo for greater density than ould be alloed under current Rice County oning restrictions, but Lonsdale is a groing area and in need of housing sites. Annexation ill allo for provision of seer and ater services to the property, and expansion of the utilities in this area is consistent ith groth plans approved by the City Council in June of 2000. The City's ater and seer facilities currently have the capacity to service the proposed development. 1.8 The Property as assessed for property taxes in 2001 as follos: PARCEL A PD No. Rice County Wheatland Tonship SO No. 394 Fire District PARCEL B - PD No. Rice County Wheatland Tonship SD No. 721 Fire District 01.2918.000 $761.13 $141.07 $991.62 $ 34.18 01.2919.000 $502.82 $ 93.24 $666.35 $ 22.59 1.9 There are no etlands or shore lands ithin the Property or affected by the annexation and development. 1.10 The oners support annexation of the Property. SBCTON 2: CONCLUSONS 2.1 The Property is about to become urban or suburban in Character. 2.2 Annexation of the Property is necessary to provide for projected groth in population in an orderly fashion. 2.3 The City has the capacity to provide municipal ater and seer services to the Property. SBCTON 3: PROPBRTY ANNEXED 3.1 The Property is hereby annexed subject to the approval of the Minnesota Office of Strategic and Long Range Planning (Minnesota Planning) as required by M.S. 414.033, Subd. 7.
