Minutes Prepared By: Lynda Lawson Chair called the meeting to order at 6:35 PM Total Volunteer Hours: 36 hours 1.0 Vince Plouffe provided a brief overview of the Genosha Development project. 2.0 Genosha Accessibility Plan Review OAAC members reviewed each of the following items as referenced in Attachment No. 1 and provided the following positions: EXTERNAL: 1. Parking Stall Location/Size Moved by Susan, seconded by Terri To accept the Built Environment Sub Committee s recommendation That zero parking is currently available. Recommend that Council have staff look at providing an on street accessible parking space. 2. Number of Parking Stalls To accept the Built Environment Sub Committee s recommendation See Item 1. 3. Access Aisle To accept the Built Environment Sub Committee s recommendation See Item 1. 4. Accessible Routes, Paths and Corridors No recommendation is required for this item. Page 2 of 8
5. Passenger/Transit Loading Zones/Drop off Zones Moved by Mike, seconded by Terri Add a drop off loading zone behind the north east corner of the building. 6. Curb Ramps Provide an extension to the existing curb cut for the proposed drop off zone. 7. Ramps Moved by Terri, seconded by Derek To change the Mary Street sidewalk so that it ramps to the door from both directions. Moved by Scott, seconded by Mike To remove the step landing in the south east corner and replace it with a slope. Not in agreement with Genosha Development 8. Entrances, Vestibules, Hallways, Doors & Exits Moved by John, seconded by Mike Doors on accessible routes should have power assist operators; power door operators be added to internal doors public lobby, doors by elevator, by Mary Street and mailroom; and in addition all exterior doors shall be equipped with power door operators. A guest notification system to be provided that is adaptable to tenants with disabilities equipment and, in addition, if there is to be a public washroom installed by the developer or retail tenant that it meet the OADS. Elevator, Stairs Moved by Terri, seconded by Cheryl That Section 4.1.14 from the OADS be used for the elevator cab, with the understanding that the cab size will not change. Not 5. Common Areas i.e. laundry room, tv room, games room Moved by Terri, seconded by Ken that all common areas (i.e. laundry room, tv room, games room) have power assist door operators; that laundry facilties include the following access features: that the access doors have power assist operators, if doors are used, or no doors to the lounge area; that the floors are of a non skid tactile texture; that applicances are front load and the fold table have an accessible portion as noted in the Oshawa Accessibility Design Standards (OADS) Section 4.3.5.; that a smart card be used for payments in the laundry facility; and that soundproofing features be incorporated into the lounge. Emergency Exits, Fire Evacuation & Areas of Refuge Assistance Moved by Ken, seconded by Terri Recommend fire separation of individual floors for fire zones be provided, recognizing that stairwells do not allow for areas of refuge and that separator doors be installed with power assist door operators. Not 8. Visual & Audible Emergency Alarms Moved by Terri, seconded by Mike Recommend visible alarms be installed as per OADS Section 4.4.4. Not 9. Signage Accessible Features Moved by Ken, seconded by Susan That Genosha Development and all retail tenants provide tactile (raised lettering/symbols) and braille signs on suite and common room doors and provide colour/tonal contrast at all doors and frames throughout the building. Not 10. Lighting Moved by Mike, seconded by Patricia Recommend that any physical lighting features comply to the OADS for all common areas and accessible suites; in regards to the glare on floors and glass partitions that Genosha Developments and retail tenants adhere to the OADS Section 4.4.12; and that the OADS Section 4.4.13 for interior lighting of common areas be adhered to. Not 11. Accessible Suites Common Areas (i.e. Kitchen/Lounge) Moved by Ken, seconded by Susan That the OADS Section 4.3.7 be used regarding tables, counters, work surfaces for the kitchens in accessible suites; use Section 4.3.9 for storage and shelving and use Section 4.4.2 for controls and operating mechanisms; recommend in all accessible suites that power assist door Page 6 of 8
operators be installed; and recommend that doors to accessible suites and their washrooms be as per OADS.. Not 12. Accessible Suites- Accessible Bedroom Moved by Susan, seconded by Mike That electrical outlets/controls in accessible suites be provided as per OADS Section 4.4.2; that communication connections be at the same height as the electrical outlets/controls in accessible suites as per the OADS, Section 4.4.2. 13. Accessible Suites Washroom Moved by Ken, seconded by John that Genosha Development provide the largest turning radius possible in the washrooms of the accessible suites; that power door operators be installed in the accessible suite washrooms, should that not be possible, it is recommended that sliding/pocket doors be installed; that grab bars be installed in accessible suite washrooms as per the OADS with regards to toilets, bathtubs and shower stalls; that roll-in/walk-in showers be installed in all accessible suite washrooms refer to OADS, Section 4.2.9.1; and that lavatory items be installed as per OADS, Section 4.2.4 regarding toilet paper holder, soap dispensers, towel racks. Not 14. Commercial Units Moved by Scott, seconded by Barb that power assist door operators be installed for access to all commercial suites. Not 15.
