customer satisfaction. However, the insufficient loan funding, in the period September 2011 to July 2012, had halted the Project's progress on achieving the Additional Financing intermediate results, such as those related to digitization of cadastre maps (DCMs); and development of WebGIS and GeoPortal. In July and in October 2012, the Government had increased the loan disbursement ceiling enabling the critical contracting under the Project to take place. As a result of the increased funding, the progress toward the objectives of the AF and the Project's overall implementation progress have slightly improved in the second half of 2012. The insufficient funding however, impacted the likelihood of the Project achieving the results of the AF in their current scope, thus making it necessary to restructure the Project in order to revise the Project's Results Framework and reduce some of the targets to realistically achievable levels. The results of the Additional Financing that would need to be revised to reduce the targets are the following: i) digitizing all cadastre maps; ii) building the Agency for Real Estate Cadastre WebGIS and making cadastre data available in digital form and on-line; and iii) improving the quality and efficiency of services delivered by the Agency for Legal and Property Affairs (ALPA).
