FACT SHEET: RESIDENTIAL PREMISES KERBSIDE Adelaide City Council provides waste and recycling services to residential, eligible business and community organisations. On 22 July 2014, Council endorsed a Waste and Recycling Services Policy to update Council s waste management service to support development of an Environmentally Sustainable and Vibrant city. Waste and Recycling Services Policy The same waste and recycling collection service provided previously to residential will continue as the Basic residential service. Optional Enhanced waste and recycling services will be available for additional services above the Basic service levels, for a fee. What is a Basic residential service? The Basic residential collection service is the existing kerbside waste and recycling service, which remains free for residential (see table overleaf). It includes: 1 x 140L waste (red lid) bin collected weekly; 1 x 240L co-mingled recycling (yellow lid) bin collected fortnightly; and 1 x 240L organics (garden and food waste) bin (lime green lid) collected fortnightly. What is an Enhanced Service? Optional services in addition to the Basic services are available for residents some are free and some are fee-for-service. Residents can opt to: upsize a 140L waste (red lid) bin to a 240L bin for a once-off bin change-out fee and annual co-payment for service; upsize a 240L co-mingled recycling (yellow lid) bin to a 360L bin for a once-off bin change-out fee and no service charge; and/or receive an additional 140L or 240L green organics (lime green lid) bin for a once-off bin supply fee and annual service fee. When will the Enhanced Services commence? Enhanced services will be available for residential from 1 July 2015. Hard Waste Collections From 8 December 2015, the residential hard waste service will change from a fixed-date quarterly collection, to two pre-booked collections per year for each residential premise. This will improve service flexibility for residents and assist with reducing illegal dumping. Additional booked collections will be available on a feefor-service basis if needed by residents. Fee-for-Service Council will determine the fees for Enhanced services in May/June each year as part of normal budget processes. The Enhanced service charges will be levied quarterly as a separate fee-for-service on Council rates notices. All service fees will be based upon a principle of reasonable cost recovery only. FACT SHEET: HIGH DENSITY & MIXED-USE BUILDINGS Adelaide City Council provides waste and recycling services to residential, eligible business and community organisations. On 22 July 2014, Council endorsed a Waste and Recycling Services Policy aimed to overcome barriers to servicing larger or more complex sites and provide optional Enhanced services. To facilitate and simplify service delivery to residential in high density and mixed-use buildings, the Policy provides for: the use of larger capacity shared bins; the provision of weekly rather than fortnightly organics and co-mingled recycling services; Council provision of education support and optional recycling containers for your home; a requirement for high density and mixed-use buildings (Community Corporations) to have a: Waste Management Plan, to the satisfaction of Council; and Service Agreement with Council to inform service design and clarify roles and responsibilities. an extension of waste and recycling services to serviced apartments on a fee-for-service basis; and Benefits of the Policy Benefits of the Waste and Recycling Services Policy include: reduction in the number of Council bins obstructing city footpaths; reduction in bin-storage floor-area requirements within sites; enabling service provision to large mixed-use apartment buildings; and additional support for residents seeking to waste less and recycle more. Will my building have to use Council s waste and recycling service? Your community or strata corporation has two options: 1. Opt-in to Council s service by resolution of your Body Corporate for residential this scheduled Basic service is free and for serviced apartments this is a fee-for-service. 2. Opt-out of Council s service and engage a commercial waste collection service for the whole building. What is required to complete a Waste Management Plan? In order to receive a Council service, those community or strata corporations that opt-in for a Council service will be required to complete and submit a Waste Management Plan (template supplied by Council) to the satisfaction of Council. The community or strata corporation will then be required to enter into a Waste Management Service Agreement to ensure service alignment with the Waste Management Plan and clear definition of the roles and responsibilities for both parties. Will I be able to access a hard waste collection? Buildings that opt-in to Council s waste and recycling service will have access to a hard waste collection for residents. Serviced apartments will not be eligible for this service and must make separate arrangements for hard waste collection. Building managers will coordinate the collection of hard waste within your building and book a Council collection service.

FACT SHEET: HIGH DENSITY & MIXED-USE BUILDINGS Why charge serviced apartments a fee? Serviced apartments are short-term tourist accommodation and therefore a business premise. Council has no ongoing obligation to provide waste management services to business. Operators of serviced apartments often control several apartments within a single building. As the combined weekly waste and recycling volumes would typically exceed Council waste generation allowances, serviced apartments are ineligible for Council s Business Waste Management Service. As it is not practical in mixed use buildings to separate serviced apartment waste from residential waste, Council will extend waste and recycling services to include serviced apartments on a cost recovery basis. What are the service fees? Council has not yet engaged a waste service contractor to provide these additional Enhanced services, therefore the fee is not yet known. All service fees would be based upon a principle of reasonable cost recovery only. When will the Enhanced Services commence? Enhanced service options and allowances will be introduced for residential high density mixed-use buildings from 1 July 2015. FACT SHEET: BUSINESS PREMISES On 22 July 2014, Council endorsed a Waste and Recycling Services Policy and Operating Guideline. The Policy defines Council s role as a waste management service provider, sets clear eligibility criteria, and enables the introduction of Enhanced services to support businesses to waste less and recycle more. What changes have been introduced for eligibility criteria? Council has no legal obligation to provide ongoing waste management services to business. Nevertheless, Council will continue to support micro and small businesses that generate small volumes of waste and recycling. A business is eligible for a waste and recycling service if their waste generation in each waste stream does not exceed the capacity of the Enhanced services (see also, table overleaf): Eligibility Criteria (waste and recycling service allowances): Defined Main Street and CBD areas: up to 240 litres of waste per week up to 360 litres of co-mingled recycling per week including cardboard up to 240 litres of organics (garden and food waste) per week Other areas: up to 240 litres of waste per week up to 360 litres of co-mingled recycling per fortnight including cardboard Business Waste Management Service (BWMS) A limit of one BWMS per eligible business up to a maximum of two per site (building) applies. An additional BWMS for rate exempt or rebated applies for each site. Buildings with multiple tenants will be required to share or allocate available capacity. A business would become ineligible for Council s service, if it takes up a commercial collection to manage volumes of waste that exceed Council service allowances. What if my business has more waste than suits the above service? Businesses that generate more waste or recycling than the allowable capacity of any waste stream, have the option to receive a transitional Council waste and recycling service for a fee, while Council assists them to arrange private waste management services. Will the Basic service continue? The existing Basic one 140 litre (red lid) waste bin collection will be maintained as a free weekly service for eligible businesses. In defined main streets and CBD areas, the existing one 240 litre co-mingled recycling bin collection service will increase to a free weekly service using up to 360 litre bins to remove cardboard from footpaths. In other areas, this service will continue as a fortnightly collection. What is an Enhanced Service? Optional services in addition to the Basic services will be available to eligible businesses some for a fee and some for free. From 1 July 2015, an eligible business can opt to: upsize their 140L waste bin to a 240L bin on a fee-forservice basis; upsize their 240L co-mingled recycling bin to a 360L bin with no annual service fee; and/or receive a weekly organics collection, either in a 140L or 240L bin, in defined main streets and CBD areas only, on a fee-for-service basis. From 8 December 2015, additional Enhanced services will be introduced: Defined Main Street and CBD areas: up to 240 litres of waste collected per week up to 360 litres of co-mingled recycling collected per week, including cardboard up to 240 litres of organics collected per week Other areas: up to 240 litres of waste collected per week up to 360 litres of co-mingled recycling collected per fortnight including cardboard To remain eligible, businesses need to retain both a waste and a co-mingled recycling bin and correctly use Council s services.

FACT SHEET: BUSINESS PREMISES Is the kerbside cardboard collection continuing? No. From 8 December 2015, the kerbside cardboard collection service will change from being presented loose on footpaths, to being collected in 240L or 360L yellow lid recycling bins with other dry recyclable items. This service will remove the visual blight, potential hazards and obstructions that the previous kerbside cardboard collection caused on Council footpaths. Fee-for-Service Council will determine the fees for Enhanced services in May/June each year as a part of normal budget processes. The Enhanced service charges will be levied quarterly as a separate fee-for-service on Council rates notices. All service fees will be based upon a principle of reasonable cost recovery only.
