Conforms to intended land use The Carolina Park PD Land Use map shows this area to be developed as CPR (Low Density Suburban Residential) Phase 9 conforms to the intended land use. 2. Lot layout Lots are proposed to be accessible from three proposed public roadways, Maidstone Drive, Bourne Crossing, and Bryson Lane. a. It is recommended Lots 914, 915, 919, and 920 all front Maidstone Drive. b. For Lots 903 to 913, the maximum building coverage is exceeded by approximately 20% for each individual lot. Planning Commission will need to approve this exception. 3. Street/sidewalk design Sidewalks are proposed to be installed on both sides of Maidstone Drive and Bourne Crossing and on one side of Bryson Lane (roundabout). a. The 40 Bryson Lane right-of-way does not comply with the Town s street design for a minor circulation street. Right-of-way width needs to be at 50 for a minor circulation street. 4. Open space The applicant has proposed 2.73 acres of open space located within the perimeter of the proposed pond, behind Lots 903 to 913, and in the center of the Bryson Lane roundabout using the Rural Residential (CPR3) zoning district s open space regulations: a. within CPR3, which is planned as one unit per acre within its boundary alone, and will be comprised of at least 45% (245 acres) of open space, including wetlands and wetland buffers. Since the subject parcel is zoned CPR, the open space requirements should comply with the Town s ordinance. 5. SW detention Water quantity and quality standards are proposed to be met with a proposed on-site pond. 6. Buffers/landscaping A 25 buffer is located in between the wetlands at the developable area. 7. Sketch Plan Checklist Checklist items are complete. SITE/LANDSCAPE COMMENTS 8. The tree assessment does not provide grading as good/fair/poor so mitigation numbers cannot be confirmed. The assessment should identify who performed the work. 9. The defects of Tree 65 are not provided, but appears that perhaps it should not be retained. 10. Pedestrian connections should be shown at all street intersections.
