Stockton Port District Job Description JOB TITLE: Real Estate and Property Development Manager Department: Property Management Reports to: Deputy Port Director, Real Estate and Port Development FLSA Status: Exempt Classification: B8 Prepared Date: April 9, 2018 SUMMARY: Under general direction and within the framework of Port policies, procedures and objectives, the Real Estate and Property Development Manager directs and administers the real estate programs of the Port in accordance with the strategic goals and objectives; ensures compliance with related Federal, State and local regulations and laws; directs and recommends actions in regards to all real estate development and management in support of the strategic plan; enhances the Port s real estate assets through strategic planning, efficient operation, appropriate maintenance, and prudent development. Works in conjunction with other Port departments in supporting and coordinating property development projects. This is an at-will position. ESSENTIAL DUTIES AND RESPONSIBILITIES: The following duties are performed either personally or through subordinate staff. Other related duties may be assigned. Collaborates with Port management to plan, develop and implement short and long-range plans to ensure effective and profitable utilization of Port facilities, commercial and industrial land uses while promoting Port maritime services. Recommends annual and long term plans, programs, and budgets to executive staff and Board of Port Commissioners; incorporates these objectives into the marketing plan and implements appropriate plans to meet strategic goals and objectives. Directs the performance of long range staff planning processes; determines the allocation of resources necessary to fulfill department goals and objectives. Directs the operational activities of all real estate activities and projects; controls the performance of the department by reviewing actual versus planned performance; establishes department strategic goals and objectives with schedules and priorities for completion; develops policies, procedures and work standards for the department. Directs the development of real estate marketing strategies to promote the Port of Stockton and attract tenants to Port facilities; identified viable partnerships in support of the marketing strategy; and collaborates with internal stakeholders to ensure marketing strategies support Port-wide goals and objectives. These activities may include working with real estate brokers and business development organizations, enterprise zone, and local agencies. Oversees the implementation of the Port s real estate development marketing efforts, works closely with departmental management and other senior staff in targeting potential business opportunities; executes key strategic initiatives in alignment with Port-wide goals and priorities to ensure effective and profitable utilization of Port services and facilities.

Keeps abreast of regional and local real estate activities, applies current trends to the Port s real estate planning and development of goals and objectives. Ensures compliance with all laws and regulations pertaining to commercial and industrial real estate, including but not limited to National Environmental Policy Act (NEPA), California Environmental Quality Act (CEQA), Army Corps of Engineers, etc.; and develops and promotes local and regional planning efforts. Oversees the Port s Foreign Trade Zone, ensuring the Port s compliance with operating procedures, documentation and security requirements. Keeps key management apprised of potential new business and may report periodically on projects of particular interest to the Port Director and/or Port Commission as directed. Conducts site visits of Port property with prospective tenants, explaining how Port facilities can meet their needs. Assist tenants with City building and fire permit submittals/issues and serve as liason with appropriate City departments Negotiates and drafts lease agreements and amendments for approval of the Deputy Port Director, Port Director and Port Commissioners in accordance with Port policy. Works closely with the Executive Management staff and legal counsel. Oversees the completion of real estate industry rate surveys to determine competitive rates. Serves as a liaison between Port tenants and other Port departments (marketing, facilities and maintenance, accounting, operations, police), outside vendors and service providers to facilitate resolution of high-level tenant concerns. Develops departmental budget, operational review and forecasting; recommends and implements programs, which contribute to center profitability. Keeps supervising management apprised of related activities; prepares and provides analysis of statistical and status reports; briefs other managers and staff on projects and sensitive issues, as necessary; and recommends appropriate action. Oversees activities regarding Port property, including easements, rights of way, zoning, conveyances, utilities, rail services, road and rail bridges, property taxes, weed control, and related documents. Works closely with the Port counsel regarding property legal aspects. Prepares drafts of Commission agenda items for consideration of the Port Director for property related issues, such as lease approvals, grants of easements, rights of way, and real estate purchases. Performs other management functions which may be delegated by Port Director or designee. 2

May represent the Port in conjunction with international, national, regional and local groups and organizations; attends civic, trade and social functions as needed; may conduct tours of Port facilities for current and potential customers or representative of government agencies. SUPERVISORY RESPONSIBILITIES: Directly supervises the Properties Manager and Administrative Assistant. Responsibilities include interviewing, selecting, and training employees; planning, assigning and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems. MINIMUM REQUIREMENTS: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Education and/or Experience: Equivalent to graduation from an accredited college or university with a bachelor s degree in business or public administration, finance, real estate, marketing or other related field and at least six (6) years of progressively responsible commercial and industrial real estate sales and/or leasing, property management and marketing experience, including two (2) years of experience shall have been at the supervisory level. Knowledge: Commercial and industrial real estate, appraisal and asset management as well as property management principles and practices; Methods of contract and lease negotiation, preparation and processing of property and real estate agreements; General knowledge of port maritime and real estate services, including the use of rail, truck and distribution coordination activities and practices. General knowledge of the California Environmental Quality Act (CEQA) and National Environmental Policy Act (NEPA) Federal, state and local laws and regulations pertaining to real estate agreements; Methods of effective project management; Principles, practices and techniques of management and supervision Effective safety principles and practices. Standard office procedures and decorum. Media relations activities and advertising development methods and sales. General knowledge of foreign trade zone concepts desired. Regional commercial and industrial real estate market highly desirable. Port of Stockton facilities, properties and services preferred. Brown Act, Robert s Rules of Order and CA Public Records Act desirable. Skills and Abilities: Develop and implement goals, objectives, policies and procedures, responsibility and leadership. Establish and maintain effective working relationships with Port staff, prospective and existing tenants, outside vendors, brokers, contractors, service providers and government agency representatives. 3

Above average knowledge of personal computer software programs and capabilities, including MS Word, Excel, PowerPoint, and other Microsoft Office software and data base systems. Sales and strategic commercial and industrial real estate marketing principles and practices; apply marketing effective strategies to attract potential lessees and enhance occupancy. Negotiate with other parties from widely diverse backgrounds with diplomacy and tact. Use creativity to address client needs and safeguard Port interests. Draft effective correspondence, proposals, agreements and reports. Keep abreast of and interpret applicable laws and regulations. Effectively apply problem solving skills and ability to take decisive action to resolve disputes and issues. Analytical and critical thinking skills to make appropriate and profitable business decisions. Analyze complex administrative and program information, evaluate alternative solutions and recommend or adopt effective courses of action. Requires flexibility to adapt to changing situations. Supervise, direct and evaluate subordinate staff; interpret and enforce administrative and operational polices, practices and procedures Establish and maintain effective working relationships with Port staff, customers, government officials, community groups, general public, and labor representatives. Ability to prepare reports, PowerPoint slides and make effective oral presentations. Must have ability to travel as needed. Certificates, Licenses or Registrations: Must possess and maintain a valid California driver s license and be insurable under the Port s liability policy or provide other insurance acceptable to the Port. Must pass a background investigation and be able to obtain and maintain a Transportation Worker Identification Credential (TWIC) card. Real Estate license preferred. Disaster Servicer Worker: All Port of Stockton employees are designated Disaster Service Workers (DSW) through state law (California Government Code Section 3100-3109). Employment with the Port requires affirmation of a loyalty oath to this effect. Employees are required to complete all DSW-related training as assigned, and to report for duty, remain on duty and/or return to work as ordered in the event of an emergency. WORK ENVIRONMENT: The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job.
