2. Adoption of Minutes of the Second Quarterly General Meeting held on 23 June 2011 (App. A) There being no comments, the minutes of the Second Quarterly General Meeting held on 31 March 2011 were proposed for adoption by Mr. Franky CHOI and seconded by Mr. Tony TANG. The minutes were confirmed as a true record. 3. Matters arising from minutes of the Second Quarterly General Meeting held on 23 June 2011 There were no matters arising from the Second Quarterly General Meeting held on 23 June 2011. 4. Report by the Honorable Patrick Lau, SBS, JP, Lego Member for Functional Constituency Architectural Surveying and Planning (App. E) Hon. Patrick Lau reported the following tasks of Legco: 1. The report from Regulations on Sale of First Hand Residential Housing Steering Committee should be completed in October. 2. Hon. Patrick Lau was involved in the following non-political organizations and invited members professional advice and participation: a. Preparation Committee for the formation of alliance of industrial, business and professional sectors, which was formed by legislators, liberal party, and aimed to conduct research to push government s policies for alignment. b. Dashun Policy Research Centre, formed by Hon. Raymond Ho and Ms. Pricilla Tam, would publish papers on various social issues in order to provide views to the government and assist in formulating policies, such as on environment, runway for airport etc. c. Hon. Patrick Lau was elected as UNESCO Hong Kong Association President to promote preservation of heritage and culture in Hong Kong. 3. Hon. Patrick Lau also reported that the last Legco meeting of the year 2010/11 was held on 15 July 2011 and the first meeting of the ensuing year was scheduled for 12 October at the new Legislative Council Complex in Tamar. There were several tasks that he had accomplished before recess: a. Raised questions on measures to improve fire safety of divided flats. b. Led a delegation to North America to study the local harbourfront development. Exchanges were made with local harhourfront commissions as the Chairman of Subcommittee of Harbourfront Planning. The Subcommittee would propose to Page 2 of 6
the HKSAR Government to set up a Harbourfront Authority. c. Buildings (Amendment) Bill 2010 was passed. d. Several consultation forums on Policy Address 2011-2012 were conducted. e. Forum on arrangement of filling vacancy of Legco Councilor was made. Various Institutes were collecting members views via survey. Results would be published in due course. 5. Report from the Honorary Treasurer & Presentation of Audited Accounts ending 31 March 2011 (App. F) Hon. Treasurer Tony Tang reported that the audited accounts ending 31 March 2011 recorded a surplus of HK$2 millions and cash turnover of HK$14 millions. The Institute was facing a slip in income as there was no longer income from rental after sale of the Institute s premises in Wanchai. Rental of the current premises and expansion of staffing might pose a challenge to the current budget. As such, the Institute had to review her membership subscription, which would be discussed at the forthcoming Special General Meeting on 23 September 2011. All members were welcome to attend. In order to minimize the burden of rental to the Institute s finance, the Institute was looking at the possibility to secure a heritage building as a permanent home. Hon. Treasurer reported that as at 31 March 2011, the Institute had an operating surplus of over HK$1.5 million. Having counted the operating surplus of HKIA Services Limited, gain on revaluation & disposal of properties and operating deficit of Hong Kong Institute of Construction Project Managers Professionals Limited, a surplus of HK$2 millions was recorded. The audited accounts ending on 31 March 2011 was proposed by Mr. Andrew LEE and seconded by Mr. HO Sau Him. The accounts were endorsed. 6. Report from the Honorary Secretary (App. B) The Honorary Secretary Daniel Chi reported on the Institute s recent events and developments in the past 3 months. Members were encouraged to read the full report which was uploaded onto the web www.hkia.net on 8 September 2011. 7. Report from the President (App. C) President Dominic Lam encouraged Members to read his full report which was uploaded onto the web www.hkia.net on 8 September 2011. He supplemented that: 1. Under tremendous effort made by the 55 th Anniversary Organizing Committee led by Mr. Franky CHOI, all preparation works of the 55 th Anniversary Conference came to the final stage. The Conference to be held on 5 November was now open for registration. There were 5 overseas and 10 prominent leaders in the society speaking at the Conference. For the 55 th Anniversary Ball to be held in the evening of the same day, 55 tables were available for reservation. All members were welcome to join the 2 Anniversary events. 2. CEPA The Institute noted that the current PRC Class 1 Registered Architect Qualification (as qualification ) attained through mutual recognition did not permit Members to register as PRC Class 1 Registered Architect and establish their own architectural practices on the Mainland. After continuous effort made by the Institute, Members holding such qualification could now register in Guangdong and be entitled to the same status as Mainland registered architects subject to passing the CEPA exam to be held in September 2011 and complying relevant procedures. 8. A speech by Mr. Duncan Warren Pescod, JP, Permanent Secretary for Transport & Housing (Housing) cum Director of Housing of the HKSAR Government. The Honorary Secretary welcomed and introduced Mr. Duncan Pescod as the speaker of the Third QGM. The topic Mr. Pescod spoke on was The Evolution of Housing Authority s Standard Block Designs and Procurement of Professional Services Provider for Public Housing Development. Mr. Pescod introduced the transformation of standard blocks of Hong Kong s public housing from 1950s to 2000s. Starting from 2007, the Housing Department engaged professional consultants to provide comprehensive design under an integrated contract. Kai Tak Area 1B was developed under this framework and a Home and Park Concept was deployed. The Hon. Treasurer proposed a vote of thanks to Mr. Pescod for his comprehensive sharing. The Institute looked forward to having more of his valuable sharing in the future. Page 4 of 6
9. Council Election 2012-2013 Announcement of result (App. D) President announced the result of Council Election 2012-2013.
