General Background Fort Collins Housing Authority (FCHA) is a quasi-governmental organization created in 1971 by the Fort Collins City Council and established under state law to provide safe housing for low and moderate income households within the City of Fort Collins and Larimer County. Request FCHA is seeking the services of licensed commercial Real Estate Brokers (Broker) to provide Real Estate Broker Services on an as needed basis. The required services will consist of assisting FCHA in identifying and acquiring property that meets FCHA s development goals. This Request for Qualifications ( RFQ ) seeks Brokers to supplement FCHA s existing development staff capacity in identifying and securing developable land and existing properties for use as affordable housing throughout Fort Collins and Larimer County. Qualification under this RFQ does not guarantee that Broker will be engaged to perform work for FCHA. Qualified Brokers are eligible to be selected to provide consulting services for FCHA development pipeline projects. Generally, the selected Real Estate Broker(s) will be expected to perform the services in accordance with the Scope of Work and in accordance with the requirements of the solicitation. This RFQ solicitation does not in any way obligate FCHA to award a contract or to pay any expense or cost incurred in the preparation and submission of qualifications statement responding to this RFQ. Scope of Services Qualified Brokers will be engaged by FCHA as an independent consultant under this RFQ on an as-needed basis. The scope of the work shall be, but not limited to, the following: 1. Identify potential properties that meet the affordable development and or redevelopment requirements of FCHA. 2. Research markets and sub-markets for viable real estate acquisitions. 3. Assist FCHA development staff in the evaluation and purchase process. 4. Present oral and visual presentation to the FCHA staff and Board, as requested by FCHA 5. Distribute purchase documents to interested sellers. 6. Provide regular progress reports to FCHA. 7. Serve exclusively as the FCHA's agent on the project. Minimum Qualifications The following minimum qualifications are required in order for a Broker to be evaluated: 1. Respondent must be a licensed commercial and/or multifamily Real Estate Broker in good standing in the State of Colorado. 2. Broker must have a minimum of five (5) years experience in listing and leasing commercial and/or multifamily properties in Northern Colorado. 3. Experience in valuation of multifamily land and assets for use as affordable housing. 4. Ability to deliver real-estate services and capacity to perform and affect dedicated resources committed to FCHA. RFQ Broker Services Page 2 of 6
5. Familiarity with projects financed with Low Income Housing Tax Credits and other federal subsidies. 6. Understanding of the City of Fort Collins entitlement processes. Proposal Contents: Proposals should include the following information and arrange the document in the following format: 1. Cover Letter 2. Firm Profile and Qualifications: a. List of key team members that will potentially work on FCHA s development projects. b. Provide current resumes, including the following for each Broker that the respondent intends to include on its team. c. Description of team members qualifications to provide real estate advisory services. d. Description of firm s affordable housing experience and background (LIHTC, HUD, bank financing, etc.). e. Provide a brief overview of the firm s philosophy and approach to property selection and the firm s approach to working with clients. 3. Firm Experience a. Provide a summary of land and multi-family real estate transactions completed by the team (or individuals of the team) including: i. Strategies utilized by the firm for identifying land and existing multifamily properties. ii. Brief description of vacant land transaction including location, acreage, zoning and date of purchase. iii. Brief description of multi-family sales including number of units, unitmix, project location, date of purchase. 4. References: Provide a listing of a minimum of three former or current client references for commercial real estate representation, including public housing authorities, for profits or non-profits, for whom the firm has provided similar or like services to those proposed herein. Include, at a minimum: a. Client Name b. Client Contact Person and Title c. Client s phone number d. Brief description of the scope of services provided and dates services were provided. 5. Proposed fees for consulting services as described in Scope of Services listed in this RFQ. It is requested that the firm limit its expression of qualifications to ten (10) typewritten pages, excluding the cover page, table of contents and the required attachments. The statement of qualifications should take the form of a bound 8 ½ inch report with a table of contents and all pages numbered in sequence. RFQ Broker Services Page 3 of 6

Any substantive clarifications requested by one Respondent will be shared with all known potential Respondents. The deadline for submitting clarification questions is 5:00 pm, May 4, 2015. Questions and answers will be sent to all respondents by 5:00 pm on May 8, 2015. Interested firms shall submit original and one (1) hard copy and one (1) electronic copy of the Brokers statement of qualifications documents to the below address no later than 4:00 pm on May 11, 2015 to be considered. Qualifications, skills, applicable experience of firm s team members. 3. Proposed fees for services. 4. Quality and content of proposal. 5. Location of office. 6. FCHA Reservation of Rights 1. FCHA reserves the right to reject any or all proposals, to waive any informality in the RFQ process, or to terminate the RFQ process at any time, if deemed by FCHA to be in the organization s best interest. 2. FCHA reserves the right not to award a contract pursuant to this RFQ. 3. FCHA reserves the right to terminate a contract awarded pursuant to this RFQ at any time for convenience upon 10 days written notice to the selected consultant. 4. FCHA reserves the right to inspect the work of the consultant performed under any contracts awarded pursuant to this RFQ. 5. FCHA reserves the right to determine the days, hours, and locations that successful bidder(s) shall provide services called for in this RFQ. 6. FCHA reserves the right to retain all proposals submitted and not permit withdrawal of proposals for a period of 60 days subsequent to the deadline for receiving proposals. 7. FCHA reserves the right to negotiate fees proposed by bidders pursuant to this RFQ. 8. FCHA reserves the right to reject and not consider any proposal that does not meet the requirements of this RFQ, including but not limited to incomplete proposals or proposals offering alternate or non-requested services. 9. FCHA shall have no obligation to compensate any Respondent to this RFQ for any costs incurred in responding to this RFQ. 10. FCHA shall reserve the right to, at any time during the RFQ or contract process, prohibit any further participation by a bidder or Respondent or reject any proposal submitted that does not conform to any of the requirements detailed herein.
