FOR SINGLE FAMILY ONLY Failure to obtain a building permit, or complete the demolition and restore the site including grading, seeding/strawing and/or sodding and abate any code violations thereon within 60 days shall result in the performance guarantee being forfeited to the City of Kirkwood. The City, after receiving a written request from the applicant, may at its sole discretion extend the permit for one or more additional thirty (30) day period if warranted by conditions such as weather. The forfeiting of the performance guarantee does not relieve the applicant from completing all work. The City assumes no responsibility to complete such improvements; however, if the City performs the site restoration, the cost to perform such work plus a $500 administrative fee shall be deducted from the deposit. CHECKLIST AND INFORMATION November 12, 2007 A permit is required to demolish any structure on a property in the City of Kirkwood. The permit fee is $120 for each residential structure. The permit fee is $240 for each commercial structure. Demolition permits for single-family residences require a $2,000 deposit and additional fee of $100. The utility companies must be contacted by the contractor to request written confirmation of disconnect and shall be faxed to the Building Department at 314-822-5898. Disconnect confirmation must be received directly from the utility company. Prior to issuance of a demolition permit a tap destroy and a sewer cap permit must be obtained by a licensed plumber and an inspection made by the Building Commissioner s Office inspectors. The old sewer lateral must be abandoned and capped at the Y. The builder has the option of (1) removing the old sewer to the main or (2) excavating the main and pumping concrete or grout under pressure from the main the full length of the remaining sewer. Under both options excavation permits/deposits shall be obtained for each excavation. In the case of option 2, a city inspector must be present when the abandoned line is pumped. Tree protection fencing shall be installed around all public trees and trees greater than 8 on the premises and approved prior to issuance of permit (see Exhibit A). Siltation control devices shall be installed and approved prior to issuance of permit (see Exhibit B). GENERAL INFORMATION If the lot is not going to be built on within 60 days following demolition, the lot shall be final graded, seeded and strawed (see conditions of single-family demolition deposit). A new sewer lateral will be required for all new construction. New single-family residential building permits require a site plan review. Contact Public Works at 822-5822.
