CBAR MEMBERS INFORMATIONAL BRIEFINGS: Bethany Clough discussed her attendance, noting that the GavPAC view shed subcommittee meetings is in recess while the GavPAC moves forward with receiving public input. She requests that Planning & Development Long Range Planning staff forward the draft Visual Resources provisions to individual CBAR members. Kris Miller Fisher noted that the previously reviewed Twibell eyebrow project site is for sale. V. STAFF UPDATE: John Karamitsos provided brief updates on the Chisan; Hollister-Yacono; and Vincent Winery project applications. VI. STANDARD AGENDA: Canada El Capitan, LLC New Single-Family Dwelling, 1. 10BAR-00000-00129 Detached Garage, Guest House, and Barn Gaviota 10LUP-00000-00021 (Allen Bell, Planner) Jurisdiction: Ridgeline Rural Request of Newmann Mendro Andrulaitis, architect for the owner, Canada El Capitan Oaks, LLC, to consider Case No. 10BAR-00000-00129 for preliminary approval of a new single-family dwelling of approximately 4,973 square feet, detached garage of approximately 924 square feet, guest house of approximately 800 square feet, and barn of approximately 1,422 square feet. The project also includes re-grading, expansion, and paving of an existing driveway. The following structure currently exists on the parcel: storage shed of approximately 180 square feet. The project will require approximately 4,500 cubic yards of cut and 2,400 cubic yards of fill. The property is a 117-acre parcel zoned Unlimited (U) under Zoning Ordinance Number 661 and is shown as Assessor s Parcel Number 081-240-048, located at 500 Calle Lippizana in the Gaviota area, Third Supervisorial District. (Continued from 9/10/10, 02/18/11, 03/11/11, and 04/08/11) PUBLIC COMMENT: Mike Lundsford, Gaviota Coast Conservancy The CBAR commends the applicant, staff and interested public on the efforts at balancing the competing policy objectives, specifically minimization of both visual intrusion into the sky line, and earthwork. The current proposal represents a nice balance; however, definitive assurances of required measures to accomplish policy goals is required. Site Design: The applicant preferred site location is supported. Examine the ability to use excess excavated soil to create a naturalistic mound/topographical feature upslope and behind the structure to assist in minimizing sky line intrusion. Applicant preferred material blends with both earth and sky, is of low reflectivity and contains the color tones of native grasslands in both summer and winter. Darker colors would be useful in minimizing visibility from the Bill Wallace Trail. The zinc roof is good; provide evidence of the effects of aging on the patina of this product. Landscaping: Provide evidence of compliance with AB 1881 irrigation requirements.

Page 3 Carefully consider the planting of Coast live oaks behind/upslope of the proposed structure to soften the skyline intrusion. The use of olive trees is a good choice; the California sycamore is a riparian tree and probably won t work in this location. Check with the Fire Department regarding maintainance requirements for the proposed unmowed grasses surrounding the residence. Effective lighting is contingent on best use of technology. A detailed Lighting Plan is needed. The plan should include a depiction of the light casting from each fixture. The glare and illumination of project windows is effectively offset by the design of the structure and proposed landscaping. All outdoor lighting needs to emphasize night sky principles; less will be more. In this location, illumination of trees will be highly visible and should be avoided; however, down-lighting of trees in the courtyard is reasonable. Project received further conceptual review only. Erickson-Lohnas, Brown and Lash absent. No action taken. Applicant may return for preliminary approval. Rancho El Sueno 2. 11BAR-00000-00054 New Single Family Dwelling/Guesthouse/Garages Gaviota (no planner assigned) Jurisdiction: Ridgeline- Rural Request of Eric Aust, agent for the owner, Rancho En Sueno, to consider Case No. 11BAR- 00000-00054 for conceptual review of a new single-family residence of approximately 2,564 square feet with an attached garage of approximately 966 square feet, and a guesthouse of approximately 797 square feet with an attached garage of approximately 588 square feet. No structures currently exist on the parcel. The proposed project will require approximately 2,435 cubic yards of cut and fill. The property is a 104.73 acre parcel zoned AG-II-320 and shown as Assessor s Parcel Number 083-660-017, located at Lot 17, Hollister Ranch, in the Gaviota area, Third Supervisorial District. Add a vicinity map to the plan. Site Design: Add a detailed fencing plan. Consider reducing the variation in the use of shed and gabled rooves. The wall feature from the residence down to the pool appears over-tall. Landscaping: A simple plan is good for this project. Melcanthemus might be brittle without longevity here. Consider reducing high fuel value species near the structures. Carefully address all lighting associated with the project. Project received conceptual review only. Erickson-Lohnas, Brown and Lash absent. No action taken. Applicant may return for preliminary approval. 3. 11BAR-00000-00031 Sandy Beach Barn Development Plan Santa Ynez 11LUP-00000-00099 (Florence Trotter-Cadena, Planner) Jurisdiction: Scenic Corridor Request of Steve Wilson, architect for the owner, Sandy Beach Properties, INC., to consider Case No. 11BAR-00000-00031 for preliminary approval of a single-family dwelling remodel and addition of approximately 2,238 square feet. The following structures currently exist on the parcel: a single family dwelling of approximately 3,110 square feet and a detached garage with an agricultural dwelling of approximately 2,795 square feet, and 3 barns of approximately 13,158 square feet. The proposed project will not require grading. The property is a 44.9 acre

Page 4 parcel zoned AG-II-40 and shown as Assessor s Parcel Number 141-121-039 located at 3720 Baseline Ave in the Santa Ynez area, Third Supervisorial District. (Continued from 4/08/11) PUBLIC COMMENT: Marcia Gibson, Save Our Stars It is noted that the tank on the parcel adjoining the project site has not yet been patinaed. Increase the percentage of darker roof tiles in the proposed blend. All lighting onsite, including uplighting and gate lights, must conform with current Comprehensive Plan and LUDC requirements (i.e., eliminate all uplighting as it does not conform to the requirements). Clerestory lights should be addressed through careful use of interior lights (e.g., careful placement of fully recessed can lights). ACTION: Brady moved, seconded by Donovan, and carried by a vote of 4 to 0 (Erickson-Lohnas, Brown and Lash absent) to grant preliminary approval of 11BAR-00000-00031. Applicant may return for final approval. 4. 11BAR-00000-00058 Country Gardens Change of Use Los Olivos 11LUP-00000-00139 (Kimberlee Probert, Planner) Jurisdiction: Urban Request of Evan Jones, Jones & Jones, LLP, agent for owners, Country Gardens, LLC, to consider Case No. 11BAR-00000-00058 for conceptual review and preliminary/final approval of a change of use to a retail/office complex of approximately 3,928 square feet. The following structures currently exist on the parcel: a residence of approximately 1,091 square feet, a garage of approximately 304 square feet, a storage building of approximately 380 square feet, and a second residence of approximately 1,060 square feet. The proposed project will not require cut and fill. The property is a 0.28 acre parcel zoned C-2 and shown as Assessor's Parcel Number 135-075-008, located at 2974 Grand Avenue in the Los Olivos Area, Third Supervisorial District. A different color scheme could be considered. BAR approved color/material board. Color/material board given back to the agent. ACTION: Miller-Fisher moved, seconded by Donovan, and carried by a vote of 4 to 0 (Erickson-Lohnas, Brown and Lash absent) to grant preliminary/final approval of 11BAR-00000-00058. 5. 11BAR-00000-00061 Den Street Apartments Los Alamos 11LUP-00000-00147 (Joyce Gerber, Planner) Jurisdiction: Commercial 11LUP-00000-00148 Request of Lenny Grant, RRM Design Group, agent for owner, Peter J. Burtness, to consider Case No. 11BAR-00000-00061 for conceptual review of 2 new apartment buildings. Building 1 consisting of a nine unit 3-story building of approximately 7,800 square feet. Building 2 consisting of a six unit 2-story apartment (townhouse) building of approximately 7,000 square feet. No structures currently exist on the parcel. The proposed project will not require cut

The property is a 17,500 square foot parcel zoned CM-LA and shown as Assessor's Parcel Numbers 101-173-001 and -002, located at 230 and 240 Den Street in the Los Alamos Area, Third Supervisorial District. The size, bulk and scale are out of character and incompatible with surrounding development. At three stories, the residential only proposal is new for this part of town. Site Design: The proposed project is too dense for the site. For comparative purposes, schematics should be prepared which depict site design which includes all project components, including parking, onsite. The setback used for parking does not meet the intent of the Los Alamos Design Guidelines. The desired Western theme is not conveyed in the proposed architecture, which is too monolithic in scale. The barn like form, while well designed, does not conform to the Bell St. commercial corridor. Carefully consider options for altering the form to achieve a western feel and also reduce massing. Add horizontal elements to contrast with the vertical emphasis. Use double-hung windows of different sizes to provide variation. Articulation with milling is appropriate for the different styles encompassed in the design. Landscaping: A simple plan is good for this project. Melcanthemus might be brittle without longevity here. Consider reducing high fuel value species near the structures. Carefully address all lighting associated with the project. Project received conceptual review only.
