Nagar on Oct. 31 1999 1st Regularisation scheme State Government announces that all unauthorized buildings and violations up to 1999 will be regularized for a fee. This scheme is challenged in the Supreme Court. Court allows the 1999 scheme only as one-time measure. 2000 2nd Regularisation scheme Government postpones deadline for regularization of applications and extends the scheme with a reduced fee. 2001 3rd Regularisation scheme The scheme is extended with fee reduced further. 2002 4th Regularisation scheme The scheme is extended yet again with more fee reduction. 2006 Public Interest Litigation A public interest litigation highlighting the violations in construction of shopping complexes at T. Nagar and on N.S.C. Bose Road in Parrys is filed in the Madras High Court. August 2006 High Court order High Court upholds only 1999 Regularisation scheme. June 2008 Panagal Park and Usman Road Traders Association requests the Justice Mohan Committee to declare the area comprising Usman Road, North Usman Road, Nageswaran Road and Ranganathan Street as a Special Retail Zone and condone violation of building rules by all buildings. July 2008 Tamilnadu Government issues a fresh ordinance to extend protection to unauthorized buildings for another year. July 2009 State Government issues another ordinance and extends the moratorium for another year. July 2010 State Government issues another ordinance to extend moratorium. March 2011 The Supreme Court vacates its order of status quo on regularization of unauthorized constructions. Decks are cleared for action. August 2011 High Court gives two months time for CMDA and Chennai Corporation to demolish unauthorized buildings and submit a status report. October 2011 High Court observes that not a single unauthorized building has been demolished nor any action taken. Soon others chipped in with higher bids and the going rate shot up fast! Six thousand, seven thousand and then the rate zoomed forward fast to fifteen thousand rupees! And then the tide stopped. Eager and keen that he should have a hand in the first Dravidian Party Chief Minister s Fund, Meiyappan bid Rs. 16,000 and it was accepted as the winning bid amidst loud cheers and applause. The successful bidder felt happy that he had done his humble bit for the welfare of the less blessed fellowmen and women of his home state. Speaking on the occasion, Annadurai praised Meiyappan and his services to cinema and of his fame and name in the country. In his inimitable oratorical style he said, Recently I toured northern India by car with some friends. I do not sleep early at night and go to see movies. We broke journey in a small town and went to see a film. As soon as the screening began, people in the cinema hall cheered with loud hand-claps! What did they cheer? It was the logo-emblem of AVM Productions! I had thought that people normally clapped only when they saw their favourite star s name on the screen. But here North Indians were cheering the name of a South Indian Company and I felt very happy! A creditable praiseworthy achievement for Meiyappan indeed! Inspired by the popular signature tune of All India Radio (AIR), R. Sudarsanam composed a signature tune for AVM Productions played on the clarinet. Its melodious tune and facile rendering became popular serving as the clarion call to moviegoers for wholesome, clean, entertaining family-oriented cinema. 1960s saw the growth of Meiyappan and the AVM movie moghuldom. Successful and memorable movies in Tamil, Telugu and Hindi rolled out of AVM Studios. The decade also witnessed his sons Murugan, Kumaran and Saravanan joining the family enterprise as producers under the guidance of their father. It also saw Meiyappan encouraging talent and giving breaks to non-family persons who would soon make marks in South Indian cinema. She becomes pregnant, with her husband away studying in London without being aware of his wife s condition. Soon she gives birth to a son in secret. Her father, who has no idea of the identity of the child s father, leaves his grandson at an orphanage at night. She had promised her feudal father-in-law (T. K. Bhagavathi) that she would not reveal her marriage and would also keep out of her husband s life. Nagar Tenders invited for demolishing sealed buildings Chennai Corporation has invited tenders for demolition of buildings in T. Nagar sealed on Oct. 31 and removal of debris. The last date for submitting bids is Nov. 18. D. Karthikeyan (Corporation Commissioner) said on Nov. 2 that this procedure had been mentioned in the civic body s counter affidavit filed in Madras High Court on Nov. 1. A. Navaneethakrishnan (Advocate-General) had informed the court that all sealed buildings will be demolished and the court s orders complied with. Meanwhile, the Electricity Board and Metrowater Board severed service connections of 19 buildings on Nov. 1 C M Y K 25 shop buildings on Ranganathan Street and Usman Road in T. Nagar, constructed in violation of building rules, were locked and sealed by Chennai Corporation and Chennai Metropolitan Development Authority officials on Oct. 31. The establishments that were sealed include Chennai Silks, Jeyachandran Textiles, Saravana Stores, Archana Sweets, Rathna Stores, Shanmuga Stores, Harihant Saravana Sweets, N. S. Ramanathan Jewellery, Sree Kumaran Thangamaligai, Sreedevi Gold House, Babu Shoe Mart and Textile India. The action came a day ahead of the directive of the Madras High Court to CMDA, Chennai Corporation, Metrowater Board and Electricity Board to file affidavits on Nov. 1 reporting compliance of an earlier order on taking action against The Director of Ratna Stores, located on Usman Road, which was sealed by the CMDA on Oct. 31 for violation of building rules, has moved the High Court for removal of the seal to enable him to resume his business. The First Bench, comprising Chief Justice M. Y. Eqbal and Justice T. S. Sivagnanam, before whom the matter came up on Nov. 3, adjourned hearing to Nov. 11. S. Ravishankar contended that the commercial building was bought in 2004 through a court auction for Rs. 12 crores. He said that the building was originally constructed by an erstwhile jewellery firm between 1988 and 1995. Ratna Stores moves court for removal of seal Judge pulled up for granting interim injunction The Madras High Court on Nov. 1 pulled up XVI Assistant Judge, City Civil Court, Chennai for granting an interim injunction restraining the authorities concerned from locking and sealing illegal constructions. The First Bench, comprising Chief Justice M. Y. Eqbal and Justice T. S. Sivagnanam, said, Prima facie, we are of the view that the learned Assistant Judge, who passed this order on Oct. 31, has no fundamental knowledge of law in the matter of grant of injunction. The Bench said, The injunction order appeared to be in gross violation of the provisions of Code of Civil Procedure and also the Tamil Nadu Town and Country Planning Act. Besides, in spite of the specific order passed by a Division Bench of this court earlier in respect of the action taken by CMDA or Corporation with regard to illegal constructions and encroachments on roads and pavements, the judge had entertained the suit and granted an order of injunction. The sealing was done under Sections 56 and 56 (2A) of the Tamil Nadu Town and Country Planning Act, 1971 after the commercial establishments failed to respond satisfactorily to notices issued by CMDA and the Corporation. Many structures had blatantly violated setback norms (space around the building), parking rules and fire safety rules. As against the authorized floor space index (FSI) (ratio of land to built-up area) of 1.5, the buildings had an FSI of 9. The Corporation officials were led by D. Karthikeyan (Corporation Commissioner) and accompanied by more than 350 police personnel. The crackdown began at dawn and went on for more than 4 hours. According to Corporation officials, about 40 more buildings are likely to be sealed. The High Court had appointed a committee in 2006 to look into building norm violations in T. Nagar after reports of infringements by influential traders. It recommended that the Corporation and CMDA take action against the violators and identified 64 buildings with gross violations.
