ZONING AMENDMENT BYLAW NO. A Bylaw to amend zoning regulations related to commercial zones The Council of the Corporation of the City of Port Coquitlam enacts as follows: Citation 1. This Bylaw may be cited for all purposes as Zoning Bylaw, 2008, No. 3630, Amendment Bylaw, 2017, No.. Administration 2. That ection I Definitions, be amended: 1) By replacing the definition of Home-based personal services with the following: Home-based personal services means the provision of services to the person or to the personal property of the customer and excludes medical services such as doctor, dentist, and acupuncture offices; hair salons and barber shops with more than one chair; tattoo parlours; print shops and dry cleaners. 2) By replacing the definition of Personal services with the following: Personal services means the provision of services to the person or to the personal property of the customer and include health services and financial services. Examples of this use include aestheticians, dry cleaners, doctors, dentists, hair salons, insurance sales, mortgage brokers, print shops and realty offices. 3. Apartment uses in CC zones are subject to the following conditions: a. Premises for apartment uses shall be located above the ground floor of a building and shall have a separate entrance; and b. All parking for apartment uses shall be within the building or underground. 3. Assembly uses are limited to the following locations: a. Lots 16 and 17, Plan 1213, LD 36, Block 1, DL 379 NWD b. Lot 3/4, Plan 16910, LD 36, DL 379, NWD. 4. Premises for retail sales and rentals in DC zones must have an interior floor area of at least 279m 2 (3000 sq.ft.). 5. Retail sales in NC zones are limited to convenience retail sales of groceries, meat, fish, produce, baked goods and flowers in premises with an interior floor area of not more than 112m 2 (1206 sq.ft.). 6. Premises for convenience retail sales in the DC zone must have an interior floor area of at least 93m 2 (1001 sq.ft.).. 7. Premises for convenience retail sales in C zones are limited to an interior floor area of not more than 60 m 2 (197 sq.ft.) except: a. at Lot 3, ection 18, NWD, Plan LMP1496 Except Plan Lmp22527, (1360 Kingsway Avenue), premises of not more than 185 m 2 (1991 sq.ft.) and no more than one establishment per property. 8. General retail sales do not include the sale of any goods the sale of which is specifically permitted in any zone. 9. Retail sales of packaged liquor are limited to the following locations: a..l. 65, Lot 1, DL 464, NWD, Plan LMP 42862 Except Plan LM 4193 PH1 (2099 Lougheed Highway), not to exceed an interior floor area of 82.9m 2 (892 sq.ft.) b. Hotels are permitted in CC zones only on lots with areas of at least 1400m 2 (15,069 sq.ft.) and ground floor accommodation units are not permitted. 11. Liquor lounges are limited to the following locations: a. Lot 20, ection 4, NWD, Plan 4318 (533 Dominion Avenue). 12. Neighbourhood pubs are limited to the following locations: a. Lot J, DL 479, NWD Plan 6505 Except Plan 25314 (3261 Coast Meridian Road) b. Lot 2, ection 7, NWD, Plan LMP 14996 (1125 Nicola Avenue) c. Lot 1, DL 464, NWD, Plan LMP 42862 Except Plan LM 4193 PH1 (2099 Lougheed Highway) d. Rem. of Lot 4 lying south of tatutory R/W Plan 68301, Plan 6269, LD 36, DL 232, NWD (1864 Argue treet) e. Business and professional offices uses in the DC zone, other than office uses that are accessory to other uses permitted in the zone, are limited to the following locations: a. Lot B, Block 6, ection 7, Range N1, Meridian E, NWD, Plan BCP8239 (1250 Dominion Avenue ) b. Lot B, ection 7, NWD, Plan LMP37849 (2325 Ottawa treet) c. Lot 4, ection 7, NWD, Plan LMP14996 Except Plan LMP31027, LMP37726 (2310 Ottawa treet). 14. Restaurants including drive-in establishments in the C zone are limited to the following locations: a. Lot 3, ection 18, NWD, Plan LMP1496 Except Plan LMP22527 (1320 Kingsway Avenue). 15. Amusement machines are permitted in CC zones as an accessory use to a neighbourhood pub use and hotel use only and are limited to no more than three machines in a building for a neighbourhood pub or hotel. 16. Accessory residential uses in NC zones must be located to the rear of the commercial use if located on the same storey as the commercial use and shall have a separate entrance. 17. A mortgage brokering office is permitted at Lots 21 & 22, Bl. 5, DL 464, NWD, Plan 1897 (Unit A 2215 Coquitlam Avenue). 18. Pet daycare and grooming uses must be conducted indoors and may not be located in a building which contains an apartment use. 19. The storage, sale and display of firearms and ammunition are permitted as a retail sales use, but limited to 10% of the total retail floor area of the retail sales premises to a a maximum of 25m 2 (269 sq. ft.). 20. Accessory personal services are permitted when accessory to a general retail sales use but limited to 10% of the total floor area of the premises to a maximum of 464.5 m 2 (5000 sq.ft.). 21. Personal services use in the DC zone is limited to the following locations: a. District Lot 464, NWD, Plan NWP 61653, Parcel A, Group 1 (1971 Lougheed Hwy). The combined floor area of all personal service uses, other than accessory personal services uses, is limited to 20% of the total floor area within the site as a whole to a maximum of 929m 2 (10,000 sq.ft.). 5

22. Notwithstanding ection III, upplementary Regulations, Part 8 Child Care Facilities, sub-section 8.4(a) of this Bylaw, at Lot 1, DL 379, NWD, Plan 3319 (2255 Wilson Avenue) a maximum of 74 children may be cared for at one time. 23. Dinner theatres in the CC zone are limited to the following locations: a. Lot D, District Lot 379, New Westminster District, Plan 16549 Except Plan 39773 (2616 haughnessy). 24. hort-term retail events not exceeding 3 days are permitted in a hotel. 25. An accessory child minding use within the business premises for the patrons of the business is permitted. 26. Automobile servicing uses with drive-through services, such as an oil change business, are limited to the following locations: a. Lot B, Block 6N, ection 7, Range 1E, New West District, Plan BCP34775 (1380 Dominion Avenue). 27. Automobile repair and servicing uses in the DC zone must be conducted indoors. 28. Car washes are limited to the following locations: a. Lot A, Block 6N, ection 7, Range 1E, New West District, Plan BCP34775 (1388 Dominion Avenue) b. District Lot 380, New West District, Plan NWP21975 Parcel A, LOT 7&8 Plan 1106 (2484 Lougheed Highway) c. Lot 1, District Lot 380, New West District, Plan LMP2477 (9-3160 Westwood treet). 29. Financial institutions with drive through services are limited to the following locations: a. Lot 1, Block 6N, ection 8, Range 1E, New West District, Plan BCP45149 (2115 Hawkins treet) b. Lot 3, New West District, Plan LMP21954 District Lot 379 & 464 (7100-2850 haughnessy treet) c. Lot 1, New West District, Plan LMP22754 District Lot 379 & 464, Group 1 (4100-2850 haughnessy treet). 30. Payday loan and cheque-cashing businesses must be located at least 1km from any other such business. 31. Restaurants with drive-through services in the DC zone are limited to the following locations: a. Lot 1, District Lot 463, New West District, Plan BCP41701 Group 1, & DL464 (101 1940 Oxford Connector) b. Lot 1, District Lot 480, New West District, Plan BCP36030 Group 1 (1525 Lougheed Highway) c. Lot 2, Block 6N, ection 8, Range 1E, New West District, Plan BCP45149 (110 2160 Hawkins treet) d. District Lot 231, New West District, Plan LMP28305 Parcel A (1150 and 3170 1502 Broadway treet) e. In Table 6.29.2, by removing Accessory health services; and ii. 4. That the Zoning Map of the Zoning Bylaw, 2008, No. 3630 be amended by changing the zoning of properties zoned LFC (Large Format Commercial) or HC (Highway Commercial) to DC (District Commercial).
