HOPE VI, Mixed Finance Modernization or Development, Demolition and or/disposition, Conversion of Public Housing, Homeownership Programs, and Project-based Vouchers HOPE VI Mirasol Homes - TX59URD006I95 Status of grant: All activities are complete. SAHA is working with the Local HUD Office on the final steps to Program Closure. Spring View - TX59URD006I94 Status of grant: Final Documents for Program Closure were submitted to HUD in November 2007. Victoria Courts - TX59URD006I102 Status of grant: Activities pursuant to an approved Revitalization Plan and/or individual HUD Headquarters Phase underway. SAHA will begin the construction of Phase II-B (Artisan Park Townhomes 98 units) and Phase III-A (245-unit Durango Midrise) of the Victoria Commons Project in 2009, along with the disposition and sale of single family lots on Leigh Street and the vacant parcel at the corner of Durango and Labor Streets, and initiate Grant Close-Out procedures. SAHA plans to consider the following properties for application for a HOPE VI Revitalization grant in the Plan year based on available funding: Sutton Homes (TX# s 609-614) San Juan Homes (TX# s 608) Alazan-Apache Courts Wheatley Courts Lincoln Heights Cassiano Homes SAHA will also evaluate the viability of other properties to determine the feasibility of submitting a competitive grant application. MIXED FINANCED DEVELOPMENT ACTIVITIES SAHA plans to engage in the following mixed-finance development activities for public housing in the Plan year: SAHA will, based on the redevelopment plans to be drafted, consider the feasibility of other mixed-finance/mixed-income capital structures to enable the agency to implement such plans on any of its public housing inventory, and/or acquisition or development of new inventory and will potentially utilize an Request For Proposals open to existing or planned developments to accomplish this endeavor.

SAHA s plans are to use Replacement Housing Factor Funds for the new construction and/or acquisition of replacement public housing units. To the greatest extent possible, these new properties will be a combination of mixedincome and mixed-finance projects. Victoria Courts (TX59P006003) Phase 3A - Durango Midrise and initiate Grant Close-out procedures. San Juan Homes (TX59P006008 & TX59P006013) San Juan Square II and potentially San Juan Square III if funding applications are successful. Sutton Homes (TX59P006009 & TX59P006014) Sutton Phase I multifamily mixed financed residential development and additional economic development activities Rosemont @ Highland Park (aka Clarke Pointe) Converse Ranch I Converse Ranch II Midcrowne Senior Pavilion University Park Artisan @ San Pedro Creek (Swift/Stockyards Site) Highview Apartments Costa Mirada Costa Mirabella Salado Creek SAHA will seek approval from all parties as any of the above actions may relate to the funding received in the Capital Fund Financing Program. SAHA will be conducting the following other public housing development or replacement activities not discussed in the Capital Fund Program Annual Statement: Acquisition and/or new construction of approximately 1,000 eligible replacement Public Housing units, and any additional replacement units that may be needed as a result of any demolition as proposed in the PHA Annual Plan or PHA Five Year Plan. SAHA will also issue a RFP Requesting Developers and Property Owners to participate in SAHA s Local Unit-Based Subsidy Program (RHF) OTHER ACTIVITIES RELATED TO MIXED FINANCED DEVELOPMENT: Additionally, with the cooperation of and through its Public Housing Department, SAHA will seek permission from HUD to: Initiate Site-Based Waiting Lists at selected Mixed Financed Developments Create process for Public Housing Residents to apply directly at Mixed Financed Developments with preferences based on income targeting Utilize Federal Funding sources for Veterans including but not limited to Department of Defense, BRAC and Department of Veteran Affairs for the development of Mixed Financed Developments and create a Housing preference for Veterans in Mixed Financed Developments where this funding was utilized. SAHA may adopt modifications to its standard public housing admissions and occupancy policies and procedures for its mixed finance projects in general or for specific mixed finance projects individually; if stipulated to meet financing requirements. MIXED FINANCED PREFERENCES Involuntary Displacement ( Natural Disaster, Government Action, Action of Housing Owner, Inaccessibility, Property Disposition), as verified by local, state, or federal authorities within the last 6 months. Displacement is defined as: HUD sells, forecloses or demolishes, the project (to include major renovations/modernization, or property acquisition, health and safety or emergency maintenance conditions, or other action of the PHA including mixed financed redevelopment); For residents of PHA sponsored housing programs, ( Public Housing, Moderate Rehabilitation Program, Shelter Plus Care, Housing Choice Voucher Program, Homeownership Program, 5H Homeownership Program, and the Section 32 Homeownership Program), to meet specific housing needs (i.e. bedroom size, reasonable accommodation, legal judgments, renovations/modernization, or property acquisition, health and safety or emergency maintenance conditions, or other action of the PHA); The PHA may limit the number of applicants that may qualify for any local preference, based on time and date, or other qualifying criteria. Veterans as defined as those qualifying for benefits from the Department of Defense or any branch of the military. HOMEOWNERSHIP ACTIVITIES SAHA will continue its public housing homeownership activities as approved by HUD in its Section 32 Plan and any subsequent amendments, as well as approved by HUD for disposition of HOPE VI funded Homeownership Units at Artisan Park Townhomes included in the Victoria Courts HOPE VI Grant.
