The applicants wish to utilize the above mentioned parcel for weddings, receptions, and other events as described within the included packet of items. Application Proposal Proposed Dates of Operation: Year round with most events May-October Hours of Operation: Most sound or music is inside barn and will be cut off at 11PM and all wedding guests will be required to be off site prior to 12PM Midnight. Parking: on-site parking can accommodate 150+ vehicles Maximum number of attendees per event: 300 Estimated number of events per year 50-100 events Additional Concerns: Any structure that is going to be utilized as part of this proposal will be subject to permitting, review, and inspection by the Goodhue County Building Official. An application for a variance has been submitted and approved November meeting of the BOA to allow the extended hours of operation from 10:30 am to 12:00 Midnight. To effectively promote the safety, health, and well-being of our residents www.co.goodhue.mn.us Page 1 of 2

Draft Findings of fact to support approval: A. The distance between the proposed use and the adjacent dwellings provides a sufficient buffer for potentially conflicting land uses. B. The proposed event facility does not appear that it will impede the normal and orderly development and improvement of surrounding vacant property. C. The existing access driveway currently accommodates the B&B and event center. The application is proposing adding restroom facilities to the property, until that time satellite sewage disposal systems will need to be utilized during events D. The existing drainage conditions do not need to be further graded to provide adequate drainage to avoid collection of stagnant water, unnecessary runoff to adjoining properties, and to prevent soil erosion. E. On-site parking can accommodate 150+ vehicles; F. The existing vegetation, topography, and location of existing structures appear to provide an adequate buffer for sight and sound. G. The proposed use of an existing farm for special events open to the public is consistent with the Goodhue County Comprehensive Plan; and H. The Special Event (Wedding Ceremony Use) as proposed is in conformance with Agri- Tourism Provisions of the Goodhue County Zoning Ordinance. PAC Recommendation: Recommend the County Board of Commissioners adopt the staff report into the record (dated November 14, 2016); adopt the findings of fact; accept the application, testimony, exhibits, and other evidence presented into the record; and APPROVE the Round Barn Amendment and replace the existing 1999 Bed and Breakfast CUP adding non-agricultural activity associated with agri-tourism to allow Weddings and other special events in an A2 zoned district, Subject to the following conditions: 1. Compliance with all necessary State and Federal registrations, permits, licensing, and regulations, 2. Compliance with Goodhue County Zoning Ordinance, including, but not limited to: ARTICLE 23 A-3, URBAN FRINGE DISTRICT, Article 10, Section 2, Subdivision 8g: Wedding Ceremonies or Receptions, Article 11 Performance Standards SECTION 13. BED & BREAKFAST INNS 3. Allow the existing use of 5 Bed and Breakfast units/rooms, 4. Proof of liability insurance for the structures, property, occupants, visitors, and events proposed, 5. Compliance with Goodhue County Septic Ordinance, including compliance with septic system permitting requirements as administered by Land Use Management Department Environmental Health Staff, 6. Review of the proposed and existing structures by a State of Minnesota licensed design professional to evaluate if the structure is in compliance with applicable Building Code standards and requirements, including occupancy loading to be submitted to the Building Official. Mike Wozniak presented the staff report and attachments. 6:59 arrival of Nystuen There was clarification about the requirements for performance standards for Wedding and event facilities and programming. This expansion of use triggers the need to update the CUP. Commissioner Allen inquired about the current events at the Round Barn and commented that they have been having some events already. There was discussion about the expansion of the use and the pavilion structure and the need to update the CUP to become current with the Goodhue County Zoning Ordinance. Chair Feuling opened the Public Hearing. No one spoke for or against the request. 3 After Chair Feuling asked three times for comments it was moved by Commissioner Fox and seconded by Commissioner Allen to close the public hearing.
