Draft Findings of fact to support approval: A. The distance between the proposed use and the adjacent dwellings provides a sufficient buffer for potentially conflicting land uses. B. The proposed event facility does not appear that it will impede the normal and orderly development and improvement of surrounding vacant property. C. The existing access driveway currently accommodates the B&B and event center. The application is proposing adding restroom facilities to the property, until that time satellite sewage disposal systems will need to be utilized during events D. The existing drainage conditions do not need to be further graded to provide adequate drainage to avoid collection of stagnant water, unnecessary runoff to adjoining properties, and to prevent soil erosion. E. On-site parking can accommodate 150+ vehicles; F. The existing vegetation, topography, and location of existing structures appear to provide an adequate buffer for sight and sound. G. The proposed use of an existing farm for special events open to the public is consistent with the Goodhue County Comprehensive Plan; and H. The Special Event (Wedding Ceremony Use) as proposed is in conformance with Agri- Tourism Provisions of the Goodhue County Zoning Ordinance. Mike Wozniak presented the staff report and attachments. 6:59 arrival of Nystuen There was clarification about the requirements for performance standards for Wedding and event facilities and programming. This expansion of use triggers the need to update the CUP. Commissioner Allen inquired about the current events at the Round Barn and commented that they have been having some events already. There was discussion about the expansion of the use and the pavilion structure and the need to update the CUP to become current with the Goodhue County Zoning Ordinance. Chair Feuling opened the Public Hearing. No one spoke for or against the request. 3 After Chair Feuling asked three times for comments it was moved by Commissioner Fox and seconded by Commissioner Allen to close the public hearing.
