If 10 people were stopped on South State Street and asked, Did the song come from out of a war or a revolution? few would know where the song originated. It is appropriate to commemorate the writing of the Star Spangled Banner this year with the 200th Anniversary of the creation of the lyric. It is also appropriate to remember Veteran s Day by recounting how the National Anthem came about. Yet, everyone knows the song but few know of how it came about or even why there was a War of 1812. The lyric for the song were written as a poem, Defense of Fort Henry by a young lawyer and amateur poet, Francis Scott-Key in 1814. The lines of the poem were later set to a tune that was a popular in taverns and at a fraternal club bars of that era in Baltimore where Fort Henry is located. The War of 1812 is for many Americans a forgotten war. That War was even more forgotten than the Korean War until after that event was marked as a war instead of a conflict. Because the War of 1812 was fought 200 years ago, the passage of time could also explain why it is so unknown today. For many elementary schools children, the War of 1812 is most often marked as the war that inspired the writing of the National Anthem. The War of 1812 lasted two-and-a-half years and it was fought between the fledgling United States and the United Kingdom, made up of England, Ireland and Scotland. The War was fought on three fronts with the first at sea, the second with land and sea battles across the Canadian and northern United States frontiers and the third front ran through the American south and across the Gulf Coast to New Orleans. At the same time the War was being fought on the American mainland, England was also involved in the Napoleonic Wars that raged across Europe. By 1813 American forces had gained control over a front across the Canadian and American frontier and the Great Lakes. American forces took Lake Erie in 1813 and that defeat dissuaded the American Indian forces from siding with British forces. By 1814 with Napoleon defeated in Europe, British forces could appoint their full effort to the War in America as British forces adopted a more aggressive strategy. But by the fall of 1814 American forces took Pittsburgh and defeated the Cree Indian Nation and later New York was won. By early 1815 British suffered a major defeat at New Orleans and late American victories were also obtained at Plattsburgh and Baltimore at Fort Henry where Key wrote the poem of the battle that would become the anthem. By this time, many in the young American states were proclaiming that American forces had won a second war of independence. On September 3, 1814, after the burning of Washington DC and a raid on Alexandria, Virginia, Key and a friend, John Stuart Skinner sailed from Baltimore aboard the HMS Minden, under a flag of truce. Their mission was directed by President James Madison to free prisoners, one of whom was Dr. William Beanes, a physician and friend of Key s. On their trip, Key and Skinner boarded the British flagship the HMS Tonnant on September 7 for negotiations with Major General Robert Ross and Vice Admiral Alexander Cochrane. As Key and Skinner were on the British ship, they had heard details of British plan to attack Baltimore and they were not allowed to leave. On the night of September 13, the bombardment of Fort Henry and Baltimore raged and on that rainy night, Key witnessed the shelling. Through that night Key noticed that a smaller American flag, the storm flag, was not lowered. The result of the barrage was not known until dawn and on the morning of September 14, the storm flag was lowered and the larger American flag Sunday Liquor Hours Could Change in County By James Middleton From state-to-state since Prohibition was repealed on was raised. The larger flag that Key saw blowing in the wind that next morning carried 15 stars and 15 stripes. The flag was said to have been made by Mary Young-Pickersgall with other workers in her home on Pratt Street in Baltimore. The original size of the flag was 30 feet by 42 feet but due to deterioration and shelling during the later battle, the flag today is 30 feet by 34 feet. The flag that inspired Key to write the words that would later become the National Anthem is today on display at the National Museum of American History and is a treasure of the Smithsonian Institution in Washington, DC. The flag was restored in 1914 on the centennial anniversary of the event by Amelia Fowler. The original flag was again restored in 1998 as part of an ongoing conservation effort to preserve the flag. The melody that was matched to Key s words was found in a popular melody, The Anacreontic Song that was penned by the English composer John Stafford Smith. The song was the official song of the Anacreontic Society that was an 18th Century Gentlemen s Club. After the War of 1812 ended, the song with the words by Key was played often and became popular through the 19th Century during July 4th celebrations. By July 27, 1889 then Secretary of the Navy, Benjamin Tracy signed a general order proclaiming that the Star Spangled Banner would be the official tune played at the raising of the flag. By 1916 President Woodrow Wilson ordered that the song would be played at all military occasions and whenever appropriate. By 1918 the song was played at the 7th Inning stretch at baseball games including the World Series. On March 3, 1931, President Herbert Hoover signed into law the proclamation that The Star Spangled Banner would be adopted as the official National Anthem of the United States. A significant commemoration of the 200th anniversary of the writing of the poem by Key occurred from September 10 through September 16, 2014 in and around the City of Baltimore, Maryland. The composer John Williams offered his arrangement of the song that was played on the grounds of Fort Henry with participation by President Barrack Obama. Material was also obtained from the History Channel.com. December 5, 1933 with the enactment the 21st Amendment to the Constitution, there is a great disparity in the hours of liquor sales. The hours of Sunday liquor sales has often engaged debate. The question of Sunday liquor sales in Boone County was an item the Boone County Board administrative and legislative committee debated in their meeting this week. The matter came to the committee from the Veteran of Foreign Wars (VFW) local chapter in Boone County. The VFW was asking to sell liquor in their site before noon on Sunday. It is common in many states for liquor sales on Sunday to not occur before 11 a.m. or perhaps noon. Across Illinois, state law is silent on the hours when liquor sales can occur on any day, Sunday included. The state has left those decisions to the local county, city, village or town governments. Last year a Boone County golf course succeeded in changing the hours of sale on Sunday from the former time continued on page...2

2 Nov. 7th., 2014 The Boone County Journal 815-544-4430 In Our 19th Year www.boonecountyjournal.com Sunday Hours from page...1 of noon to the new time of 9 a.m. The Boone County liquor code at Sec. 6-27 (a) the code cites, License holders who operate a golf course may sell alcoholic liquor covered by this chapter for consumption on the premises only, beginning at 9 a.m. Sunday. The Commander, Greg Kelm of the local VFW, wanted their establishment to be allowed to sell liquor at 8 a.m. for two reasons. The first reason was because they believed they were losing business to drinking establishments in adjoining counties that allow earlier Sunday sales. The second reason was because it is illegal to allow video gaming when liquor sales are not occurring. Mr. Kelm appeared before the committee with Sheila Gonzalez who is the VFW liquor manager. Our hours now allow us to be open on Sunday from 11 a.m. until 8 p.m. and we want to open at 8 a.m. Our customers can go to neighboring communities on Sunday and buy a drink at 9 a.m. on Sunday. He indicated that the local VFW board of directors support the request because, Mr. Kelm said, The more money we get the more help we can offer to veterans to keep the memory of soldiers alive. He also said that the VFW has provided considerable help over the years to many benevolent organizations that provide aide to those in need. We donate financially too many efforts across the county, Commander Kelm said. He then spoke of the restriction under Illinois law that video gaming can only occur when liquor sales are allowed. Mr. Kelm offered a list of statistics that reported the impact of video gaming on tax collections and revenue coming to the state and into Boone County. He reported that those revenues would increase if the local VFW chapter could sell liquor on Sunday before 11 a.m. Ms. Gonzalez answered a question from County representative Paul Larson (District 2) who asked when Belvidere allows Sunday liquor sales. She said, The city allows sale of liquor by the drink at 11 a.m. A motion was placed on the floor to allow for Sunday liquor sales by the drink in the county to begin at 8 a.m. County administrator Ken Terrinoni clarified, You know, if this motion passes this could allow all liquor establishments to begin liquor sales at 8 a.m. County representative Karl Johnson (District 2) expressed concern about all establishments opening sales at 8 a.m. County representative Marion Thornberry (District 1) said the change in the Code should be restricted to social clubs or fraternal organizations. Mr. Johnson offered an amendment to the motion to allow clubs, social organizations or chapters, such as the VFW, to offer liquor sales on Sunday after 8 a.m. When the question was called, the vote on the amendment to restrict the time change to clubs, social organizations and to fraternal groups passed by voice vote. The vote on the original motion to allow for liquor sales on Sunday to begin after 8 a.m., that vote was approved by voice vote. The question will now move to the November meeting of the Boone County Board when the full membership will react and vote for what the committee elected to do. NOTE: This year everything will take place on the State St. bridge ( We not going to Belvidere Park this year) (Parade starts at parking lot #5 between Main and Whitney streets) (Benefits the Sandwich School Music Association) Anderson Moves To Appointment By James Middleton At the end of October it was announced, to the surprise of many that the current Boone County circuit clerk, Nora Ohlsen, planned to retire effective at the end of December. Ms. Ohlsen had taken the job when the former circuit clerk, Julie Kleive, retired, effective, July 1, 2004. Illinois law provides the chairman of a county board with the sole obligation to appoint replacements when vacancies occur in county government followed by the advice and consent of the County Board. The current chairman of the Boone County Board, Bob Walberg (District 1) has encountered criticism over his policy regarding the filling of vacancies. It has been his practice to evaluate those that seek to fill vacancies in county government and then to make a single recommendation to the full County Board when the matter comes for consideration. In this instance, two individuals expressed their interest in being appointed to fill out the remaining year-anda-half of Ms. Ohlsen s term. Mr. Walberg asked that both candidates appear at the November County Board administrative and legislative meeting this week. One of the candidates was interviewed by members of the committee and the second candidate effectively disqualified herself from further consideration because she said she would not seek election when the term was finished. Her disqualification was based on her residence in Winnebago County she said she has no intention to move. The two candidates that appeared were first, Linda Anderson and the second candidate was Shelbey Hinkelmann. Ms. Anderson has 31 years of experience working in the Boone County circuit clerk s office. Ms. Hinkelmann had no experience working in a comparable line of employment. Before the interview got underway, county representative Marion Thornberry (District 1) asked Ms. Ohlsen why she was leaving. Ms. Ohlsen said that her exit now occurred similar to when she took over the office when Ms. Kleive retired. I was the only person on the ballot and I was there when Julie retired. I said I would be there no matter what happened in July. County representative Cathy Ward (District 2) opined, We can interview but the chairman will make his choice. I don t know that we should recommend a vote. Ms. Anderson then approached the committee and said, I want this job and I voted in the last Republican Primary. State law requires that a candidate to fill in the remaining term of an officeholder must be a member of the same political party as the predecessor. Ms. Anderson then said that she has worked in the circuit clerk s office for 31 years. I had planned to run, she added, and in less than a year-and-a-half I will run in the next election. She also said, The office It may be getting chilly outside....but our soup s are heating up inside!! Stop in today to warm up with one of our delicious soups!! A public hearing to approve a proposed tax levy increase for the County of Boone for Fiscal Year 2015 will be held on November 19, 2014 at 6:30 p.m. at the Boone County Administration Campus Board Room. II. The corporate and special purpose property taxes extended or abated for 2013 were $10,397,882. The proposed corporate and special purpose property taxes to be levied for 2014 are $11,034,374. This represents a 6.12% increase over the previous year. III. The property taxes extended for debt service and the Public Building Commission leases for 2013 were $0. The estimated property taxes to be levied for debt service and Public Building Commission leases for 2014 are $0. This represents a 0% increase over the previous year. IV. The total property taxes extended for 2013 were $10,397,882. The estimated total property taxes to be levied for 2014 are $11,034,374. This represents a 6.12% increase over the previous year. Published in the Boone County Journal 11-7-2014 needs stability and continuity to make this change and no one can provide what I can provide. She repeated that she plans to run for a full term in one-and-a-half years. County representative Karl Johnson (District 2) asked if she was not appointed, would she continue to serve. Ms. Anderson replied, I have a lot of loyalty to the office and the workers but it would depend upon who was appointed. Ms. Anderson answered other questions regarding how she would manage the current office staff and how she would handle disciplinary concerns. She finished by repeating that she wanted to serve and wanted to be appointed to fill the vacancy. With that her interview was finished and Ms. Hinkelmann came for her interview. Before Ms. Hinkelman took her place at the table she said, I live in Winnebago County and I cannot run for reelection. Would that disqualify me? She further said that she owns two houses in Rockford and is trying to sell one but she expressed no intention to buy a home in Boone County. She also said that she has not voted in a party primary in a number of years because, I dislike identifying a party affiliation to vote. Mr. Larson responded to her statements, State law requires that a Republican Party member (in this case) be chosen. If you did not vote in a Republican Primary we cannot appoint you to fill the vacancy. Ms. Hinkelmann expressed her thanks for the invitation to appear and said she did not understand all of the rules before she applied. She turned and left the room. With Ms. Hinkelmann out of the room the committee did not move further with any action on Ms. Anderson s application. Because the time for people to apply to fill the vacancy has expired, Ms. Anderson was the only qualified candidate and she will, therefore, be the only candidate that will appear before the full County Board in the November meeting. Linda Anderson will soon be approved by the full Boone County Board to fulfill the remaining year-and-ahalf of Ms. Ohlsen s term.

The idea likely emerged from school boards, administrators and teachers unions advancing the idea to meet their needs. And, why not? School districts and unions benefit by persuading apathetic taxpayers that they must pay more to insure that their grandchildren won t fall behind Japanese, Russian or Chinese students. A self-perpetuating system has been created in Belvidere District #100 in response to the questionable need to build new schools. The system is based on the belief that more school buildings are needed to remain ahead of advancing population growth and provide sufficient space for children to learn. When taxpayers are persuaded of the truth of these prophesies they vote to enact referenda that appoint millions of dollars for new school construction and thereby sustain a self-perpetuated indebtedness. Today this self-perpetuating indebtedness that resulted from school construction, is advanced even further through bond refunding programs. The district pays off a few of the bonds while refunding the bulk of them thus advancing into perpetuity the ultimate satisfaction of those debts. Another belief promotes the idea that school districts on the north shore of Chicago are superior to Belvidere. This belief suggests that smaller school districts should mirror those from the north shore. If that was the case then Belvidere taxpayers should condemn District #100 for not going on strike as did the Waukegan School District #60. Instead, negotiators from District #100 and the Belvidere Education Association (BEA) walked with a federal mediator to the brink of a strike before they reached accord. The same path was trod earlier in North Boone District #200 and they and their teachers also avoided a strike. Both should be celebrated however, negotiators in Waukegan District #60 and their teacher s union jumped off the brink without accord and denied their students an education. Waukegan is wealthier than Belvidere yet which provides a better system for educating children? It is unreasonable to suggest that the better education system is one funded by an endless stream of revenue from taxpayers and elite donors. It is arguable that the finest education in America is found at Harvard College where they have more than $30 billion in endowments. But according to groups that rank the quality of colleges, Harvard ranks third behind Yale College and Princeton University with each holding half the endowment that Harvard holds. Such is the case on a smaller scale when comparing public school districts on the north shore of Chicago with others elsewhere in the state. Many Waukegan homes are valued in the millions, Belvidere homes are valued at $150,000 and below and many homes in southern Illinois cannot reach $80,000. Because of the difference in relative value many might conclude that Waukegan has a better public school system. Yet, because of the strike, Waukegan students will make-up the month in which the teachers were on strike. But managing teacher contracts and strikes and fiscal matters denies that curricula concerns will be considered, evaluated and improved. District #100 should now focus on student curricula needs. For months the focus of the district has been on fiscal matters, refunding a mountain of bonds coming due, writing a balanced budget and negotiating a new teacher s contract. This is now behind the district. District #100 administrators must focus on curricula improvement. Administrators and teachers should answer the conundrum; is a student educated when they score at the top of their Scholastic Aptitude Test (SAT)? Or, is a student educated when he understands algebra, has a knowledge of the sciences, can discuss how Ernest Hemingway used the word and or can write a focused paragraph with clear sentences advancing clear ideas? These questions have been asked of many professional educators but without a clear answer. Many answers are qualified and offered within a complex context and often follow with a dollar sign. We should be wary of those that cloud answers with qualifying statements and offer responses that pander within complex contexts. A wise man is one who will answer a question, provide a limited context and speak using terms that are easy to understand. District #100 administrators should now focus on curricula to offer teachers, students and parents a direction to improve education in Belvidere. If this district cannot sufficiently educate children with more than $111 million in combined funding then policy needs to be reevaluated and changed. The answer for how to improve public education is not to tax property owners more or to enact exotic sales taxes or to have the state assess those with income of $1 million or more with another 3 percent tax for school that goes to the Illinois General Fund. What teachers, students and parents deserve is for tax revenue to be realized to improve education districtwide. This can be accomplished but if parents avoid participation in their children s education and refuse to attend school board meetings then these topics will not be resolved risking that another year will lapse with a foundering curricula, diminished student performance and more revenue spent next year as property taxes continue to rise. This is not how a performing school district should operate. Students and parents must ask for and expect more to be delivered by everyone employed in the district and to include themselves. There were surprises and there were results that, according to the political climate of the event were not so surprising. Perhaps the most surprising aspect of the entire election was the number of voters that participated. The numbers recorded by the Boone County clerk s office after all of the ballots were counted indicated that a surprising 48 percent of the registered voters went to the polls on Tuesday. Often, in previous Midterm General Elections, the vote turn-out was far less than what was shown this year. The ballot that voters confronted on Tuesday was a twopage document with candidates and referenda covering both pages. One individual that remained at the county clerk s office through the evening while the votes were being counted commented, The ballot was so long I wondered if some of the voters might have fallen asleep in the middle. Stop in Monday through Friday 9:30 am - 5:00 pm or Saturday 10 am - 4 pm The State of Illinois placed five ballot measures, two of which were Constitutional Amendments and the other three were advisory referenda. Belvidere School District #100 had one referendum and Boone County placed one for their needs. The two amendments were both passed by wide margins. The first proposed a Victim s Bill of Rights and that amendment passed with 10,771 votes in favor and 3,936 opposed. The second amendment proposed that voters could not be denied the right to vote in public elections. That measure passed by a vote of 9,363 in favor and 5,122 opposed. The advisory referenda proposed an increase in the minimum wage that passed 8,629 to 6,392, a referendum that proposed that employee health insurance plans must include a provision for birth control drugs to be available and that passed 8,837 to 6,148. The final referendum proposes that a three percent tax be levied on those that show income over $1 million to fund public schools. That measure was approved 8,671 in favor and 6,199 opposed. In local referenda, Belvidere School District #100 proposed a ballot measure that asked voters to approve a change in how members of the Board of Education are chosen and elected. Previously, those that wanted to serve on the District #100 Board would be restricted to reside in certain areas of the district. A restricted number of candidates and members of the Board could reside in Belvidere, for example. The change proposed by the district would have the election at-large and candidates could run from anywhere within the district with no limitation. In another ballot measure that was provided by the Boone County Board, voters were asked to allow the County Board to obtain funding to erect a new animal control shelter building. This question has been argued and debated among County Board members and those in the community for more than two years. A referendum was adopted and placed on the ballot that asked voters to allow the County Board to obtain funding to erect a new animal control shelter that would cost no more than $800,000. That referendum passed by a vote of 9,548 in favor and 5,464 opposed. After the voting was tallied and the result known, the chairman of the Boone County Board, Bob Walberg (District 1) said, This is a very important choice that was made. The County Board and this community came together and that is a good thing. Mr. Walberg laid out a proposed plan to erect the new building that would begin as soon as possible. He expects the design of the building to be finalized by late this year and bids being received this spring. The assignment of the construction bid could occur by the end of the spring. He estimated that construction could begin by next summer. Two races attracted attention in Boone County at the national level that included the race for senator and a race in the 16th Congressional District for a representative. He ran against a Republican, James Oberweis of Aurora. In Boone County balloting, Mr. Oberweis polled 8,693 votes while Senator Durbin earned 5,730 votes. A Libertarian candidate, Sharon Hansen won 767 votes. In the 16th Congressional District, incumbent Adam Kinzinger (R) was challenged by Democrat Randall Wayne Olsen. Mr. Kinzinger polled 10,741 votes and Mr. Olsen earned 4,226 votes. The premier race at the state level was the choice for governor. In Boone County, challenger Bruce Rauner (R) earned 9,518 votes, incumbent Governor Pat Quinn (D) earned 5,022 votes and Libertarian candidate Chad Grimm polled 685 votes. In other state races, incumbent Illinois Attorney General Lisa Madigan (D) won her race in Boone County with 7,382 votes and her challenger, Paul Schimpf (R) earned 7,248 votes. Incumbent Secretary of State Jesse White (D) won easily in Boone County with 8,149 votes and Michael Webster (R) polled 6,426 vote. The two state legislative races had the incumbent candidates running unopposed. In the 69th Legislative District, Joe Sosnowski (R) ran unopposed and in the 70th Legislative District Robert Bob Pritchard (R) also ran unopposed. In local Boone County races, other than the races for county representatives, incumbents Mary Steurer the Boone County clerk and Curtis Newport Boone County treasurer ran unopposed and will be returned to office for new four-year terms. First time candidate David Ernest who was running to serve as the Boone County Sheriff was elected as he ran unopposed. The county clerk, Ms. Steurer did not note any problems with the balloting on Tuesday. With almost 50 percent of the county registered voters coming to the polls that meant those that managed the voting in the 38 countywide precincts were busy all day Tuesday, November 4, 2014. At f) it is written, If Seller fails to accomplish each of the Conditions Precedent contained in this section by September 1, 2015, the City may terminate this Agreement without penalty and all earnest money deposited with the Title Company shall be immediately returned to the City. The Agreement then enters into an extended discussion of expectations of the Seller and the City regarding inspection(s) of the property. The focus here considers environmental inspections and concerns that could result. The section opens to allow the City the opportunity to inspect the environmental condition of the site and to evaluate soil compaction concerns. The section then identifies that there could be an extended period necessary to conduct these inspection(s) and there could be two periods necessary to conduct all of the tests. The first inspection period could run 30 days from the Effective Date that is when the Seller returns the executed Agreement to the City. The second inspection period will not begin until the Seller informs the City that the relocation to the new property has occurred and all buildings have been demolished and removed. The City would have 30 days to complete the inspection from the effective date after the Seller s move and the removal of the building(s). The City agreed to pay for the cost of the Phase 1 studies through an environmental consultant. If there are found environmental defects or suggestions of the need for additional environmental evaluations, the City may either accept the property, as is or the City may terminate this Agreement under the terms for termination or the City may also conduct a Phase 2 environmental study. If the Phase 2 study option is chosen, the City and the Seller would enter into a separate Agreement to be drafted at that time. If it is impossible for a new Agreement to be reached within 10 days of a request by the City, this primary Agreement would be terminated without penalty with all earnest money being returned to the City. The language defining the policy during the inspection period also notes, if a Phase 1 or a Phase 2 environmental study reveals any environmental defect or threat of defect, the City may terminate the Agreement without penalty and all earnest money being returned. An environmental defect could mean the existence of hazardous substances such as pollutants, contaminants, toxic or hazardous waste and many other items that could be found. Further, if the structure(s) are not demolished and removed along with the foundations and the site backfilled, the Seller has 30 days to remedy the problem. If the Seller chooses not to remedy the situation, the City may also terminate the Agreement without penalty. It is anticipated that the closing of this Agreement would occur within 30 days of the end of the inspection period(s) or at a time that is mutually agreeable. The balance of the Agreement contains many of the elements found within similar Real Estate Sales and Development Agreement. The primary areas of concern remain the environmental studies, the length of time that such studies could take and the demolition and removal of the structure(s) on the property. There also remains the Manley Dealership and their ability to successfully negotiate an Agreement to purchase or to occupy the former Bill Wolf Automobile Dealership property on North State Street. The Resolution that inspired the purchase to occur has been approved by the Belvidere City Council. The primary elements of the Agreement that must occur would be first for the Agreement to be executed and then the steps to begin the inspection process that would lead to the environmental studies, the demolition and the removal of the structures to occur. The proposed end date for this activity, according to the Agreement, could be September 15, 2015 however that date may be in doubt. Changes Ahead For County Board By Ronnie Thompson The voters of Boone County have spoken, and they made it clear that it is time for new faces on the County Board. Of the seven seats up for reelection, only two were won by incumbents. The large turnout for new faces could be connected with Boone County s ongoing struggle to agree on what to do with wind farms. A document disclosed earlier in the primary season shows that those opposed to wind farms in Boone County accounted for three of the five newly elected officials as being in favor of what the group calls safe setbacks. In the document, the group pointed out county representatives Bill Pysson (District 1), Marion Thornberry (District 3), Ron Wait (District 1) and Ken Freeman as Board members who voted against the compromise amendment concerning windmill setbacks. Ken Freeman is the only representative to retain his seat in this round of elections. Two seats in District 1 were up for grabs and those were won by Raymond Larson and Sherry Gieseke. They ran as Republicans against the current seat holder Democratic incumbent Bill Pysson. Bill trailed behind the second place winner by around 500 votes, with Larson getting 2219 and Sherry getting 3245. When asked why the turn out in his favor was so lax, Bill said there were a few reasons that he did poorly in this election. The big one was the wind issue. Despite the fact that many in his district opposed wind energy in Boone County, Bill had spoken out and voted in favor of wind energy on multiple occasions. He relayed that those against wind farms did everything to get him out. Brad Fidder, who currently holds a seat in District 1, decided to not pursue another term. Newcomer Jeffery Carlisle will join incumbent Karl Johnson in representing constituents in District 2. They beat out their Democratic opponents, each getting double the votes of Francis Egan and Ray Pendzinski, who had passed away in late October. Ron Wait, currently representing District 2, was beaten out in the spring primary election. Earlier this year, in gearing up for elections, sources in favor of large setbacks for wind farms released statements supporting both Karl Johnson and Jeff Carlisle while denouncing those who voted against the setbacks. In District 3, Republicans again took the open spaces, with Sherry Branson and Brad Stark beating their Democratic opponents Theresa Glass and Brandon Wells. Sherry, when asked what she will bring to the table concerning wind energy and said that she has researched the issue for a long time, and is familiar with both sides of the debate. Going on she said that it is important to make sure it is safe for people, and putting aside personal opinions she needs to consider the concerns of the voters. The wind turbine document appeared to be aimed at Bill Pysson, Marion Thornberry, Ron Wait and Ken Freeman as board members who voted against the compromise amendment concerning windmill setbacks. Ken Freeman is the only representative to retain his seat in this round of elections. Boone County Board Chairman Bob Walberg (District 1), when asked how he anticipates the transition going and if the newcomers are ready to jump into the conversation, he said the issues will be handled by level-headed people that will improve the process.
