THE LINCOLN JOURNAL - The Lincoln News Sentinel - WWW.LINCOLNJOURNAL.COM - WWW.LINCOLNNEWSSENTINEL.COM - Wednesday, September 19, 2018 - Page 5b Long, Stickler lead Lady Panthers past Logan 2-1 By RYAN PRICHARD Sports Writer LOGAN - Katie Long and Lexi Stickler scored one goal each to lead Lincoln County to a 2-1 come back victory against Logan last Tuesday night on "The Island" at Logan High School. The Lady Wildcats jumped out to a 1-0 lead in the 20th minute after a goal by freshman Peyton Ilderton, much to the dismay of the visiting Lady Panthers. Lincoln County regrouped and started taking their opponents a little more seriously, however. Stickler, an emerging freshman striker for LCHS, fired the equalizer after a missed shot came her way inside the box. Stickler slipped the rebound inside the left corner post for her first career varsity goal in the 29th minute to make it 1-1. The score remained tied at half time. Lincoln County (4-3) made a few adjustments during intermission and began executing its game plan. The Lady Panthers changed its attack formation to create more scoring opportunities and put pressure on Logan's defense. Lincoln County fired 13 shots on goal after the break. With less than five minutes left in the match and the score still deadlocked, Long, a sophomore forward, fired the eventual game-winning goal into the back of the net on a set ball around 21 yards away. Long's hard strike blasted its way through the goalkeeper's hands for the score. Logan (1-6-1), winners of just one match so far this season, didn't play like its record indicated. The Lady Wildcats gave Lincoln County all it could handle before the final horn sounded, including some very physical play. Logan was whistled for several fouls and received one yellow card during the match. Goalkeeper Jessica "The Spyder" Callison was solid between the pipes for Lincoln County. Callison made five saves in earning the road win. Lincoln County outshot Logan 21-8 and held a 6-2 advantage in corner kicks. Adkins nets hat trick, No. 7 Lincoln County boys blank Logan By RYAN PRICHARD Sports Writer LOGAN - Nicolas Adkins scored a hat trick with three goals and Will Carpenter added one goal to lead Class AA-A No. 7 Lincoln County to a 4-0 shut out win at Logan last Tuesday evening on "The Island" at Logan Stadium. Cameron Watts, Kadin Beckelheimer and Ethan Gross all had one assist in the victory. Adkins scored two goals in the first half and Carpenter added his goal to give the Panthers a 3-0 cushion at half time. Adkins first goal landed in the bottom right of the net after Watts used a beautiful header to set him up. Beckelheimer set up Adkins several minutes later with a crossing pass and Adkins' shot went into the lower left of the goal to make it 2-0. Carpenter made it a three-goal advantage when his well-placed shot from the side hit the left post and bounced into the net. Adkins completed the hat trick in the second half with a shot to the bottom right after a solid pass from Gross to set the final score. Sophomore goal keeper Connor Hunting earned the shutout between the pipes for Lincoln County, making four saves during the contest. The Panthers completely overwhelmed Logan (09-1) from the start. NOTICE OF DSIC FILING & HEARING On June 29, 2018, West Virginia-American Water Company (WVAWC) filed an application for approval of a Distribution System Improvement Plan and Charge (Application) pursuant to the direction of the Public Service Commission of West Virginia (Commission) in its February 24, 2016 order that resolved the WVAWC's 2015 rate application, Case Nos. 15-0675-S-42T and 15-0676-W-42T. WVAWC proposes to implement a Distribution System Improvement Charge (DSIC), under which it would invest approximately $24.8 million for infrastructure replacement and system upgrades in 2019 throughout WVAWC's entire 19-county service area. The DSIC primarily would cover the replacement of transmission and distribution mains, valves, hydrants, and service lines, but in the future is proposed to apply to other categories of utility plant replacements, improvements, and extensions of service. The projects proposed for 2019 are identified in the Application, which is on file and available for public inspection at the Commission's offices at 201 Brooks Street, Charleston, West Virginia, and may be viewed on the Commission's website, www.psc.state.wv.us. As with the DSIC currently in place, WVAWC proposes to recover costs associated with these investments through a separate rate component on customer bills, calculated as a percentage of the total monthly bill for service (comprised of both the minimum meter charge and the volumetric rate component). For the 2019 DSIC, this component will be divided into tiers to correspond with WVAWC's filing of a general base rate case on April 30, 2018. Tier 1 Rates are proposed to be in effect from January 1, 2019 through February 24, 2019, until new general base rates are expected to take effect, on or about February 25, 2019. Tier 1 Rates will incorporate the impact associated with (1) the investment projected to have been placed into service between January 1, 2017 and December 31, 2018 under the previous 2017 and 2018 DSIC programs and (2) the investment projected to be placed into service between January 1, 2019 and February 24, 2019 under the 2019 DSIC program. Tier 2 Rates are proposed to be in effect for the remainder of 2019 (on or about February 25, 2019, through December 31, 2019) and will reduce the DSIC component by incorporating only the impact associated with the investment projected to be placed into service between February 25, 2019 and December 31, 2019. WVAWC projects that if the program and rate increment are approved as requested, the 2019 Tier 1 rate will be 5.16% and the 2019 Tier 2 rate will be 1.24%, over and above current base rates. The average monthly bill for its various classes of customers, compared to the 2018 DSIC rate, will be changed on January 1, 2019, and on or about February 25, 2019, respectively, as follows: 2019 DSIC Rates Tier 1 Rates (January 1, 2019 February 24, 2019) Increment $ Increase % Increase Average Usage Residential $.93 2.01% 3,132 gallons per month Commercial $4.39 2.01% 17,669 gallons per month Industrial $155.56 2.01% 661,456 gallons per month Sale for Resale $270.13 2.01% 2,009,217 gallons per month 2019 DSIC Rates Tier 2 Rates (February 25, 2019 December 31, 2019) February 25, 2019 - $ Decrease % Decrease Average Usage December 31, 2019 Increment Residential - $.88-1.91% 3,132 gallons per month Commercial - $4.17-1.91% 17,669 gallons per month Industrial - $147.82-1.91% 661,456 gallons per month Sale for Resale - $256.69-1.91% 2,009,217 gallons per month At the same time that DSIC rates decrease pursuant to Tier 2, WVAWC has requested to implement an increase in its base rates. When both the base rate increase and DSIC rate decrease pursuant to Tier 2 are in effect, the total amount due on monthly bills for WVAWC customers may not be lower than, and in fact likely will be higher than, the amount that was billed each month when Tier 1 DSIC rates were in effect. The increases shown above are based on averages of all customers in the indicated class. Each class may receive an increase greater or less than stated here. Individual customers may receive increases that are greater or less than average. The requested rates and charges are only a proposal and are subject to changes (increases or decreases) by the Public Service Commission in its review of the filing. The Commission set a procedural schedule, including a hearing date on the Application. The hearing will begin at 9:00 a.m. on Friday, October 26, 2018, in the Howard M. Cunningham Hearing Room at the Commission's offices at 201 Brooks Street, Charleston, West Virginia. Anyone desiring to protest or intervene should file a written protest or request to intervene that briefly states the reason for the protest or request to intervene. Requests to intervene must comply with the rules on intervention set forth in the Commission's Rules of Practice and Procedure and must be filed within thirty (30) days following the date of this publication unless otherwise modified by Commission order.
