A. Overview, Process and Deadlines 1. Overview In anticipation of a number of upcoming real estate transactions, Boulder Housing Partners (BHP) seeks to engage an appraiser to perform complete appraisals as needed. The initial contract will be valid for three years, with the option to renew for two consecutive one year terms. 2. Process and Deadlines The evaluation committee will review the proposals and may choose to interview the top three firms based on their submittal to this Request for Proposals. Submittals must be received electronically at the email address below no later than 4:00pm on April 9, 2015. The subject line in the email must read RFP #3, 2015 Appraisal Services and be sent to: Jessica Kenney Project & Procurement Manager Boulder Housing Partners KENNEYJ@boulderhousing.org Only those submittals received by the specified date and time will be considered. If you have any questions, please contact Jessica Kenney at the above listed email address. Submittals are limited to a total of five pages. Responses will be scored based on price, experience, schedule, ability to complete the work in a timely manner, and references. BHP shall begin negotiations with the highest ranked proposal. Should negotiations fail between Boulder Housing Partners and the highest ranked proposal; negotiations will cease with the top ranked entity and begin with the second ranked entity and so on until a contract is awarded. 3
B. Background and Services Requested 1. About Boulder Housing Partners BHP is the housing authority for the city of Boulder, a quasi-governmental organization created in 1966 by the City Council of the City of Boulder. It was established as a housing authority under state law to provide safe and sanitary housing to low and moderate income households in the City of Boulder. We build, own and manage 33% of the total inventory of affordable housing in Boulder, making a strong contribution to City Council's goal that 10% of all housing is permanently affordable. Services Requested Over the next ten year period, BHP anticipates adding approximately 2,000 units to our portfolio through acquisitions and new developments. We anticipate engaging the successful respondent in several appraisals per year. Appraisals needed could range from highest and best use for vacant land, to individual condominium values, to an income based approach for large multifamily sites. There may also be affordable and rent restricted analysis required for certain projects. C. Submittal 1. Elements to Include a. Firm summary and appraiser(s) resume. b. General schedule of costs and timeline for appraisal work: anticipated to be approximately 2 5 appraisals per year, for the next three years. Scope of work to include multifamily housing properties and vacant land, with and without local and federal affordable housing subsidies and lowincome housing tax credits. i. Please set this up in a table, demonstrating the type of appraisal, range of cost, and time estimate. c. Brief list and description of projects in which the firm has participated in the past three years. d. Three references for whom the firm has performed related work for in the last three years. 4
2. General Information a. Contract and Method of Payment: The final form of contract and scope of services will be negotiated between Boulder Housing Partners and top ranked firm after the selection process is complete. Invoices with proper documentation can be submitted on a monthly basis. b. Submittal Withdrawal: No firm may withdraw a submittal for a period of 45 days after the date of submission, but a submittal may be withdrawn up to 24 hours prior to expiration of the deadline for submitting submittals. c. Insurance Requirements: Insurance requirements will be negotiated as part of the contract. Generally, the following coverage is required: Commercial general liability--$150,000 per person and $1,000,000 per occurrence. d. Davis/Bacon Wages: Due to sources of funds, Davis/Bacon wages may apply to the construction phase of work to be performed e. Federal Fair Housing Law: Boulder Housing Partners does business in accordance with the Federal Fair Housing Law (The Fair Housing Amendments Act of 1988). It is illegal to discriminate against any person because of race, color, religion, sex, handicap, family status, national origin, or sexual performance. 5
BHP Reservation of Rights: 1. BHP reserves the right to reject any or all proposals, to waive any informality in the RFP process, or to terminate the RFP process at any time, if deemed by BHP to be in its best interests. 2. BHP reserves the right not to award a contract pursuant to this RFP. 3. BHP reserves the right to terminate a contract awarded pursuant to this RFP, at any time for its convenience upon 10 days written notice to the successful bidder. 4. BHP reserves the right to inspect work at any time during the ongoing work. 5. BHP reserves the right to determine the days, hours and locations that the successful bidder shall provide the services called for in this RFP. 6. BHP reserves the right to retain all proposals submitted and not permit withdrawal for a period of 60 days subsequent to the deadline for receiving proposals without the written consent of BHP Procurement Officer. 7. BHP reserves the right to negotiate the fees proposed by the bidder. 8. BHP reserves the right to reject and not consider any proposal that does not meet the requirements of this RFP, including but not limited to incomplete proposals and/or proposals offering alternate or non-requested services. 9. BHP shall have no obligation to compensate any bidder for any costs incurred in responding to this RFP. 10. BHP shall reserve the right to at any time during the RFP or contract process to prohibit any further participation by a bidder or reject any proposal submitted that does not conform to any of the requirements detailed herein. 6
