Project Overview Existing buildings have 39 1-bedroom apartments, historically affordable at 60% AMI, 80% AMI and market, but converting to 60% AMI on unit turnover since early 2017 Buildings will be demolished, requiring all residents to move out in one phase Construction will start in Spring 2019 and last 26 30 months through late 2021 Vesting Date = Date of AHIF approval (potentially February 24, 2018) All vested residents will have priority to return to the new building 6

Tenant Profile (page 9) 31 questionnaires were completed in Fall 2017 Tenant profile completed using survey data and data from property management files as available Average rent is $1,248; utilities range from $30 - $80/month 86% of households at the property have incomes at 60% AMI or less. 3 households are at 80% AMI and 2 earn over 80% AMI 50% of households have lived at the property for less than 3 years, 83% for less than 10 years One household has a child (Key Elementary) English and Spanish are the primary languages spoken Most of the residents are interested in returning after the renovations APAH predicts that 86% - 94% of households will be able to return to the property after renovations 7

Permanent Displacement (page 4) All households will have to move offsite for at least 26 months Particularly important for households to find housing that meets their preferences due to long term stays Provide Priority to QC residents to lease at other APAH properties during the 180 Day Notice period Develop partnerships with other landlords Provide information about other market and affordable apartments in Arlington Individualized approach, one on one support in the housing search as needed. 8

Rents and Utilities (page 5) Average rent is $1,248 currently For residents paying utilities, costs average $30 - $80 per month Maximum 60% AMI rent including utilities is $1,222 for 2017 9

Relocation Plan Implementation and Advisory Services (page 5) Meeting with residents early in the process and regularly throughout; group and individual meetings Clear, regular communication 180 Day Notice to vacate, exceeding the required 120 Days Targeted referrals to comparable properties, leveraging landlord relationships and APAH s portfolio whenever possible Anticipate and accommodate special needs including families with children, overcrowded households, seniors, people with disabilities Buildings will continue to be well maintained and full security deposits will be returned as long as no damage to common areas 10

Relocation Financial Assistance (page 7) All residents in good standing with their lease who move out after the 180 Day Notice is issued will receive financial assistance APAH following Arlington County requirements to offer movers or a payment, according to the resident s choice Seniors and people with disabilities eligible for packing services in addition to financial assistance All residents eligible to receive boxes and packing tape 11
