Attachment Part 1 Full Environmental Assessment Form Mineola Village Green 199 Second Street Incorporated Village of Mineola Proposed Mixed Use Building Page 1, Question A: Brief Description of Proposed Action (include purpose or need): The proposed action involves an application to the Board of Trustees of the Incorporated Village of Mineola to permit the development of transit oriented, mixed use building containing 296 unit rental apartments, retail and restaurant uses within the Village of Mineola s B 2 (Special Business) zoning district and Development Incentive Bonus Overlay District. In order to implement the proposed project, the applicant, Mineola Metro LLC, is applying for development, pursuant to 550 5.I, Development Incentive Bonuses, of the Mineola Village Code. The Development Incentive Bonus legislation permits the Board of Trustees to relax certain use and dimensional requirements, and the applicant must provide physical, social or cultural public amenities or facilities or cash in lieu thereof. The applicant is requesting relaxations for use, height and parking under 550 5.I of the Village Code. Such development is consistent with the Comprehensive Master Plan for the Village of Mineola (November 2005), which encourages a mix of uses, including residential uses, within specific corridors and other areas of the Village. Also in conformance with the Comprehensive Master Plan, the proposed development will assist in activating the area around the train station and downtown Mineola by providing housing that would be particularly attractive to young workers who are employed either in the area (e.g., at the hospital or Nassau County Courts and offices) or Manhattan (and who want to stay on Long Island) as well as empty nesters who have ties to their community and surroundings, but do not want the continued burden of maintenance and home ownership. The nine story, 471,679 square foot mixed use building is proposed to contain 296 rental apartments, of which 132 would be one bedroom units and 164 would be two bedroom units. In addition, approximately 13,950 square feet of the ground floor would be used for retail/restaurant purposes. While the exact distribution of retail and restaurant usage has not been determined, for purposes of analysis, approximately one half the 13,950 square feet of non residential development would be devoted to each use. The applicant anticipates that the potential restaurant would contain between 80 and 100 seats. The amenities associated with the residential portion of the building include outdoor, rooftop swimming pool, rooftop lounge, rooftop garden, gym, package and valet service, indoor parking (as noted below), and 24 hour concierge. There will be a total of 488 parking spaces provided 10 at grade (valet) and 478 in cellar levels C 01 through C 03. Access to the parking garage would be from Front Street. The proposed building would have a circular driveway at Second Street, which will be for pick ups and drop offs at the building entrance. The site will be designed to include a Village Green, which will be open to the public, including a plaza with outside seating, extensive landscaping and a holiday event area, including a fountain. 1

As noted above, security will include a 24 hour concierge. With respect to fire protection, there will be access from all sides of the building. The building would be a non combustible, steel reinforced concrete structure. It will contain fire sprinklers and fire alarms in conformance with the current New York State Uniform Fire Prevention and Building Code. The building will be connected to the public water supply system, and sewage disposal will occur via connection to the municipal sewer system. The proposed transit oriented, mixed use development is within walking distance of the Mineola Long Island Rail Road train station (across the street), the Mineola Intermodal Center, Winthrop University Hospital, Nassau County Courts and government buildings, and various shopping areas, including downtown Mineola.
