SUMMARY OF APPLICATION The applicatin is fr cnsideratin f a cncept plan shwing tw identical 87,490 square ft, single-stry, fficeemplyment buildings n a acre site lcated east f the Nrthwest Parkway and west f Via Varra in the Overlk District Planned Unit Develpment (PUD). The map belw highlights the prject lcatin n an aerial map shwing existing develpments in the area. Prperty Owner and Applicant The prperty wner is Brmfield Crprate Center, LLC; and the applicant is Etkin Jhnsn Real Estate Partners. Bth are represented by Jim Vasbinder. Prpsed Cncept Plans The applicant is requesting cmments n the cncept plan in anticipatin f submitting a frmal develpment review applicatin. Brmfield Prcess The cncept review prcess allws the applicant t receive cmments and directin frm the public, City Cuncil, and ther bards and cmmissins in rder t identify cncerns r key issues prir t develpment f a frmal applicatin fr the public hearing prcess. ZONING, COMPREHENSIVE PLAN, AND OTHER APPLICABLE PLANS Zning, PUD Plan and Preliminary Plat The prperty is zned Planned Unit Develpment (PUD). On August 21, 2001, Cuncil apprved the Overlk District PUD plan fr a 34.7-acre area spanning bth the east and west sides f Via Varra. Cuncil apprved PUD plan amendments in 2007 and 2014, bth f which primarily affected the east side f Via Varra. The apprved PUD plan allws the fllwing uses: Banks, savings & lans, finance cmpanies, with drive-up Medical and dental ffices, labratries Crprate & prfessinal ffices, R&D facilities Offices and clinics Municipal buildings Parking lts and parking garages Persnal service shps Private schls Public utility installatins, excluding repair, strage, and prductin facilities Cmmercial recreatin and entertainment uses and theaters, indr Retail stres, hme furnishings, hardware, apparel Printing & cpying services Restaurants, including a maximum f tw drive-thrugh Retail services Accessry buildings and uses Light industrial facilities including: Assembly r packaging f prducts frm previusly prepared materials; Experimental r testing labratries; Manufacture f precisin r electrnic instruments, parts r tls; Repair, maintenance, sales & service f cmmdities manufactured, assembled r packaged as the primary permitted use As nted in the applicant s summary (see Attachment 1), the prpsed buildings are speculative develpments and, as such, the exact users are nt yet knwn. All uses must cmply with the allwed uses within the apprved PUD plan. Any lessee uses nt listed abve as allwed by the apprved PUD plan will require a public hearing prcess t cnsider their use. Relatinship t Cmprehensive Plan, Sub-Area Plans, and Financial Plan Cmprehensive Plan The adpted Land Use Map identifies the Overlk District prperty as mixed-use cmmercial. Develpment within these land use designatin areas shuld prvide a mix f cmmercial and supprting uses exhibiting quality building and site design and an attractive pedestrian envirnment with a strng street character. Traditinal neighbrhd design cncepts with a strng pedestrian-riented fcus are essential. The mix f uses may be achieved vertically within buildings; hwever, sme hrizntal mixes n the site are allwed. This land use designatin calls fr an verall target density f eight dwelling units per acre, with higher densities allwed n individual prjects. N mre than 30 percent f the land area within the Mixed-Use Cmmercial district shuld be utilized fr residential uses. Residential placed ver retail shuld be cnsidered a bnus in excess f this maximum. Gal ED-C: Build a strng and diversified emplyment base in Brmfield that minimizes cyclical impacts f market changes and that prvides jb pprtunities fr Brmfield residents f all skills. Sub-Area Plans The prperty is within the US 36 Sub-Area Plan (1997) and the 96 th StreetNrthwest Parkway Sub-District Master Plan (1999). The apprved Overlk District PUD plan adpted the design standards frm the 96 th StreetNrthwest Parkway Sub-District Master Plan and n amendments are planned fr the design standards. Financial Plan The prpsed cncept plans are cnsistent with the base data and prjectins cntained in Brmfield s adpted Lng Range Financial Plan. Area Cntext and Prperty Lcatin III. AREA CONTEXT The acre prperty is within the Overlk District, which is a 34.7-acre PUD n either side f Via Varra, near the Nrthwest Parkway. Parkway Circle is a PUD t the suth f the Overlk District and the Brmfield Business Center is a PUD t the nrth. The wners f the Brmfield Business Center recently purchased the Overlk District. Cuncil has apprved six multi-family develpment prjects in the area: Vantage Pinte, Terracina, Terracina II (apprved, nt built), Catania, the Retreat at the Flatirns, and the Brmfield Business Center Apartments phase II (zning apprved, nt cnstructed). These six multi-family develpments accunt fr 1,691 apartments and 95 cndminium units n apprximately 73.4 acres f land in the area. In additin, tw htels have been apprved in the area: the 123-rm Hyatt Huse (cnstructed); and the 136-rm Hliday Inn Express (apprved, but nt cnstructed). Tw mre htels and a car dealership are currently under cnsideratin. CURRENT APPLICATION DETAILED DESCRIPTION AND STAFF REVIEW The applicant requests cmments n a cncept plan fr tw 87,490 square ft, single-stry, fficeemplyment buildings n a acre site lcated between the Nrthwest Parkway and Via Varra in the Overlk District PUD. Minimum building and parking setbacks required in the apprved PUD plan are 75 feet frm the Nrthwest Parkway right-f-way (may be reduced t 30 feet with additinal landscapescreening r ther mitigatin techniques), 30 feet frm the Via Varra right-f-way, and 30 feet frm external prperty lines. The cncept plan shws apprximately fur acres f building area, 6.4 acres f parking and drive aisles, and 5.1 acres f pen area. The cnceptual site plan shwn belw is reprinted frm the clr packet. The apprved PUD plan allws a maximum f 168,687 square feet f building area n the site. The cncept plans shw an additinal 6,293 square feet f building area abve the maximum. Shuld the plan prceed as is, a variance will be required fr the flr area prpsed. The cncept plan shws 728 parking spaces surrunding the tw buildings with landscape islands and landscape buffers arund the perimeter. The Brmfield Municipal Cde requirement fr ffice buildings is ne parking space fr each 300 square feet f grss flr space. The parking requirement fr the prpsed buildings is 584 parking spaces. The cnceptual parking plans are 144 parking spaces ver the minimum requirement. Three vehicular access pints serve the prperty: ne n Via Varra (t be signalized, full mvement); ne cnnected t the private drive n the suth side f the prperty (thrugh street); and an existing, shared access drive frm the Nrthwest Parkway (right-in-right-ut nly). On-site detentin is prvided in tw pnds adjacent t Via Varra. There is an additinal reginal detentin pnd lcated n the east side f Via Varra (nt shwn in the plans). the Parkway Circle, Overlk, and Brmfield Business Center area is designed as a walkable mixed-use develpment. If at all pssible, detentin areas shuld be lcated away frm the street frntage. The cncept plans shw walled detentin areas adjacent t Via Varra. Staff will wrk with the applicant t minimize the presence f detentin areas t the greatest extent pssible with apprpriate landscaping. Detentin Area Detentin Area The cnceptual architecture fr the buildings des nt have specific building materials shwn, but indicates significant glass area, with articulated building entrances and a flat rf. The cncept buildings shw fur-sided architecture and the inside (facing the center parking curtyard) faces f the buildings are visually similar t the utside (facing the neighbring prperties) faces f the buildings. the cncept plans shw large, lw buildings which are in the vicinity f taller residential buildings t the suth and east. Staff will wrk with the applicant t assure that rftp mechanical equipment is cncentrated and screened t the greatest extent pssible. COMPREHENSIVE PLAN DESIGNATION Mixed-Use Cmmercial Circulatin, Walkability, and Transit The cncept plan shws eight-ft wide trails n the western and suthern prperty lines. The walk n the west side is intended t serve as the Nrthwest Parkway trail. Brmfield s Open Space, Parks, Recreatin and Trails (OSPRT) Master Plan calls fr majr reginal trail links t include the Nrthwest Parkway trail and fr higher use trail crridrs t be ten feet in width. The intent is t prvide a multi-use path that cnnects Brmfield t Luisville and the I-25 crridr, prviding cmmuters and recreatinal users nn-vehicular circulatin ptins t reduce dependence n the autmbile. The walk n the suth side cnnects the Nrthwest Parkway t an existing trail n the suth side f Terracina and t a trail alng the west side f the Burlingtn Nrthern and Santa Fe (BNSF) railrad. Currently, regular bus service is nt available in the Parkway Circle, Overlk, and Brmfield Business Center area. The prpsed develpment is apprximately ne mile (a 20-minute walking distance) frm the Midway Park-N-Ride, which prvides cmmuter access frm Denver and Bulder. Direct walking cnnectins between this site and the FlatIrn Crssing shpping area are nt cmplete at this time. Signs Sign infrmatin is nt shwn n the cncept plans. If the prject mves frward, staff will wrk with the applicant t assure signs meet apprved PUD plan and municipal cde standards. Any signs nt meeting applicable standards will be included in the SDP as a requested waiver. V. STAFF REVIEW OF KEY ISSUES Staff sent the cncept plans t varius internal and external agencies fr a preliminary review. The fllwing key issues were identified fr this cncept. Neighbrhd Cnnectivity: the Parkway Circle, Overlk, and Brmfield Business Center area is a relatively dense, urban-style develpment cmprised f smaller develpment blcks. Neighbrhd cnnectins and walkability have been emphasized in the built develpments n the east side f Via Varra and t the suth f this prperty. The prpsed cncept shws tw lng buildings in a large develpment blck. The buildings are nt riented tward the street and present an bstacle t navigate arund, rather than an easy envirnment t pass thrugh. Staff discussed this cncern with the develper and the develper said this frmat was the nly practical way t market this type f fficeemplyment flex space. Staff will wrk with the develper t explre ptins t meet the intent f the site design requirements f the apprved PUD plan. The fllwing cnnectivity illustratin fr the prperty is reprinted frm the apprved PUD plan. Nrthwest Parkway BufferTrail: the apprved PUD plan requires a 30-ft wide t 75-ft wide parking and building buffer alng the Nrthwest Parkway. The buffer shwn in the cncept plan is less than required, but is nt defined. Increasing this buffer and prviding enhanced landscaping wuld cme clse t cmplying with the PUD plan. Otherwise, the variance shuld be defined and reasns prvided as t why it is needed. The cncept plans shw an eight-ft wide trail n the western prperty line. Accrding t the OSPRT master plan, design standards fr trails, reginal cnnectins where intense use is expected will have ten-ft wide cncrete trails. The Nrthwest Parkway trail is identified as a reginal trail and the Open Space and Trails Directr has identified it as a trail where we expect intense use. Staff will wrk with the applicant t assure the plans meet the buffer requirements t the greatest extent pssible and design the Nrthwest Parkway trail cnsistently with intense-use reginal trail standards and ther develpments in the area. VI. NEXT STEPS After gathering cmments at the cncept review meeting, the applicant may prceed with a frmal develpment applicatin fr a site develpment plan (SDP), replat, and subdivisin imprvement agreement (SIA). A PUD plan amendment may be necessary. If a frmal applicatin mves frward, the Planning and Zning Cmmissin will hld a public hearing fr the SDP and replat and give recmmendatins t the City Cuncil. Cuncil will hld a public hearing fr the SDP, replat, SIA, and PUD plan amendment (if necessary). If a frmal applicatin mves frward, cmments made at the cncept review will be summarized and steps made t address the cmments will be nted. Item 4 - Page 11

12 ATTACHMENT 1 ATRIA AT BROOMFIELD CORPORATE CENTER PROJECT NARRATIVE Atria will be a tw building single stry ffice cmplex with assciated site imprvements.the prject will be develped as a speculative real estate investment in that there are currently n tenants t define prpsed users r specific requirements fr the buildings r site. Ultimate tenant flexibility is being prvided fr multiple tenant r full building users with buildings at eighteen feet clear height, windw heights at twelve feet, large bay spacings and increased building utility services. The buildings will als include numerus green build features, such as, cl rf, high efficiency mechanical units, and lw e high perfrmance glass.
