3 Designation as a local historic landmark applies to individual properties which may be buildings, structures, sites, areas, or objects. Landmark designation is an honor; the recognition signifies that the property is important to the heritage and culture of the community. Types of Local Historic Landmarks Buildings. A building is constructed mainly to shelter human activity. Examples include houses, churches, schools, stores, office buildings, factories, barns, government buildings, etc. Structures. The term structure refers to a construction with a main purpose other than shelter. Examples include bridges, tunnels, dams, fences, prehistoric earthworks, lighthouses, windmills, etc. Sites. A site is the location of a significant event, activity, building, or structure (even if the building or structure is in ruins or gone). The site must have historical significance regardless of the value of any building or structure now existing. Examples include battlefields, shipwrecks, cemeteries, ruins, natural features, or designed landscapes, etc. Areas. An area is used to refer to a portion of a large land parcel, when only that portion is designated or to more than one land parcel. Examples include one or more buildings on a large property plus an area surrounding them. These are different from Historic Districts, which are groups of properties. Object. An object refers to a structure that is relatively small and simple or is primarily artistic in nature. Examples include statues, monuments, fixed outdoor sculptures, fountains, boundary markers, etc. Application Process Application: Forms can be obtained from the Alamance County Planning Department. Application Deadline: 12 p.m., ten (10) days prior to the next month s meeting. Meeting Date: The third Tuesday of the month at 6:00 p.m. in the County Commissioners meeting room, 124 W. Elm Street, Graham. When submitted, staff reviews the applications. If complete, the Designation application is placed on the agenda. If the application is incomplete necessary information is requested from the applicant. Application Review Before recommending that a property be designated, the commission must investigate the property s significance and determine that: It has special historical, prehistorical, architectural, or cultural significance and It shows integrity of design, setting, workmanship, materials, feeling, or association

4 Criteria for Significance: To have special historical, prehistorical, architectural, or cultural significance, a property should meet at least one of these criteria: It is associated with events that have contributed significantly to the county s history It is associated with the life of a person significant to the county s history It embodies the distinctive characteristics of a type, period, or method of construction It represents the work of a master or possesses high artistic values It has yielded or is likely to yield important historical or prehistorical information. Aspects of Integrity: The property must be able to convey its significance to the observer, it must be seen or experienced not just imagined. Aspects of integrity include; design, setting, workmanship, materials, feeling or association. Effects of Landmark Designation Landmark designation has these consequences: An owner cannot demolish the property, move it, or substantially change its exterior features without an approved certificate of appropriateness from the Alamance County Historic Properties Commission. The owner of a designated landmark may apply for an annual fifty percent property tax deferral for as long as the property s important historic features are retained.

STATEMENT OF SIGNIFICANCE In order to recommend designation of a landmark, the property must be deemed historically, architecturally or archaeologically significant. Please provide a brief statement explaining why this property should be designated a local landmark. D. PROPERTY DESIGNATION Provide a sketch or plot plan of the property showing lot lines and location of all buildings. Indicate the area and building (s) to be designated as a landmark. E. PROPERTY HISTORY Describe the original and current appearance of the significant structures such as houses, barns, well houses, and other buildings to be designated, include photos or illustrations. The description should include the following: Date of construction Date(s) of alterations Descriptions of overall form and exterior and interior details.

6 Include a drawing of the existing and original (if different) floor plan with rooms labeled. If available include information on the builders and/or architects of the building. Include photos, any written history or oral history associated with the site, and a list of past owners. Feel free to provide additional information, literature, illustrations, or other media that you feel will contribute to the application. F. SUPPLEMENTAL INFORMATION Alamance County shall in no manner be responsible for providing a verbatim transcript of public hearings. If a verbatim transcript is required, the applicant or party requesting said transcript shall be responsible for arranging, producing and payment of all expenses for the production of said transcript. All public hearings shall adhere to state laws regarding same as well. Signing this application indicates the applicant s understanding and acceptance of this policy. G. APPLICATION WITHDRAWL This application may be withdrawn by written request from the applicant, if such request is received prior to submission of the HPC public hearing notice to the newspaper. After submission of public hearing notice to the newspaper, an application may only be withdrawn by action of the HPC at the public hearing pursuant to the applicant s written or in-person request. H.
