1 REQUEST FOR PROPOSALS FOR SUBSTATION ENGINEERING SERVICES REBUILD OF TYGH VALLEY AND NEW CONSTRUCTION OF EASTSIDE SUBSTATIONS October 1, 2018 Northern Wasco County People s Utility District ( NWCPUD ) is issuing this Request for Proposal (RFP) to select an Engineering Firm to provide design services for rebuild of the NWCPUD s Tygh Valley Substation and construction of a new substation (yet to be named) located within the east city limits of The Dalles. The services may include, but will not necessarily be limited to: Substation Design Civil/Structural/Electrical Transformer Procurement Including Bid Documents and Evaluation Site Access Improvements Construction Bid Documents and Evaluation Land and Easement Acquisition with Substation Design Modeling (Eastside Substation) Feeder Routing, Installation and Specifications (Eastside Substation) BACKGROUND NWCPUD has an electric service territory of approximately 90 square miles located in North Central Oregon that consists of The Dalles, Rowena, Dufur and Tygh Valley areas. NWCPUD s system consists of approximately 10,000 customers. TYGH VALLEY SUBSTATION Tygh Valley Substation is located at Hwy 216, Tygh Valley, OR on land owned by the State of Oregon Oregon Parks and Recreation Department (White River State Park 1

2 Boundaries) with easement rights to all the lands within the substation fence as it now exists and a strip of land fifty feet in width outside of and adjacent to said fence extending entirely around said substation, together with the right to construct, reconstruct, and replace, enlarge, operate, maintain and remove said substation and related facilities. The Tygh Valley Substation is located at the following coordinates and link: 45 14'35.4"N '39.0"W Tygh Valley Substation consists of three (3) 500 kva single phase transformers (1.5 MVA total) 1948 vintage, 69 kv kv constructed on 1960s vintage wood pole and cross armed structures. A single feeder, that was recently rebuilt from #6 Copper to #4/0 ACSR, serves approximately 236 customers with a peak load ranging from 749 kw to 1,420 kw. The substation design shall be an open-air design with a 5/6.25 MVA transformer, regulation and control house. An existing topographic survey (1-ft contours) of the site includes the substation area and the entrance road from Hwy 216 is available upon request. The access road and gates will need to be upgraded and replaced. Prior discussions with the Oregon Parks and Recreation Department have identified an Oregon Endangered Species Act plant (Tygh Valley Milkvetch). Minor mitigation will have to take place before and during construction with relocation or protection of existing plants. Within the immediate vicinity of the existing substation, there are no known cultural resources, but an archeology survey is required where Oregon Parks and Recreation Department will provide a proper scope boundary and list of contractors. An alternate feed will be needed for circuit energization during construction. EASTSIDE SUBSTATION The Eastside Substation will provide capacity and redundancy to the current distribution system and the proposed location would be situated on land currently owned by North Wasco County School District #21. The land owned by the school district consists of approximately 100 acres and recently a portion of the land has been approved to seek proposals for sale and development. The land parcel on the southeast corner is encumbered by BPA transmission lines and a NWCPUD 115 kv transmission line, which would be the preferred source of the substation. A City of The Dalles water tank with access road is near the site and located at the following coordinates and link: 45 35'51.5"N '19.0"W The eastside area of The Dalles is being targeted for development and is being served radially from Seufert Substation with limited feeder tie capacity. The proposed substation, 115 kv kv, would consist of modern open-air design with two power transformers, 12/16/20 MVA is a possible configuration. Six underground distribution feeders with design and location will be part of the project 2

3 Acquisition of the land, easements and conditional use permit are essential requirements of NWCPUD and the selected Engineer to realize the completion of the project. ANTICIPATED SCOPE OF WORK FOR ENGINEERING SERVICES & LIMITATIONS ON PERFORMING WORK The Engineer shall be involved, where applicable, in Land Acquisition, Easements, Permitting and Design of each of the projects. Tasks may include, but will not necessarily be limited to: Civil Design o Foundations Plan o Details o Grading o Access Roads o Drainage o Fence o Spill, Prevention, Control and Countermeasures Outdoor Electrical o Single Line Diagram o Electrical Elevations o General Arrangement o Conduit Plans o Grounding o Lighting o Electrical and Grounding Bill of Materials o Bill of Materials Relaying o Three Line Diagram o Voltage Drop o Cable Schedule o Control Building o Panels o Bill of Materials o Schematics o Communications o Wiring Structural o Steel Design Studies and Specifications o Relay Setting Configurations and Reports o Battery Sizing o AC Circuit Check o Short Circuit Check 3

4 o Transformer Specification o Commissioning Plan Specification Bid Documents o Preparation of Bid Documents and Evaluation All drawings shall be in AutoCAD and PDF. Model rendering of the Eastside Substation and surrounding area may be required for land acquisition and permitting. Tygh Valley Substation estimated timeframe for completion is September 30, Eastside Substation estimated timeframe: Preliminary Design and Land Acquisition 2019 Substation Construction 2020 Feeder Construction 2021 All timeframes are subject to change. PROPOSAL CONTENTS Each Proposal must include all the following to be considered acceptable by NWCPUD: 1. Outline the firm s distribution substation design experience in the last three (3) years. Include: location, high and low side power transformer voltages, substation capacity expressed in MVA, and the total project costs. 2. Describe prior experience with interconnection analyses for similar projects. 3. Describe the firm s project management techniques, including software and milestone tracking process. 4. List the professional qualifications of each member of the firm s project team. 5. Provide a list of previous clients that may be used as references. 6. Provide the estimated total number of hours that will be expended per project. 7. Provide the average billing rate per hour per project. Please explain what is included and what is not included in such rate. For items that are not covered please provide a list of such items and the method of cost reimbursement. 8. The proposal shall contain information about other comparable projects that the firm is aware of that provide valid cost benchmarks. 9. Provide a statement about the firm s ability to commit the technical and administrative resources required to complete these projects. NWCPUD will not host a pre-proposal meeting. 4

5 SUSBSTATION ENGINEERING EVALUATION CRITERIA PERSONNEL EXPERTISE AND QUALIFICATIONS (1 30 points or 30%) Demonstration of proposed project team: Professional qualifications to perform work in applicable discipline(s) Knowledge of technical criteria and administrative requirements for projects of similar scope. Past performance in completing projects of similar size and scope. FIRM EXPERIENCE (1-40 points or 40%) Demonstration of Engineering Firm: Qualifications to perform work in applicable discipline(s). Past performance in completing projects of similar size and scope. Past performance in meeting cost benchmarks in project execution. Engineering Firm s experience in distribution substation projects in the Northwest. GOVERNMENTAL EXPERIENCE (1-10 points or 10%) Demonstration of past experience in providing consulting services to governmental agencies. AVAILABILITY AND COMMITMENT OF RESOURCES (1 to 20 points or 20%) Demonstration of the Engineering Firm s ability to commit the technical and administrative resources required to complete projects within established time frames, including responsiveness to specific project technical and administrative requirements. 5

6 EVALUATION PROCESS The Evaluation Committee will evaluate all the RFPs based upon the criteria listed above. The Committee may request clarifications or additional information, if needed. A selection may be based on the Evaluation Criteria alone or any combination of the Evaluation Criteria, references, and interviews. Ties will be resolved on the basis of the of the total point scores of the evaluation sheets. DEADLINE FOR SUBMITTAL OF RFPs An electronic version provided in Microsoft Office, and/or Adobe PDF formats of the RFP shall be submitted no later than 5 P.M. Pacific Time on October 31, 2018 to Paul- Titus@nwascopud.org. Proposals submitted after that time will not be accepted. NWCPUD may reject any or all Proposals submitted or cancel the RFP if NWCPUD deems doing so would be in the public interest. Once a submittal is selected NWCPUD will determine if they desire to enter into negotiations for a final Contract with the highest scoring Proposer. The price, cost and other related matters will be negotiated during this period to the satisfaction of NWCPUD. Any entity responding to this RFP shall do so at its sole expense; Proposer is wholly responsible for any costs it incurs in responding to this RFP.
