1 MAITHON POWER LIMITED INVITATION TO BID (ITB) INTERNATIONAL COMPETITIVE BIDDING (ICB) WAGON TIPPLER, SIDE ARM CHARGER, APRON FEEDER WITH ACCESSORIES PACKAGE FOR THE PULVERISED COAL FIRED POWER PLANT OF 2 X 525 MW CAPACITY, LOCATED AT MAITHON, JHARKHAND STATE, INDIA. Maithon Power Limited (MPL) invites sealed bids from eligible bidders for supply, installation, testing and commissioning of Wagon Tippler (WT) Package as detailed in Tender Document No. TCE.5406I-H for the said Project. MPL OVERVIEW: Maithon Power Limited (MPL) having its registered office in New Delhi is a joint venture company between The Tata Power Company Limited, Mumbai and Damodar Valley Corporation (DVC), Kolkata. MPL is setting up a Wagon tippler facility including side arm charger, apron feeder with accessories for 2 X 525 MW Maithon Right Bank Thermal Power Project (MRBTPP) at the right bank of river Barakar in Dhanbad District of Jharkhand State in the eastern region of India. Block of Dhanbad district, Jharkhand at a road distance of about 7.5 km from Nirsa, North of G.T. Rail: Nearest Railway station Mugma railway station. 1.0 SCOPE OF WORK 1.1 Design, engineering, manufacturing, shop fabrication, assembly, testing and inspection at supplier s works, forwarding, packing, dispatch, shipping, delivery at Indian port/unloading at Indian port/delivery from Indian port to site in case of imported equipment and delivery/unloading at site for indigenous equipment, unloading and storing at site, insurance upto time of handing over, handling at site, complete erection, start-up, commissioning, successful performance testing and handing over of the Wagon Tippler, Side Arm Charger, Apron Feeder with Accessories and on EPC basis consisting of but not limited to: I. Wagon tippler II. Side arm charger III. Apron feeder IV. Project management services V. Basic Engineering and foundation with load data services 1.2 Bidders may quote for one or more of the above three packages. However Bidders who quote for all the three packages, i.e. (i) Wagon tippler package, (ii) Associated conveying system and (iii) Construction of civil works will be preferred. The Owner will have the right to negotiate with the bidder having the lowest evaluated price for each package, or all three packages combined. After the lowest evaluated bidder, the next lowest evaluated bidder will be given the opportunity by Owner, etc. In case found necessary, the Owner/Project Manager may resort to Re-Bidding / Snap Bidding from the shortlisted Bidders 2.0 BID QUALIFICATION REQUIREMENTS 2.1 The Bidder should have during the last ten (10) years, executed projects covering the criteria (a) mentioned below and which are in successful commercial operation for not less than one (1) year as on date of bid submission. The criteria mentioned below can be covered in a single contract or different contracts. Relevant documentary evidence from the client / user shall be submitted along with the pre-qualification document to establish the required credentials. 2 of 5

3 (a) Bidder should have, in projects executed by them, designed, manufactured, supplied, erected and commissioned at least one (1) number each of the following equipment Wagon Tippler Tippling capacity should be 20 tips/hr and capable of handling 110 tonnes gross weight. Apron feeders Rated continuous capacity of at least 1200 MTPH for coal. Side arm charger Pulling/pushing capacity of 59 fully loaded wagons. (b) The average annual turnover of the Bidder shall not be less than Rs. 100 Crores in the preceding two financial years. 2.2 Bidder must satisfy the criteria stated at clause 2.1(a) & (b) above. If Bidder does not qualify the criteria, they are permitted to associate themselves with other companies meeting the same. Documentary evidence for the Bidder s and/or associate companies experience meeting the criteria specified shall be submitted along with the Bid. The qualification of such a Bidder will be reviewed by Owner / Project Manager based on the joint experience of the Bidder and his associate(s). The Bidder shall, however, be fully responsible for the successful and satisfactory completion of the complete work specified in the Tender Document. 3.0 ONE BID PER BIDDER A Bidder shall submit only One (1) Bid. 4.0 COST OF BIDDING The Bidder shall bear all costs associated with the preparation and submission of his Bid, and the OWNER/ PROJECT MANAGER will in no case be responsible or liable for those costs, regardless of the conduct or outcome of the Bidding process. 5.0 SITE VISIT The Bidder and any of his personnel or agents are advised to visit and examine the Project Site and its surroundings including access to and from the Site, infrastructure & other facilities, including road, rail and other transport facilities to and from the Site and obtain for himself on his own responsibility all information that may be necessary for preparing the Bid and entering into a Contract. Bidder himself will be responsible for any incidental or consequential damage or loss, and expenses incurred as a result of the Project Site visit. 6.0 BID DOCUMENTS One complete set of Bid Documents (Tender Specifications) may be collected by any eligible Bidder or his authorized representative on submission of a written request to The Chief Executive Officer, Maithon Power Limited / The Head- 3 of 5

4 Contracts & Procurement, The Tata Power Company Limited, Plot No. C-43, Sector-62, Noida, U.P BID SECURITY AND VALIDITY OF BIDS The Bids must be accompanied by Bid Security for an amount of Rs Lakhs (Rupees Ten Lakhs) in the form of a Bank Guarantee. The Bid and Bid Security shall be valid for a period of 180 days from the date of opening of technocommercial Bids. 8.0 SCHEDULE Sale of Bid Documents : From to on all working days from hrs. to hrs. Bid (Tender) Documents are not transferable. Bids received from those who have not purchased the Bid Documents will be rejected. Purchase of Bid Document will not automatically mean that the BIDDER is considered qualified. ed or Faxed bids or Bids received in open condition will not be accepted. Owner / Project Manager reserves the right to waive minor deviations in the Qualification Criteria if they do not materially affect the capability of any Bidder to perform the Contract. The requirements stated in the Tender Documents are minimum. Notwithstanding anything stated in these documents, Owner / Project Manager also reserves the right to assess the Bidder s capability and capacity to perform the Contract should the circumstances warrant such an assessment in the overall interest of Owner / Project Manager. Owner / Project Manager reserves the right to accept or reject any Bid and to annul the process of submission of Bids, at any time without assigning any reason thereof.
