1 15S LEASE SITE AND ASSOCIATED HANGAR FACILITY AT MEACHAM AIRPORT SECTION I: LEASE AND HANGAR FACILITY Lease Site 15S consists of approximately 11,827 s/f of ground space. The site includes an approximately 10,000 s/f hangar facility. Inside the hangar is approximately 2,400 s/f of office and storage space. 1

8 The successful Offeror will accept the hangar facility in its current condition (as is). The successful Offeror will be required to complete the following mandatory improvements to the leasehold. 1. All Coordination and costs associated with updating the hangar s Certificate of Occupancy (CO): Coordinate with the City s Planning & Development department to initiate any necessary permitting for roof replacement, CO and restore all utilities. The CO will not require an update to the hangar facility Owner but will require the new Lessee to be listed as the Occupant. NOTE: An inspection was completed in February of this year. The Building inspection was rejected until the roof is addressed. The inspection approved the HVAC, Plumbing and Electrical (inspection documentation will be available to the new Lessee). The Building inspection will not be approved until the roof has been replaced. Roof estimates have been obtained by the City and can be provided to the successful Offeror, upon request. 2. Paint hangar exterior including gutters, trim and downspouts. 3. Submit plan for use of interior office space and storage. This can include demolition or renovation. Plan must be submitted to Aviation for review and approval. 4. Identify parking needs, if applicable, and submit plan to accommodate parking needs. Term of Agreement SECTION II: LEASE TERMS A long term lease can be negotiated to recognize capital improvement investment by the Lessee. The minimum lease term is five (5) years. Renewal options are available and will be discussed with the successful offeror. Lease term cannot exceed forty (40) years. The lease will include 5-year ground rate adjustments and 10-year hangar rate adjustments. Ten year hangar adjustments will be based on the term of the lease. Rates and Charges The appraised annual rate for this lease site is $3.50 per sf (approximately $30,800 per year), which includes a mandatory ground rate of $0.42 per sf. The ground rate is subject to increase to $0.46 per sf, effective October 1, NOTE: Lease is subject to an increase, each October 1, if any, based the Consumer Price Index (CPI) for the Dallas/Fort Worth Metropolitan Area as reported by the U.S. Department of Labor. 8

9 OFFER CONTENTS A successful proposal should include the following items at a minimum: General Information 1. Names of corporate/company officers/owners. 2. Company address/location(s) and other appropriate contact information. 3. Brief history of the individual or company. 4. A full description of the Respondent s entity (corporation, partnership, etc.) and identification of all parties including a disclosure of all persons or entities having a beneficial interest in the proposal. 5. The 15S hangar facility was appraised at $3.50 per s/f. Due to the high demand for hangar space and anticipation of competing offers, we request the highest hangar rate you or your company is willing to pay. Proposed Improvements and Investment 1.
