2 Privately Initiated Small Scale Comprehensive Plan Amendment Narrative The Applicant, Liberty VP Development LLC, on behalf of the Property Owner, Ralph and Michelle Brown, is requesting a small scale comprehensive plan amendment (SSCPA) on approximately 1.05 acres + from Hillsborough County Future Land Use designation UMU-20 to City of Temple Terrace Future Land Use designation UMU-20. The subject property, Folio # , is currently pursuing voluntary annexation to the City of Temple Terrace and will also be pursuing a concurrent rezoning of the property from Hillsborough County PD to City of Temple Terrace PD (Planned Development). The Applicant s representative previously met/conferred with Planning Commission staff on February 9, 2015, regarding the SSCPA and other related, concurrent, processes to be undertaken towards the development of the subject property. Furthermore, the Applicant and their representatives have met with City of Temple Terrace Community Development staff to review the proposed development. The Applicant intends to develop the subject property along with the adjacent property (Folio # ; approximately ) as a commercial (lodging) use. As identified on the aerial map, a portion of the subject property is currently located within the City of Temple Terrace and is adequately designated by the Comprehensive Plan Future Land Use Map and accompanying Zoning Map for the proposed use. All necessary infrastructure required for development is located adjacent to or in close proximity to the site. The requested SSCPA is consistent with the Goals, Objectives and Policies of the adopted Comprehensive Plan which identifies this area for a mix of urban type uses including commercial/lodging. Access is proposed from Morris Bridge Road which provides further (continuing) access to Fletcher Avenue to the north, Tampa Oaks Boulevard to the south and west and Fowler Avenue to the south. The request and proposed use are consistent with the adjacent developments which include commercial, lodging, corporate office/office, civic/institutional (University of Phoenix) and multi-family residential development.
