General Summary of Function/Purpose of Position This Property Analyst position in the Real Estate Services Section is responsible for contract coordination with the Division s Contract Administrator for real estate contracts and for overseeing reporting for statewide real estate activities. This position is responsible for the clearance of taxes for all parcels acquired by MDOT and will need to work closely with the regions to ensure taxes are paid promptly and charged to the appropriate projects. This position will provide acquisition support to the Environmental Services Section and will coordinate all real estate activities necessary to acquire fee title or conservation easements for wetland mitigation. This position will provide education support for all Real Estate staff who hold a real estate or appraisal license and will coordinate annual continuing education for staff. This position will also provide real estate support services for the Office of Aeronautics upon request and will be a backup resource for railroad real estate ownership inquiries. This position will be included in a rotational training program for acquisition, relocation, and property management functions in the other units of the Real Estate Services Section.

2 15. Please describe the assigned duties, percent of time spent performing each duty, and what is done to complete each duty. List the duties from most important to least important. The total percentage of all duties performed must equal 100 percent. Duty 1 General Summary: Percentage: 30 Perform property tax services and land title services for properties owned or to be acquired by the Department. Solve property tax and title problems in support of the Real Estate Services Section, Regions, Project Teams, Litigation and Valuation Unit, Program and Property Management Unit and the Attorney General s Office. Point of contact for region and central office staff for information pertaining to MDOT property tax obligations. Coordinate with all regions to collect information on properties acquired by MDOT. Track tax bills received, paid, and anticipated tax bills to be received based on parcel closing date. Provide tax clearance assistance for condemnation related activities. Review and analyze property tax bills received to identify location, region, parcel number, and project. Determine MDOT ownership interest and validity of tax bill. Research property assessment information and communicate with local and county assessors to ensure MDOT properties are removed from tax rolls or invalid assessments are corrected. Coordinate payment of legitimate water runoff and drainage taxes with the Environmental Services Section. Coordinate payment of legitimate property taxes with appropriate region. Examine land title documents to determine parties of interest, type of interest, encumbrances, and determine if title is marketable. Review title insurance commitments for encumbrances, liens, appropriate parties of interest and prepares proper conveyance documents such as options, easements, release of damages, affidavits, deeds or permits. Review title for parties of interest prior to a condemnation action. Duty 2 General Summary: Percentage: 20 Coordinate real estate contracts with the Division s Contract Administrator. Assist the Contract Administrator in keeping an accurate account of all statewide real estate contracts. This includes appraisal, acquisition/relocation, demolition, and title company contracts. Verify all real estate consultants have the appropriate licensure and business documents to work in the state of Michigan. Coordinate notification to real estate consultants regarding upcoming expired contracts. Document and report real estate contracts utilized by the region offices. Assist with the scoring and selection of real estate as-needed consultants. Duty 3 General Summary: Percentage: 20 Oversee reporting for statewide real estate activities.

3 Point of contact for statewide real estate reporting. Coordinate preparation of statewide real estate reports to ensure timely submittal to appropriate parties. Proactively monitor for changes in legislation to ensure state and federal reporting requirements are met. Verify supporting documentation has been accurately collected and retained in accordance with any reporting requirements. Duty 4 General Summary: Percentage: 10 Provide real estate support services to the Environmental Services Section for wetland mitigation projects. Point of contact for real estate activities and real estate guidance needed by Environmental Services Section. Perform real estate activities requiring a state issued real estate license. Order title commitments and research available information from register of deeds offices to determine ownership interest. Order appraisals based on project requirements provided by Environmental Services Section. Prepare purchase agreements, options, other instruments of conveyance, memorandums of negotiations and correspondence. Make offers for land, improvements, damages, and fixtures. egotiate with property owners for the acquisition of fee title or conservation easement rights. Coordinate with title companies for payment and successful closing to secure the required property interests. Prepare request for acquisition assignment proposals and estimates consultant acquisition fees (as needed based on staff availability). Prepare contractual documents for acquisition related functions (as needed based on staff availability). Duty 5 General Summary: Percentage: 10 Provide support to central office and region real estate staff for continuing education and real estate licensing. Point of contact for questions pertaining to real estate licenses and continuing education. Secure training funds by coordinating with Development Services Division training coordinator. Coordinate the scheduling and organization of continuing education classes for real estate sales, broker, and appraisal licenses. Arrange specific advanced real estate training for individual staff as needed by job function. Maintain statewide training records and education training curriculum. Participate as a member of the real estate conference committee to include real estate training as part of the conference activities. Stay current with changing state and federal laws and assists in the coordination of training activities for the MDOT Real Estate Services Section and region offices. Duty 6 General Summary: Percentage: 10

4 Provide real estate support services for the Office of Aeronautics. Provide backup real estate support for the Office of Rail. Point of contact for real estate assistance and guidance needed by Office of Aeronautics. Complete real estate activities requiring a state issued real estate license. Review title commitments. Research available information from register of deeds offices to determine ownership interest. Order appraisals based on project requirements provided by Office of Aeronautics. In the absence of the railroad Property Specialist, provide backup assistance to the Office of Rail for real estate technical advice. 16. Describe the types of decisions made independently in this position and tell who or what is affected by those decisions. Decisions on how to examine title issues, tax issues, encumbrances, parties of interest, liens and other legal instruments. Also makes decisions on appropriate training and continuing education required to maintain real estate and appraisal licenses. These decisions affect other central office and region staff and management. 17. Describe the types of decisions that require the supervisor's review. When policy guidelines or procedures are not available, and when senior level property analysts and specialists expertise is required or when the supervisor's judgement is required for technical assistance or department approval. 18. What kind of physical effort is used to perform this job? What environmental conditions in this position physically exposed to on the job? Indicate the amount of time and intensity of each activity and condition. Refer to instructions. This position requires the ability to negotiate difficult terrain, assessment and observation skills to locate possible safety hazards, and the tact to effectively deal with hostile property owners. May be required to transport heavy files and right-ofway plans, including multi-leveled and non-handicap accessible property. May include occasional extensive and overnight travel, and travel in high traffic areas where future improvements are planned. This job may require sitting for long periods of time and evening or weekend appointments. 19. 5 23. What are the essential functions of this position? Property analysts perform acquisition, appraisal, relocation and property management activities in accordance with state and federal regulations on a statewide basis. The property analyst inputs data into department operated programs such as REMIS & RESALE; participate in public meetings, provide information to attorneys and senior level analysts for court proceedings, and whenever possible, identify, recommend and implement improvement in the work methods and materials utilized in this position. The Real Estate Services Section is responsible for statewide policies, procedures, guidelines, technical expertise, problem solving, training, consultant lists, condemnation coordination and forms in support of the Regions, Development Services Division, and the Attorney General s Office by providing appraisal, acquisition, relocation, title abstracting, tax payment services, consultant contracting, Local Public Agency compliance and right-of-way clearance. This position is responsible for the coordination of any reporting needed for statewide real estate activities in compliance with state and federal laws and regulations. This position is also responsible to ensure tax clearance is properly completed on MDOT owned properties to reduce the amount of delinquent taxes and fees resulting from inefficient payment of taxes. This position also provides real estate technical assistance to a variety of other work areas within the department. 26. What are the minimum education and experience qualifications needed to perform the essential functions of this position. EDUCATIO: Possession of a bachelor s degree in any major. EXPERIECE: Property Analyst 9 o specific type or amount is required. Property Analyst 10 One year of professional experience in real estate equivalent to a Property Analyst 9. Property Analyst P11 Two years of professional experience in real estate equivalent to a Property Analyst, including one year equivalent to a Property Analyst 10. KOWLEDGE, SKILLS, AD ABILITIES: Ability to travel statewide. Ability to learn from and attend training programs. Ability to perform duties as described. Knowledge of federal, state, and departmental laws, rules, practices, methods, and procedures related to the work. Knowledge of landowner rights. Ability to maintain records and prepare reports and correspondence related to the work. Ability to communicate effectively with others, both verbally and in writing.
