Minutes Motion: Motion made by EB and seconded by GH that the minutes from previous BOD Meeting be approved as read. 3. President s Message Special thanks to Richard Wingerson and Anne Duncan for their great help at the Slice & Dice event. For those of you who missed the event there s always work to be done so if you ever want to donate some time at the pool or elsewhere around Killearn Commons doing some physical labor please contact Bill Duncan. 4. Treasurer s Report Presented by Bill Duncan 4.a. Financial Report January 2010 Deposits = $5, Expenses = $1, Cash in Bank = $23, Page 1 of 6

2 CDs = $37, Total Cash = $61, Budget Analysis Revenues Budgeted = $7, Actual = $5, Expenses Budgeted = $ 1, Actual = $ 1, Variances were so noted. Dues 2010 YTD 60 paid for $8, or 28.71% 149 not paid Bill has been following up on those homes that are in forecloser and so far has been able to contact and send invoices for the 2010 dues to the mortgage holder. 4.b. Bank Accounts Things are going great with Florida Commerce Credit Union. Bill Pay or on-line checking is working out very well. 4.c. CDs We actually made $63.44 in interest in January. 4.d Taxes Documents prepared and forward to Mark Jones at Carr, Riggs & Ingram, LLC. They have done previous years taxes. 5. Committee Reports a. Newsletter / Web Discussion on printing and distributing a paper based newsletter versus placing the newsletter on the Web. The Board asked Richard for a compromise by reducing the cost of the printed newsletter. The Board will continue monitoring. Web Site Should have graphic proofs by end of week. Most content is ready to go in. Bill Duncan is heading up this project and Matt Caldwell has Motion by TW, and seconded by GH for Richard to reduce the cost of the newsletter by using a lighter grade paper and eliminated the colored paper. For: GH, EB, MC, TW BD Motion by EB, and seconded by BD to continue with the Web site. Page 2 of 6

3 volunteered to back Bill up. Shooting for a 4/1/10 turn on date. b. Pool Pool Clean-up 3/13/10, 9:00am to 12noon - Richard, Greg and Tom to lead this effort. - 3 yards of soil and 100 bales of pine straw ordered. Put in new dirt in front for raised flower beds, plants flowers and put in pine straw in all flower beds and at front entrance. - Edith to look into a Catered Lunch Pool Open 3/19/10 c. Committee Chairperson Needs Events Chairperson Membership Chairperson Landscape Chairperson Need to go ahead and identify an Election Chairperson d. Block Captains - Roxanne & Brian Poche, Elan Mary Pedersen has been a Block Captain for 10 years and wants to retire as Elan Block Captain. Motion by BOD and approved by all for Bill to purchase flowers for Mary Pederson for her 10 years of service as a Block Captain. - Anne Baxter, Whitmore Karen Blanchard hasn't asked, but if she needs to be replaced as Whitmore Block Captain. 6. Pool Security 5 new Spotlight Sensor Lights have been installed. One at each corner and one in the middle of the entrance. Electrician did a great job and they are multi-wired meaning that if one sensor comes on then all the lights come on lighting up the entire pool complex. There is also a switch that does allow for all these lights to be turned on as regular lights. A need to back-up John Truax on Pool Cards and Tom agreed to volunteer. Page 3 of 6

4 7, Front Entrance A low wattage or 12 volts DC powered lighting system has been installed with 20 watt halogen bulbs that are sealed. Electronic eye is set so that lights come on at dusk then turn-off at dawn. The water sprinkler system has been disconnected due to recent heavy rains and high water table. We should see significant reduction in electric and water bills for front entrance 8. Pool Railings Bill should start this project this week. 9, Pool RFPs A total of 26 RFPs were mailed out and we got response of 5. Saline Pool Conversion Pool Maintenance An issue exists with a future need to replace existing pool pump and equipment. An analysis and ROI for a conversion shows about a 5 year ROI at best. If we were a commercial property with a full-time or parttime maintenance performing pool maintenance then expense might be justified. The issue is that we are not big enough to have a full time maintenance person so there is a liability issue if we have a volunteer. RFPs reviewed. Motion made by TW, seconded by GH to table item for future consideration. Motion made by TW, seconded by GH to award the Pool Maintenance contract to Pool Tech. Bill to send letter to LPT notifying them of 30 days notice to discontinue their service and then send letter to Pool Tech of them being awarded the contract. 10. Church Donation Historically KCHOA has made a donation to Deerfield Methodist Church for use of their facilities. 11. Pool Landscaping Bill talked about the issue with the flower bed near the water oak in which we still have a drainage and washout problem. Would like to install landscaping retaining wall bricks and also use same type of bricks to create a flower bed around pine tree with perhaps a sign indicating Killearn Commons Pool Complex Members Only. The cost would be several hundred dollars. Motion made by EB, seconded by BD to donate $100 to Deer Lake Methodist Church. Motion by TW, seconded by GH to proceed with the landscaping retaining wall as Bill submitted. Page 4 of 6

5 12. Pool Lawn Maintenance Bill Duncan currently has contract for providing the lawn maintenance at the pool complex which he was awarded prior to being elected President. Motion by GH, seconded by TW to table this item. For: GH, EB, MC, TW Bill Duncan abstained from this agenda item and turned chair over to Greg Hill as Vice President. 13. Annual Block Party Edith Bowden suggested that we have the Annual Block Party in September prior to the October elections which would give members the opportunity to meet candidates and also to complete Proxy Ballots if they are not going to attend the Annual Membership Meeting and Elections. Motion by GH, seconded by EB to have the Annual Block Party on Labor Day. Board discussed that Labor Day, on 9/6/10 would probably a good day. 14. Other Business (Old or New) Killearn Lakes Richard brought up the fact that green bench in the Memorial Park is falling apart. Bill Duncan to remove. Bill brought up the fact that the KCHOA Covenants and Restrictions mirror the Killearn Lakes HOA Covenants and Restrictions, and since we have an active HOA BOD that we should be responsible for enforcing our own Covenants and Restrictions. BOD agreed. Bill brought up the fact that KLHOA has reasonability for the power line easements and will notify KLHOA that the KCHOA BOD would like the easement between Charrington Forest included in the regular mowing with all other common areas and easements. Homeowners along the ditch along the power line easement have complained about the over growth and that rats and snakes were spotted in those areas last year. Bill again to notify KLHOA to maintain appropriately. Complaints from a number of attendees about the current mowing contractor that KLHOA is using and that they are doing a poor job and not properly mowing the right areas nor edging correctly. They are also blowing debris into people s yards. Bill to prepare and send letter to Killearn Lakes HOA about these issues. Page 5 of 6

6 An issue was raised by an attendee concerning the recent cutting back of the common area/easement along Deer Lake behind homes in Killearn Commons that took away the privacy they were enjoying. Member Q&A Parking issue was raised by a number of attendees. These issues included parking on the street, cars not all parked on one side and parking on the sidewalks making it difficult for parents with strollers and young children to use the sidewalks causing them to go around this vehicles into the street causing a safety issue. Another issue is that these cars parked on the streets can cause problems for emergency vehicles and therefore cause undo risk. Bill stated that the Covenants and Restrictions really do not address this issue, nor does any county or state laws. However, he did point out that the Covenants and Restrictions does allow the Board to define a Nuisance. If the BOD finds that parked cars are causing a problem especially with safety then the BOD can take action. However, enforcing such would be very difficult compared to violations of other Covenants and Restrictions. Bill asks that all homeowners be considerate of others in the neighborhood by properly parking all vehicles off the roads and sidewalks, and maximize the use of driveways and garages.
