General Summary of Function/Purpose of Position This position will be responsible for: Assisting with permanent trail acquisitions in the Upper Peninsula both fee acquisition and easement Administration and resolution of real estate issues; including encroachments, easements and land-use permits on state owned trail corridors in the Upper Peninsula. Research and evaluation of title interests on rail-trail in the Upper Peninsula Administration of Land Transactions on trails in the Upper Peninsula

3 Duty 1 General Summary: Percentage: 50 Research and evaluate rail-trail title interests. Title research use computer and/or travel to UP court houses and property record institutions to help gain a thorough understanding of underlying property interests in trail beds Title analysis use insights gained in title research along with information from real estate services section and the Attorney General s office to make an assessment about trail use rights Duty 2 General Summary: Percentage: 20 Administer easements and use permits on state managed trail corridors. Work with utility companies, trails staff, and real estate services to guide utility easement applications through correct processes Work with private landowners, trails staff, and real estate services to guide trail crossing easements and operating agreements through appropriate processes Duty 3 General Summary: Percentage: 15 Coordinate acquisition of rail corridors in the Upper Peninsula for motorized and non-motorized usage. This will include assisting with acquisition of new trail corridors as well as securing ownership gaps in existing trail corridors. Work with trail specialists, trail coordinator, and stakeholder organizations to identify and prioritize priority trail corridors Work with grant coordinators and land liaisons to identify funding sources Maintain working relationship with MDOT regarding potential road and railroad corridor/easements that might become available egotiate with other significant landowners to secure trail rights Prepare necessary paperwork to provide to landowner or real estate services section Utilize department procedure to complete the acquisition process Duty 4 General Summary: Percentage: 15 Addressing day to day operational issues of state owned trail corridors in the Upper Peninsula Record land use trespasses. Work with department managers and property owners to find common ground on dispute resolution in lieu of legal action Work with trail coordinator and trail specialists to identify and prioritize various property issues as they arise. Work with internal and contracted survey teams in identifying State land trespass issues and to document state land boundaries on the ground. Serve on action teams and committees when requested these committees will involve property use issues and property rights 16. Describe the types of decisions made independently in this position and tell who or what is affected by those decisions.

4 Identification of important partners in Michigan Department of Transportation, US Forest Service, utility companies, mining companies, and other significant landowners within the Upper Peninsula where trail development rights/easements might be available Identify and prioritize trespasses, easements, use permits, and agreements that need to be addressed and resolved. Develop and maintain daily work schedule based upon identified priorities 17. Describe the types of decisions that require the supervisor's review. Priority of trail corridors for acquisition Final resolution of trespass issues Final approval of trail easements rests with Director of department All expenses outside of normal work duties will need prior approval Any work that involves a substantial investment in time and involvement of DR personnel, unusual budge expense, or is sensitive in nature 18. What kind of physical effort is used to perform this job? What environmental conditions in this position physically exposed to on the job? Indicate the amount of time and intensity of each activity and condition. Refer to instructions. Physical activities will include standing, sitting, bending and computer use. Environmental conditions will include exposure to outdoor elements, i.e sun, wind, snow, rain, and plants. Occasional overnight travel and evening and weekend duty is required. Operation of snowmobile and off-road vehicles will sometimes be necessary. 19. Acquire trail corridors/easements Address trespass issues on trail corridors Facilitate use permits, operating agreements, and easements Title analysis and research 24. 5 The amount of trail mileage in the UP has expanded. With the increased trail mileage comes increased trail management responsibilities and more interface with adjacent landowners. Rail-trails have now come over to PRD from FRD for management. PRD is now taking an active role in bringing about a more orchestrated rail-trail management system. There is an effort underway to create permanent snowmobile trails across the U.P. This process of creating permanent trails brings with it more trail management and acquisition responsibilities. 25. What is the function of the work area and how does this position fit into that function? The Parks and Recreation Division is responsible for the stewardship of Michigan State Park and Recreation Areas and the state s trail system, ensuring that recreation opportunities and green spaces will be available for generations to come. This position will acquire and manage priority trail corridors to increase the length of the trail system and to provide connection to communities adjoining the trails, thus increasing customer satisfaction and growing local economies. 26. What are the minimum education and experience qualifications needed to perform the essential functions of this position. EDUCATIO: Possession of a bachelor s degree in any major. EXPERIECE: Property Analyst 9 o specific type or amount is required. Property Analyst 10 One year of professional experience in real estate equivalent to a Property Analyst 9. Property Analyst P11 Two years of professional experience in real estate equivalent to a Property Analyst, including one year equivalent to a Property Analyst 10. KOWLEDGE, SKILLS, AD ABILITIES: Knowledge of Work, Excel, PowerPoint and Outlook Ability to plan, coordinate and expedite work projects Ability to communicate with others verbally and in writing Ability to plan, direct and coordinate program and administrative activities Knowledge of real estate transaction process Knowledge of laws, court decisions related to railroad corridors and the Rails to Trails program CERTIFICATES, LICESES, REGISTRATIOS: Valid unrestricted Michigan driver s license OTE: Civil Service approval does not constitute agreement with or acceptance of the desired qualifications of this position.
