1 Proposed DNR Acquisition to add to the Cannon River Turtle Preserve Scientific and Natural Area (SNA) Cannon River Turtle Preserve SNA consists of 900 acres of primarily floodplain forest along the Cannon River, near Red Wing. The Cannon River Bike Trail and the Cannon River Water Trail pass through the site. The DNR has been working with the Bryan Family to add 42.6 acres of lowland forest to the SNA, in order to protect habitat for forest dwelling songbirds and the state threatened wood turtle. About 28 acres of the 42.6 acres to be purchased is further protected by a Minnesota Land Trust (MLT) Conservation Easement. The DNR plans to work closely with MLT on easement monitoring and ecological management. Scientific and natural areas are part of the state Outdoor Recreation System created by the Minnesota Legislature. To date there are 164 SNAs across the state including 4 in Goodhue County: Cannon River Wood Turtle Preserve SNA, North Fork Zumbro River SNA, River Terrace Prairie SNA and Spring Creek Prairie SNA. SNAs are a state land unit, like state parks or wildlife management areas, but with a different emphasis. The purpose of SNAs is to protect the best of Minnesota s remaining natural heritage such as rare species, native prairies, old growth forests, and significant landforms and geologic features. The SNA Program s goal is to ensure that rare features persist in each region of the state. Additional information on scientific and natural areas may be found on the DNR Web site at Public uses of SNAs include nature observation, education, scientific research, and other nonmotorized recreation. Visitors are welcome to hike the area or visit by other means of foot travel, like skis and snowshoes. Consistent with the above intended uses and protection of the site s natural features, some activities are typically not allowed in SNAs. They include camping, campfires, trapping, damaging vegetation, bikes, or motorized recreation. Cannon River Turtle Preserve is open to all hunting. PILT (Payment in Lieu of Taxes) is calculated from the sale price of the property and are recalculated at regular intervals (every 5 years). Based on our appraisal of the land the PILT payment to the county will be $480. The statutes governing PILT are MS 477A.14 and 477A.145. 2 Goodhue County Board of County Commissioners Review of Proposed State Land Designation In accordance with 2004 Minn. Sess. Law Serv. Ch. 262, Sec. 3 (West), Amending Minn. Stat. Sec (2002), the Commissioner of the Department of Natural Resources on December 8, 2016 provided the County Board with a description of lands to be designated by the State of Minnesota as a Scientific and Natural Area. Lands to be designated are described in Exhibit A attached. IT IS HEREBY RESOLVED, by the Board of County Commissioners of Goodhue County on December 2016 that the State s proposed designation of the lands as a Scientific and Natural Area be (approved) (disapproved).
