1 City of Williston Building Department Building Permits, Planning & Zoning The City of Williston Building Department is responsible by Florida Statutes for building plan review and building inspections within the City of Williston. The plan review and inspection functions include all commercial and residential construction plan reviews, inspections of these structures while under construction, and the tracking and permitting of the construction process. The Building Department may also disseminate building code information and ADA Standards. 2 Code Enforcement: Code Enforcement is responsible for ensuring the compliance of all rules and regulations set forth by the Code of Ordinances. The City of Williston Police Department is responsible for Code Enforcement. Please call (352) Fire Review/Inspections: The Fire Department is responsible for the compliance of all State and Local regulations concerning fire safety. If a commercial structure has been unoccupied for more than six months, a fire inspection is required and upgrades may be necessary. Building Inspections: The City of Williston inspects final site or commercial/industrial, and multi-family projects. All Planning & Zoning inspections and Building Code Inspections must be successfully performed before a Certificate of Occupancy can be obtained from the City of Williston. The City of Williston requires Contractor Licensing. Contractors who must be licensed by the State of Florida must submit a copy of their state or local license (as applicable), proof of worker s compensation or worker s compensation exemption, and liability insurance. 3 PETITION FOR VOLUNTARY ANNEXATION The undersigned, being the owner(s) of certain real property which is located in Levy County, Florida, and which is not presently a portion of the City of Williston, respectfully petition that the said lands hereinafter described be annexed to the City of Williston, Levy County, Florida, and submit the following: 1. The lands sought to be annexed are contiguous to the present corporate boundary of the City of Williston, Levy County, Florida. 2. The lands sought to be annexed are compatible with the lands presently located in the City of Williston. 3. The lands sought to be annexed to the City of Williston constitute a compact area, contiguous to the boundary lines of the City of Williston and municipal services can be or have been extended to the said property without significant expenditures and costs, provided, however, that the City shall not be obligated to provide capital improvements to extend municipal services until financing sources are available. The cost of capital improvements to extend municipal services may be paid for by special assessments imposed directly against the property as provided by law. 4. The lands sought to be annexed to the City of Williston are more particularly described as follows, to-wit: See Exhibit A, attached. 5. The City will derive the benefit of the development of the said lands. 6. The City will, following the annexation, incorporate by ordinance, the annexed area into the comprehensive land use plan and zoning scheme of the City; each of the undersigned

4 waives all rights and claims which may arise under statute or otherwise for any diminution in value of property caused thereby. 7. Upon annexation, the said lands will become a part of the City and will be subject to all ordinances, codes, rules and regulations applicable to lands within the City, including the imposition of municipal taxation. WHEREFORE, it is respectfully requested that the City Council of the City of Williston, Florida accept this Petition under the provisions of Section , Florida Statutes and initiate the necessary and proper procedures for the annexation of the area described above to become a part of the corporate limits of the City of Williston, Levy County, Florida. Address a letter to the City Planner requesting the zoning change. b. Proof if identification: Copy of Tax Deed. c. Survey of land. (If necessary) 2. The application has to be in the Zoning Department by the first Wednesday of the month in order to be on the agenda at the end of that month. 3. The meeting of the Planning and Zoning Commission will be on the last Tuesday of the month. You will receive a letter from our office informing you of the date of your public hearing. 4. This office will notify the adjacent property owners of the public hearing date. 5. SPECIAL EXCEPTION REQUIREMENTS - (Code of Ordinances Land Development Regulations Article V, Appeals, Special Exception, Variance and Interpretations ): 1. Written Petition. A written petition for special exception is submitted by the applicant indicating the section of Chapter 4 of these land development regulations under which the special exception is sought and stating the grounds on which it is requested, with particular reference to the types of findings which the City Council must make under this Chapter. The petition should include material necessary to demonstrate that the granting of the special exception would promote the public health, safety, morals, order, comfort, convience, appearance, prosperity or the general welfare. Such material shall include, but is not limited to the following: 1. site and development plan at an appropriate scale showing proposed placement of structures on the property; provisions for ingress and egress, off street parking and off street loading areas, and refuse and service areas; and required yards and other open spaces; 2. plans showing proposed locations for utility hook-ups; 3. plans for screening and buffering with reference as to type, dimension, and character; 4. proposed landscaping; and signs and lighting, including type dimensions, and character. Where these land development regulations place additional regulations on specific special exceptions, the petition should demonstrate that such requirements are met. Unless your sign is one of the following, your sign will require a permit. (1) Signs to regulate traffic. (2) Signs required to be posted by law. (3) Warning signs and no-trespassing signs. (4) Signs established by governmental agencies. (5) Signs indicating bus stops, taxistands and similar transportation facilities. (6) Temporary real estate sign no greater than four square feet in area and not more than two linear feet in length and two linear feet in height advertising specific property for sale, lease, rent or development on private property. (7) Temporary signs on private land involved in campaigns of religious, charitable, civic, fraternal or similar organizations. (8) Identification signs of two square feet or less. (9) Directional or instructional signs of four square feet or less, containing identification only, where vehicle or pedestrian movements are involved. (10) Governmental signs for traffic control, street demonstrations, directions to the public and any public sign deemed necessary by a public officer in the performance of his public duty, or as approved by the city council. (11) Memorial signs or tablets when cut into any masonry surface or constructed of a noncombustible material. (12) Governmental or religious flags or insignia and holiday decorations incidental to the business and customarily associated with any national, religious or local holiday. (13) Window signs or banners. (14) Credit card or membership signs of two square feet or less, one of each organization permitted for each street frontage. (15) A maximum of two menu boards or price lists for drive through facilities of not more than 12 square feet each. Such signs shall be located adjacent to and oriented toward the drive-through area. (16) Graphics and trademarks on vending machines, gas pumps and other machinery customarily used for sales outside of buildings. (17) Standard size menus mounted at the entrance to restaurants. (18) Political election signs located between the opening of the election qualifying period and ten days after election. Political election signs may be posted on the public right-of-way, for the purpose of a public forum, in areas approved by the city council. The size and number of signs posted in said public forum area shall also be established by city council. (19) Garage sale signs erected for no more than three consecutive days.
