Kelly Sheri Perkins Public Meetings 1 st & 3 rd Wednesday of each month MINUTES Thornbury Township Board of Supervisors Meeting Wednesday, June 15, 2011 The Thornbury Township Board of Supervisors held a Work Session on Wednesday, June 15, 2011, at the Township Administration Building, 6 Township Drive, Cheyney, PA. Chairman Raith called the meeting to order at 5:00 p.m. with a salute to the flag. PRESENT: James H. Raith, Chairman James P. Kelly, Vice Chairman Jeffrey T. Seagraves, Manager Geoffrey Carbutt, Township Secretary Robert Anderman, Esq., Solicitor Lindsey Price, Roadmaster Number of Attendees: 5 Chairman Raith announced that the Board previously held a brief Executive Session this evening regarding real estate matters. APPROVAL OF CHECK REGISTERS unanimously, the General Fund check register in the amount of $66, for June 2, 2011 through June 15, 2011, was approved. Chairman Raith called for public comment. There was no public comment. unanimously, the Sewer Fund check register in the amount of $14, for June 2, 2011 through June 15, 2011, was approved. Chairman Raith called for public comment. There was no public comment. APPROVAL OF MINUTES unanimously, the Wednesday, June 1, 2011 Public Meeting minutes were approved and adopted. Chairman Raith called for public comment. There was no public comment.

2 Minutes Board of Supervisors Work Session 2 June 15, 2011 AGENDA ITEMS unanimously, Resolution , authorizing Jeff Seagraves to sign the PennDot Race/Parade Permit and Indemnification Agreement for the Thornbury Township Annual Fourth of July Parade was approved. Chairman Raith called for public comment. There was no public comment. unanimously, a 60 day Extension Request on the Gricco Subdivision, extending the present action date 60 days, to August 24th, 2011 was approved. Chairman Raith called for public comment. There was no public comment. unanimously, the contract between Thornbury Township and CMC Productions, for the 2011 Summer Arts & Recreation Camp, to be held here at the Township Administration Facility, beginning June 20 th running through August 5th, was approved. Chairman Raith called for public comment. There was no public comment. unanimously, the proposal from AMI Commercial Cleaning Services, to clean the windows in the administration building inside and out, clean the screens, ledges, window sills, and clear debris from the gutters, at a total price of $ was approved. Chairman Raith called for public comment. There was no public comment. STAFF REPORTS TOWNSHIP MANAGER'S REPORT- Jeffrey Seagraves The Township Manager s Report was submitted and is attached. There was no comment on the Manager s Report. unanimously, the authorization of the Township Solicitor to place liens on properties associated with non-payment of the West Side Sewer District expansion was approved. Chairman Raith called for public comment. There was no public comment. unanimously, the purchase of 2, Powerheart AED s from Cardiac Science Corporation, for the total cost of $2,234.00, was approved. Chairman Raith called for public comment. There was no public comment. unanimously, the option to either shut off water service or place liens on properties with unpaid sewer bills, was approved. Chairman Raith called for public comment. There was no public comment.

3 Minutes Board of Supervisors Work Session 3 June 15, 2011 TOWNSHIP ROADMASTER S REPORT Lindsey Price The Township Roadmaster s Report was submitted and is attached. The request for a motion to purchase a trailer was tabled. There was no comment on the Roadmaster s Report. TREASURER S REPORT Peter Barsz, CPA The Township Treasurer was not present and will report at the next meeting. TOWNSHIP SOLICITOR S REPORT Robert Anderman, Esq. The Township Solicitor s Report was submitted and is attached. There was no comment on the Solicitor s report. unanimously, the authorization of Township Manager Jeff Seagraves, to sign the Assignment of Purchase Money Mortgage and the Assignment of Agreement For Sale and Purchase of Real Estate, in the Cannon property sale to the Township was approved. Chairman Raith called for public comment. There was no public comment. TOWNSHIP ENGINEER S REPORT Elizabeth Catania, PE The Township Engineer was not present. SEWER ENGINEER Justin Scarth, PE The Township Sewer Engineer was not present. 4 MANAGER S REPORT June 15, I received a phone call from a resident that plans to appeal the decision made by the Zoning Hearing board regarding the recent decision made on 111 Lovalee Lane. 2. I received a request from the buyer of 254 Old Gradyville Rd that wanted to know if the BOS would reconsider the condition that required the developer to increase the width of the driveway. 3. We have a meeting scheduled with the conservation District on to discuss the new Fema maps. 4. I held a conference call with the officers of the Greenbriar II HOA and also attended their meeting on I met on Tuesday with Rose Harr of Keystone collections to discuss our EIT tax collections. 6. Met with representatives of DELCORA to review the operation of the sewage treatment plant and pump stations. 7. I signed and transmitted the contract for Generator Maintenance with Mardinly. They had a representive here on I will be on vacation the week of and also July 4 th, and will not be able to attend the next BOS meeting. 9. We are preparing for the first Fourth Friday in the Park which will be held on Friday June 24, Movie will start at approximately 9PM, and we have a science show that will precede the movie and it starts at 7:00 PM. 10. The summer township newsletter was published and sent last week.

5 THORNBURY TOWNSHIP Public Works Department Report Week Ending June 10, Routine maintenance performed throughout the Township, including mowing and maintenance at all Parks. 2. Forms and footings have been poured for the Time Line Signs and brick installation is underway. 3. Meeting with representatives of the County on June 14 th to discuss clean-up of the Stony Hill Lane property. 4. Memorial Day event was well attended and a success. 5. Boy Scout campout at Martin Park was a success. The Boy Scouts cleared trails, performed fence repairs around the parking lot and installed wood duck boxes at the pond. 6. Remainder of summer employees to begin shortly. 7. Summer program is coming into play. 8. I would like approval for the Public Works Department to obtain estimates for the purchase of a new F-350 Ford Pickup Truck with spreader and plow.

6 Township of Thornbury Delaware County, Pennsylvania Solicitors Report June 15, 2011 The Township Solicitor, Robert P. Anderman, Esquire, reports as follows: I. WEST SIDE SEWER DISTRICT MORTGAGE RECORDING The Solicitor has now recorded fifty-four (54) mortgages which represents all of the mortgages given to the Solicitor to record. There are still a number of property owners who have not contacted the Township which will require the filing of a lien against the property when properly authorized by the Board of Supervisors. The Township Staff is presently working with a number of the property owners in order to resolve the matter. This matter is still pending. II. CANNON PROPERTY OPEN SPACE The Solicitor scheduled settlement on this property for April 12, 2011, however, the seller was unable to clear title on all the objections listed by the Title Company and the settlement had to be postponed until the Title Company receives all of the proper documentation. The Solicitor received a copy of an Assignment of Agreement For Sale and Purchase of Real Estate to present to the Board of Supervisors. The Solicitor has requested information and clarification on this matter from the Seller, which to date has not been received. This matter is still pending. III. GREENBRIAR PHASE 5 BOND RELEASE MATTER The Solicitor responded to the letter from the developer on this matter and, to date, has received no reply.

MacDade Boulevard Milmont Park, PA Phone ( ) Fax ( ) REPORT OF THE ENGINEER June Workshop Meeting June 15, 2011 Work completed for the period: Blantyre - The Developer is completing wearing course paving. I would anticipate a request for dedication of streets will be forthcoming. Mill Creek - All work has been substantially completed. Completing periodic erosion and sedimentation inspections. Concord Township has reached out to Thornbury concerning the residents across Mill Road with regard to vibrations issues they are experiencing. As this is a PaDOT road and the design was approved by PaDOT they should be contacted to assist with this issue. Grading and Encroachment Permits - Working with the Township Licenses and Inspections on several permits. Andover - Completing sedimentation and erosion control inspections. House construction is continuing. Greenbriar - Dallett V - No action. Cheyney University - Final grading over the geothermal field has been completed. Stabilization will be necessary for the sediment basin to be removed. Joseph Gricco - Received land development plans for a combined driveway for the Locksley Road property. A waiver of the separate driveway requirement is being sought. The applicant has been asked to address this item. Collins Subdivision - PaDOT comments must be addressed. No further action. W ills - Plans have been received and reviewed. The Applicant has added a driveway onto Skyline Drive. No action taken. Cherry Creek - Met with representatives of the three developers to discuss sidewalk conditions. Developers to prepare a response for the Boards consideration. The Solicitor has forwarded a letter to request resolution of the matter. I am not aware of a resolution. PaDOT Liquid Fuels - Reviewed PADOT street list for accuracy. A few streets have been added. The Secretary is researching files for deeds of dedication. Road Program - Awaiting contracts from the Township. Upon receipt, will schedule pre construction meeting to determine schedule. Paaby subdivision - Plans for subdivision have been received and reviewed. A conditional plan approval is recommended. Guilday Subdivision - Received revised plan incorporating revisions of the Fire Marshall s review. W iddis Stormwater Complaint - Received a complaint of stormwater flowing over the property of 48 Judith Lane. There is one inlet upstream of the cul de sac that has been cleared. Bonner Park - Completed plan of the conservancy area of the park. MS4 Permit - The individual permit has been forwarded for execution and submission to DEP. Year 8 report has been submitted. FEMA - FEMA Officials have requested the Township prepare the hazards survey for future use with RISKMAP.
