LIBRARY: REQUEST TO PURCHASE PROPERTY IN DENIO, NV FOR NEW LIBRARY BUILDING (FOR POSSIBLE ACTION) - Consideration of, discussion and possible approval for the Humboldt County Library to purchase two parcels (APN and APN ) located in Denio, NV to include water rights (Permit # 18000/ Certificates 5535 & 5536) from William R. Hornbarger and Tonette Hornbarger and Kent Arrien, II and Mary Legarza Arrien, Trustees of the Kent and Mary Legarza Arrien Trust in an amount not to exceed $95,000. The Library Board approved the purchase at their regular meeting on August 16, A. Library 3
4 Page :00 A.M.: ROAD DEPARTMENT BUSINESS (FOR POSSIBLE ACTION) - Consideration of, discussion and possible approval of: 1)Road Maintenance agreement with Hycroft Mine. Discussion and Possible Action. 2)Road Department Quarterly Report: September-December 2016 A. Status of Road Department Projects: a. Gravel on Jungo ongoing process. Expect to cover approximately 10 miles of Jungo Road with gravel from the crushing project bid. Crushing with Norm Sweeny starting on or near the 12th of December b. Gravel Barber, Nine Mile, North Valley, Horse Creek in the Orovada-Kings River area to patch blowouts, more gravel needed in the area. Waiting for Hunewill to crush gravel at the Sentinel Point Pit near Orovada. c. Cattle guards on Sand Pass Road, Valmy Road, Coyote Point Road and Jungo Road have been cleaned and repaired. This is an annual maintenance activity. Knott Creek Road cattle guards repair and cleaning complete. d. Culvert installation: Jungo Road (in conjunction with Hycroft, in progress as time permits), Leonard Creek (scheduled), Chimney Dam (complete), Soldier Meadows Road (scheduled for spring). e. Winnemucca Mountain Road paving project completed including repairs near Shooting Park. We still need to install delineators and reflectors. f. Herbicide application on selected roadways will begin in late January or early February. g. All appropriate measures have been taken to be prepared for the winter cold and snow fall for the month of December, including snow plows. h. Hauled gravel in Grass Valley on Callahan from Hunewill (in progress). Airport area, Stratus area and Pedroli area scheduled for this winter. i. We are starting excavation and hauling from the Urban Pond project. Working and collaborative effort with Humboldt County, City of Winnemucca, NDOW, Newmont Mining, Barrick Mining, Cashman Equipment, the property owners and other community members. j. Retention Pond in conjunction with the City at the Fairgrounds has been improved, it is still functional but not completed. Needing Rip/Rap and pipe repair. k. Klondex changed contractors for the maintenance of Midas Road with positive results. l. Several employees are considering retirement, we have interviewed perspective candidates (replacement for an employee, which left in April) and have extended an offer for employment to an individual we found that would be a great addition to Humboldt County, we are waiting for confirmation. m. Eden Valley Bridge replacement is in design by NDOT with an anticipated construction completion date of A. Road 16. AG DISTRICT 3: REQUEST TO PURCHASE SIDE-BY-SIDE UTILITY VEHICLE (FOR POSSIBLE ACTION) - Consideration of, discussion and possible approval of a request to purchase a 2016 Polaris Side-by-Side Utility Vehicle in an amount not to exceed $15,000. Discussion and Possible Action. 16.A. AG District 3 4
5 Page ADMINISTRATOR: COMMUNITY HEALTH NURSE BUDGET FOR (FOR POSSIBLE ACTION) - Consideration of, discussion and possible approval of the Community Health Nurse budget for Humboldt County, which includes the removal of funding for reproductive services, due to the loss of Title X grant funding from the State of Nevada, which has historically funded this activity. Discussion and Possible Action. 17.A. Community Nurse 18. GRANT AND/OR CASH DONATION REQUEST FOR COMMUNITY SUPPORT PURPOSES: - Consideration of, discussion and possible approval of a request from the Graduating Class of 2017 for a grant to cover the cost of the Indoor Events Center for the 2017 Lowry High School graduation ceremonies in the amount of $3,000. Discussion ad Possible Action. 18.A. Graduation Grant 19. NACO PROPOSED AMENDMENT TO RESTRUCTURE MEMBERSHIP DUES TO COVER LEGAL SERVICES (FOR POSSIBLE ACTION) - Consideration of, discussion and possible approval of Nevada Association of Counties (NACo) proposal presented by Board representative Jim French to vote in support of a proposed change to the NACo By-Laws to restructure the way dues are collected from member Counties based on a formula including Humboldt County's PILT (Payments In Lieu of Taxes) revenues. Currently dues are based on Revenues reported to the State and each Counties population base. The NACo Board, at their November 16 Board meeting approved the by-laws change to cap the PILT percentage of up to.5%. Humboldt County had approved.4% cap. Discussion and Possible Action. 19.A. NACO Dues 20. HUMBOLDT COUNTY BOARD OF EQUALIZATION CHAIRMAN DESIGNATION (FOR POSSIBLE ACTION) - Consideration of, discussion and possible designation by the Board of County Commissioners, as required by NRS (4), of Gary Bengochea to serve as chairman of the Humboldt County Board of Equalization for the year Discussion and Possible Action. 21. LIBRARY: APPROVAL OF AUTOMATIC (ADA) DOORS (FOR POSSIBLE ACTION) - Consideration and discussion of recommendation from the Humboldt County Library Board and possible approval to purchase and install automatic door openers on front entry way of Winnemucca branch building in an amount not to exceed $7,000 in order to comply with ADA requirements. PUBLIC HEARING: MEDICAL MARIJUANA ESTABLISHMENTS (FOR POSSIBLE ACTION) - SUMMARY: TH An ordinance amending Section 100 to Title 17 Zoning, Chapter 10 General Provisions to the Humboldt County Code (HCC) to conditionally allow Medical Marijuana Establishments in certain zoning districts within the unincorporated areas of Humboldt County and amending the 5
6 Page 6 prohibited uses listed in Commercial and Industrial Zoning Districts and other matters properly related thereto. BILL NUMBER : TH An ordinance amending Section 100 to Title 17 Zoning, Chapter 10 General Provisions to the Humboldt County Code (HCC) to conditionally allow Medical Marijuana Establishments in certain zoning districts within the unincorporated areas of Humboldt County and amending the prohibited uses listed in Commercial and Industrial Zoning Districts, specifically HCC Sections for GC General Commercial District, for M-L Light Industrial District and for M - 1 Industrial District to delete specified Medical Marijuana Establishments as a prohibited use; To amend the conditionally allowed and prohibited uses listed in Commercial and General Commercial Districts, / for M-L Light Industrial District, for M - I Industrial District and I / for AID Airport lndustrial District, to add Medical Marijuana Establishments as a conditional use/prohibited use and other matter properly related thereto.
