Honda Powersports is in front of you today asking for one small zoning change. would state instead, this is a developing area of PG and the city has seen a number requests for Hwy 16 and Gauthier Road area over last four years. put forth this should be about a bigger zoning change to the area. There was a large crowd in front of this council, a year and a half ago or so, when Woody s RV applied for a change in Yellowhead Golf Course zoning. Much the same as Honda is requesting today. The people of Vanway, came out in force to state they were not in favour. remember one woman stating to this council the other side is commercial meaning the Gauthier side of Hwy with the Shell and Honda. Her statement struck me, as being true. Slide 1 shows the five properties that have been in front of the City with zoning requests. Three of these properties are direct neighbours of Honda PowerSports. All have been requesting rezoning in the last few years for differing reasons and outcomes. My property for reference and to note my interest is the outlined blue square. The impetus for the earlier requests by folks to be rezoned can be seen in the bigger picture. t is pressure of growth in the area and lately further fueled by the $ 25 million Highway 16 Expansion as the city grows west. Honda is another business in the area that is growing its business. To me they are not in the agriculture business and that is the part of this amendment request don t get Why the application is not to request City approval to exclude or remove the property from Agricultural Land Reserve (ALR). This will not be farmland nor can see it ever being returned to ALR. believe the request in front of you should be for city approval to remove this property from ALR. That would be the correct step. The four properties fronting in ALR on Hwy 16 are Honda, Mr. Johnson, myself, and vacant forested land (see slide 1). The request in front of you today is the first ALR property west of the town since leaving city hall. There are only four properties on the west side that are ALR and on Highway 16 West in the City of PG. The fifth property is BC Hydro transmission station and then Buckingham Road- both are not ALR deisgnated. My access on Hwy 16 has become a safety concern. A 80 km four lane highway is dangerous for farm equipment, causing problems for hay cutting equipment entering my property. A new restriction is the barrier down the middle of the highway will not allow entry for eastbound traffic, nor allow left turns when exiting from our property onto the highway. The city has been silent on the effects the highway expansion is having on our properties in our area. These lands were incorporated into the City of Prince George in They would have become ALR in 1976, believe. The land bordering the highway is of little agricultural use (as per Honda and DWB

2 accompanying documents with their earlier ALC request and the letter from MOT). There is no reason not to think the other three properties mimic the soil content. Historically, parts of our properties have been stated to me by residents to have been a landfill in the past and a portion of the frontage looks to once have surface soil removed. My proposal is a frontage road be put in place from Serle Road west cutting the highway frontage from our property. This will allow the property owners on Hwy 16 options (see slide #2) to relive highway pressures. This could be in the form of a block request by local government to exclude the smaller frontage sections. (See one page attachment - Block Applications Relating to the ALC regulation and process.) The frontage road could even allow access to the BC Hydro transmission station and residents of Buckingham Road rand beyond. The access for the Buckingham Road when the highway project is finished will require residents to drive west to Blackwater and a turnaround- a kilometer or so in the wrong direction if their intent if to go to PG. Emergency vehicles will have limited access options to residences along the route. would propose the frontage road on one side be smaller highway 16 commercial and the other roadside continue to be ALR, thus allowing our farm properties a setback from the highway. n closing, am bringing to your attention the Highway 16 expansion and this commercial rezoning are having an effect on your residents and homeowners in the Parkridge and west area. am offering a solution that can help the area and its pressures. The City is who we look to remedy these issues and put in place solutions to mitigate the effects. Allowing the Honda property to continue to be in ALR while rezoning to C6 is not a remedy or solution. We can all see there is no agricultural production on this property and the future does not look to be any different. The city should do the right thing. (ALC Block application attachment below.)

3 Block Application Webpage ALC Exclusion (Abridged Copy) Exclude land from the ALR on application by a local government of land within the local government's jurisdiction or by a first nation government of the first nation's settlement lands (Section 29(1) of the Agricultural Land Commission Act) This option includes Block applications. Zone 1 - The application fee is $1,500 ($1,200 ALC portion). Zone 2 - The application fee is $900 ($600 ALC portion). Note: All application fees are payable to the Minister of Finance c/o the Agricultural Land Commission. These applications are usually associated with community planning objectives and generally do not involve lands owned by local government. This section allows local government to make application without being a land owner. STEP 1: PLAN YOUR APPLCATON dentify the type of application required for your proposal Collect appropriate supporting documentation (e.g. Certificate of Title, Sketch Plan, etc.) dentify local government zoning and OCP policies on agricultural land preservation and other regulations relevant to the proposal nquire if other approvals may be required if the proposal was to proceed (e.g. Ministry of Transportation and nfrastructure, Ministry of Health, etc.) STEP 2: COMPLETE YOUR APPLCATON Login to the ALC s Local Government Application Portal and select the appropriate application type Complete the online application Refer the application to the Board or Council for recommendations and comments Provide the comments of any pertinent local government committees Hold a public hearing regarding the application Submit required and supporting documents

4 Exclusion (Section 29(1) ALCA) and nclusion (Section 17(1) ALCA) by Local Government Application STEP 3: SUBMT THE APPLCATON Submit the application to the ALC through the Application Portal n the case of applications to exclude land, submit fee payable to the Minister of Finance c/o the Agricultural Land Commission Refer to the ALC Application D on all payments and subsequent correspondence regarding the application STEP 4: THE COMMSSON MAKES A DECSON ON THE APPLCATON The ALC receives the application via the Application Portal and: Acknowledges receipt of the application once it receives the application fee Determines whether to hold a meeting for exclusion applications to allow the applicant (local government) to present the proposal At the discretion of the Commission, it may: o View the application property o Refer the application to various agencies for comments Deliberates and decides on the application following which, the applicant is provided with the written Reasons for Decision. The ALC s decision may take several forms. The ALC may: o Approve the proposal as submitted o Approve the proposal with conditions o Refuse the proposal but approve an alternate proposal o Refuse the proposal Note: t is the policy of the ALC to communicate Reasons for Decision in writing. ALC staff cannot discuss a decision with the applicant, local government, or with the public prior to its release. The applicant and local government will be notified of the finalized decision through the Application Portal.
