4 OVERVIEW OF HOUSING ELEMENT CONCEPT AND HISTORY The Housing Element is one component of a community s General Plan. It is the only component, however, that is reviewed by a State agency for compliance with State law. It is not a new concept. California communities first began drafting their Housing Elements in the 1970s. Briefly, a Housing Element identifies: housing needs (current and future) housing resources and constraints program strategies and goals
5 MONTE SERENO HOUSEHOLD AND HOUSING PROFILE: Population: As of January 1, 2014, there were 3,450 persons residing in Monte Sereno. Households: There are 1,217 households in Monte Sereno. Broken down by family type: Single Person 17% Family, no kids 48% Family, with kids 38% Multi-person, non family 1% Age: Population of Monte Sereno is on average older than surrounding County or State. Monte Sereno Co. of Santa Clara State of Calif. Median Age 48.3 yrs yrs yrs.

7 Overall, Monte Sereno is a wealthy community. However, there are low and moderate income households residing in the community. 10 Female-Headed Households 5.9% (59 households) of all City households are female headed households. Of those 59 households, 25 households included children under 18 years Individuals with a Disability 10.6% of the City population are identified as having some type of disability. Senior Individuals Approximately 28% of all City residents were 60 years of age or older in In 2000, 15% of City seniors were living below the poverty level. 11 Monte Sereno s population is older than most of the County and the proportion of 60+ yrs. persons is expected to continue to increase. In 2000, 20% of the population was 60+ yrs; in 2010, it was 28%. Approximately 48% of households are families without kids. Monte Sereno is generally a wealthy community, but approximately 16% of households are lower income. This is an increase from the year 2000 when 13% of all households were lower income. Housing values and costs are high and is expected to continue to increase.
12 Access to Housing Opportunities Adopted Density Bonus Ordinance Adopted Reasonable Accommodation Ordinance Amended Zoning Code to allow transitional housing, supportive housing and residential care home by right in the R-1-8 zoning district Amended Zoning Code to allow emergency shelters in areas zoned Public
13 Production of New Units: Second Units Revised Second Unit Program to allow larger (1200 square feet) units, excluded covered parking from building size calculation Established an amnesty program for potential Second Units, waiver of certain fees Conducted Second Unit Survey in 2012 and began additional real time surveys for second units in 2014.
14 Production of New Units: Adequate Sites Adopted new zoning designation of Multi-family Residential (3 units per acre) Amended Design Guidelines to include guidance for multi-family units Pre-zoned Saratoga-Los Gatos Road to allow multi-family residential development Evaluated other potential sites for residential development

16 WHY IS ADOPTING A HOUSING ELEMENT IMPORTANT? State law requires that each jurisdiction adopt a Housing Element on a regular basis. Communities without Housing Elements have been frequently challenged, and successful plaintiffs can receive substantial attorneys fees. Additionally, several State agencies that award funds condition their approvals based on the status of a community s Housing Element. If a Housing Element is not adopted within 120 days of the due date, the community must adopt a Housing Element every four years rather than every eight years.

Evaluate and identify underutilized and vacant parcels for consideration of compatible zoning for additional housing. Consider establishing a new medium-high density zoning category. Other???
