Please advise whether the Town of Plympton-Wyoming has any concerns with the County of Lambton granting an extension of draft approval to the above noted plan of condominium or if the Town requests any changes or additions to the existing conditions of draft approval (see attached). The draft approved plan of condominium consists of 13 detached dwellings and was granted draft approval on July 22, Several extensions to the draft approval have been granted, and the last was a one-month extension granted on July 16, That extension was granted by the County of Lambton due to the request being received after Council's July 11th meeting. This allowed draft approval to remain in effect until Council has an opportunity to comment on the requested extension. 6 NOTICE OF DECISION AN APPLICATION FOR CONDOMINIUM APPROVAL UNDER SECTION 51 OF THE PLANNING ACT, R.S.O AND SECTION 9 OF THE CONDOMINIUM ACT, 1998 A public hearing was held at the County of Lambton Administration Building, Wyoming, Ontario on June 28 th, 2005 by the Lambton Land Division Committee appointed by County Council. The decision of the Secretary-Treasurer is attached hereto. Any person may appeal the decision of the Secretary-Treasurer not later than 20 days after the notice of the decision is given. That this further revised approval, dated September 23, 2013, applies to the plan of condominium prepared by Monteith and Sutherland Ltd., Ontario Land Surveyors, dated May 2, 2013, which replaces twenty (20) of the condominium units on the plan of condominium, dated April 22, 2005, with thirteen (13) single detached condominium units. 2) The development is to be registered as one condominium corporation. 3) That prior to any construction, minor variances are granted for the minimum front yard and exterior side yard setbacks from the Town of Plympton-Wyoming. 4) That prior to final approval for the registration of any condominium corporation, the Secretary-Treasurer of the County of Lambton Land Division Committee be advised in writing that: i. All buildings have been constructed at least to the state required under Ontario Regulation 48/01 passed under the Condominium Act, ii. File No. 38C Page 2 of 8 Site works and lot grading are substantially complete to the satisfaction of the Town of Plympton-Wyoming.

The proposed plan of condominium showing as-constructed buildings and structures has been submitted and accepted by the County of Lambton Planning and Development Services Department as in compliance with all applicable zoning by-law regulations. iv. The fire route and fire route signs have been installed to the satisfaction of the Town of Plympton-Wyoming. v. All obligations of the owner, pursuant to the Development Agreement with the Town of Plympton-Wyoming are substantially complete. vi. The applicant has entered into encroachment agreements (if applicable) to the satisfaction of the Town of Plympton-Wyoming. vii. The entrance easement to be used by both the condominium corporation and the golf course is granted by way of a registered deed to the satisfaction of the Town of Plympton-Wyoming. 5) That prior to final approval for the registration of any condominium corporation within this development, a plan showing the municipal addresses to be displayed on the exterior of each unit in the entire development has been submitted to the satisfaction of the Town of Plympton-Wyoming. 6) That prior to final approval for registration of any condominium corporation within this development that the names of the private roads shown on the plan be compatible with the County-wide 911 addressing protocol. 7) That prior to final approval for registration of any condominium corporation within this development, the applicant provides a parkland dedication or cash-in-lieu to the satisfaction of the Town of Plympton-Wyoming. The applicant also agrees, if requesting an extension of draft approval, that the date for calculation of cash-inlieu of parkland will be from the date of the extension of draft approval. 8) That prior to final approval for registration of any condominium corporation within this development, the easements, as may be required for utility and/or drainage purposes, shall be granted to the appropriate authority. 9) That the applicant enters into a condominium agreement with the Town of Plympton-Wyoming which shall be registered on title to each of the condominium units. The condominium agreement shall satisfy all the requirements of the Town of Plympton-Wyoming, financial and otherwise, including but not limited to such matters as construction of the private road and provision of services and: i. That prior to final approval of any phase (not the initial registration), the applicant s professional engineer is to provide certification to the Secretary- Treasurer of the Lambton Land Division Committee that all of the hard facilities and services (including landscaping and grading) have been installed or provided to ensure the independent operation of the corporation if no subsequent phases are created. ii. In the alternative, if any facilities or services (including landscaping and grading) have not been installed sufficient that the condominium can operate independently if no additional phases are registered, the developer shall engage the services of a qualified quantity surveyor or professional engineer to provide a calculated amount of the required security for one hundred percent (100%) of the required works. Security shall be provided in the form satisfactory to the Town of Plympton-Wyoming, in an amount up to one hundred and fifteen percent (115%) of the calculated cost of the required works. 9 iii. That the provisions of the approved final stormwater management plan be incorporated into the condominium agreement with the Town of Plympton- Wyoming. 10) That prior to final approval of the initial registration or any subsequent phase by the Secretary-Treasurer of the Lambton Land Division Committee: i. The applicant will register easements and a joint use and maintenance agreement for the benefit of the units, common elements and servient tenements to provide for: (1) Rights of access to and use of joint facilities by all phases of the development. (2) Responsibility for and distribution of costs for maintenance of joint facilities. Examples of such joint facilities include, but are not limited to, internal roads and services, gazebos, recreational structures and facilities, open space, play areas, visitor parking and entrance features. ii. iii. iv. The initial registration has frontage on and vehicular access to an open public road. The initial registration and final phase contain a minimum of 10 units each or phasing arrangements to the satisfaction of the Town of Plympton-Wyoming. The initial registration or registration of a phase will not divide existing or proposed structures. 11) That the applicant agrees: i. To submit a final stormwater management plan (that addresses water quality and quantity, erosion and sedimentation controls to be in place during and after construction) for review and approval by the Town of Plympton- Wyoming and the St. Clair Region Conservation Authority. ii. iii. iv. To submit final grading and drainage plans (that address grading and drainage for each unit and erosion control measures) for review and approval by the Town of Plympton-Wyoming. To provide the St. Clair Region Conservation Authority with the details of the proposed work and the appropriate sediment and erosion control measures for any construction below the Regional flood elevation (i.e. stormceptor outlet to Pond 2). Construction will not be permitted in this area without written approval from the St. Clair Region Conservation Authority. To provide the St. Clair Region Conservation authority with written confirmation that NorthWest Consulting Engineers has reviewed and approved the proposed stormwater management plan from both a water quality and quantity best management practices perspective. 12) That the applicant obtains reserve sewage capacity from the Town of Plympton- Wyoming for the proposed development. 13) That prior to any construction on the subject lands, the applicant submits a copy of the results of the Phase 1 and Phase 2 environmental assessments being conducted by Golder and Associates Ltd. to the Town of Plympton-Wyoming and County of Lambton Planning and Development Services Department for review. 10 14) That the applicant submits a copy of the condominium declaration prepared for this development to the Town of Plympton-Wyoming and County of Lambton Planning and Development Services Department for review. 15) That the applicant shall carry out an archaeological assessment of the subject property and mitigate, through preservation or resource removal and documentation, adverse impacts to any significant archaeological resources found. No grading or other soil disturbances shall take place on the subject property prior to the County of Lambton and the Ministry of Culture confirming that all archaeological resource concerns have met licensing and resource conservation requirements. 16) That the applicant obtain the appropriate permits from the Ontario Ministry of Natural Resources prior to the commencement of any work below the Regional flood elevation (i.e. stormceptor outlet to Pond 2). 17) That the applicant obtains capacity from Hydro One for the proposed development or, if necessary, that final approval of the plan be phased in accordance with the availability of electrical servicing. 18) That the applicant obtains capacity from Union Gas for the proposed development. 19) That the applicant obtain an Entrance permit from the County of Lambton Public Works Department for any future entrances (temporary or permanent), including modifications to any existing entrance providing access to County Road 7 (Lakeshore Road) shall and that the construction and maintenance of any future entrances be to the satisfaction of said County department. 20) That the applicant shall remove existing entrances surplus to the needs of the proposed development and the impacted areas restored to the satisfaction of the County of Lambton Public Works Department. 21) That the applicant shall provide additional drawings detailing the proposed entrance prior to commencing construction and that the drawings must depict the limits of all curbing, radii, grades and materials to the satisfaction of the County of Lambton Public Works Department. 22) That a registered deed depicting the required road widening along County Road 7 be submitted to the County of Lambton Planning Department. 23) That the applicant provide an amended Landscape Plan depicting no new plantings within the limits of the new road allowance to the satisfaction of the County of Lambton Public Works Department. 24) That the applicant be responsible for the maintenance of existing plantings and trees within the widened portion of the road allowance. The maintenance of all trees and plantings situated within the development but encroaching upon the road allowance shall be the responsibility of the applicant and be completed to the satisfaction of the County of Lambton Public Works Department. 25) That the applicant provide additional details to the County of Lambton Public Works Department regarding the construction of the proposed water and sanitary services to be located within the County Road 7 road allowance. All road crossings and installations shall be completed in accordance with the County of Lambton and Town of Plympton-Wyoming standards as well as all applicable provincial and federal legislation. The construction and installation of all services located within the County of Lambton road allowance shall not commence without the written approval of the County of Lambton Public Works Department. 11 26) That prior to final approval by the Secretary-Treasurer of the Lambton Land Division Committee, the County is advised in writing by the Town of Plympton- Wyoming how Conditions 2 through 14 have been satisfied. 27) That prior to final approval by the Secretary-Treasurer of the Lambton Land Division Committee, the County is advised in writing by the St. Clair Conservation Authority as to how Condition 11 has been satisfied. 28) That prior to final approval by the Secretary-Treasurer of the Lambton Land Division Committee, the County is advised in writing by the Ontario Ministry of Culture as to how Condition 15 has been satisfied. 29) That prior to final approval by the Secretary-Treasurer of the Lambton Land Division Committee, the County is advised in writing by the Ontario Ministry of Natural Resources as to how Condition 16 has been satisfied. 30) That prior to final approval by the Secretary-Treasurer of the Lambton Land Division Committee, the County is advised in writing by Hydro One as to how Condition 17 has been satisfied. 31) That prior to final approval by the Secretary-Treasurer of the Lambton Land Division Committee, the County is advised in writing by Union Gas as to how Condition 18 has been satisfied. 32) That prior to final approval by the Secretary-Treasurer of the Lambton Land Division Committee, the County is advised in writing by the County s Public Works Department as to how Conditions 19 through 25 has been satisfied. 33) That prior to the Secretary-Treasurer of Lambton Land Division Committee signing the Final Plan, the applicants shall submit: one (1) original plan; two (2) transparent duplicates; two (2) white paper copies; one (1) CD-ROM with the final plan (AutoCad compatible) and; one (1) copies of the Subdivision Agreement executed with the Town of Plympton-Wyoming. 34) That this Draft Approval shall lapse if Final Plan Approval or an extension of Draft Plan Approval is not obtained by July 21, Ben Puzanov, Approval Authority July 24, 2018 Date File No. 38C Page 6 of 8

12 NOTES TO DRAFT APPROVAL 1. It is the applicant s responsibility to fulfil the conditions of Draft Approval and to ensure that the required clearance letters are forwarded by the appropriate agencies to the County of Lambton quoting the subdivision file number 38C We suggest you make yourself aware of the provisions under the Land Titles Act which require that all new plans be registered in a Land Titles system if the land is situated in a land titles division. If either the Owner or the Municipality require this assurance before proceeding any further with this plan of subdivision, a team of consultants should be obtained to conduct the appropriate investigations. b) The Ministry of Environment must be notified immediately should waste materials or other contaminants be discovered during the development of this plan of subdivision. If waste materials or contaminants are discovered, a further approval under the Environmental Protection Act may be required from the Ministry of Environment. 5. Additional Notes: Final Approval The Owner is hereby advised to be familiar with the Land Titles Act, which requires that all new plans be registered in a Land Titles system if the land is situated in a land titles division. Certain exemptions may be permitted. Please note that this process must be completed prior to Final Approval. The Owner is hereby advised that the Final Plan approved by the County must be registered within 30 days or the County may withdraw approval under Section 51(59) of the Planning Act RSO 1990 (as amended). 13 Also, pursuant to Section 69 of the Planning Act, the Owner will be required to pay a fee to the County of Lambton for major revisions to the Draft Plan or conditions (including extensions). Our current fee schedule is shown below for your reference. 6. Tariff of Fees in Respect of Subdivision & Condominium Applications The fee for processing major revisions to a Draft Plan of subdivision/condominium is $ The fee for processing an extension to a Draft Plan of subdivision/condominium is $ If the subdivision or condominium plan is Final approved in phases, there will be no additional charge for the first phase which is covered under the $ fee paid with the application for draft approval. However, each subsequent phase requiring Final Approval will incur an additional processing fee of $100 per lot (up to a maximum of $ ) payable at the time Final Approval for that phase is requested. DECISION: DRAFT APPROVED with the following conditions which shall be fulfilled prior to Final Approval of this Plan of Subdivision: The County s conditions and amendments to final plan approval for registration of this draft plan of subdivision, File No. 38T-08004, are as follows: Conditions 1) That the draft approval applies to the plan prepared by T. Martin Nisbet of Nisbet, Robertson, dated June 23, 2010, which provides for the development of 69 single detached dwellings. 2) That the draft incorporate the following revisions: a) Provision of one-foot reserves where future streets abut undeveloped lands to the south. b) Deletion of Street D from the plan in favour of a Block for a waterline easement. c) That waterline looping be obtained through a municipal easement. 3) That the owners obtain the necessary drainage outlet for storm water across abutting lands. 4) That the road allowance included in this draft plan be shown and dedicated as a public highway and that the name of the proposed road be consistent with the protocol. 5) That the owners provide a parkland dedication or cash-in-lieu in the amount of 5% to the Town of Plympton-Wyoming. The Owner also agrees, if requesting an extension of draft approval, the date for calculation of any cash-in-lieu of parkland will be from the date of the extension of draft approval. 6) That the owner conveys Blocks 70 to 76, inclusive and the Block to be created where Street "D" had been proposed, to the Town of Plympton-Wyoming. 7) That the owner enter into a Subdivision Agreement with the Town of Plympton- Wyoming which is to be registered on title of the lands and which shall satisfy all the concerns of the Town, financially and otherwise, and shall include but not be limited to: a) Provision of municipal sanitary sewers, storm sewers and water distribution services, subject to the satisfaction of the Town Engineer and in keeping with the Ministry of Environment standards. b) Satisfying the Town with respect to drainage and storm water management. c) Provisions requiring the submission of a plan for sediment and erosion control for the construction phase of this subdivision. d) Installation of a fire hydrant system to the satisfaction of the fire department.

18 e) The provision of trees within boulevards and storm water management facilities to the satisfaction of the Town of Plympton-Wyoming. f) Phasing of development suitable to the Town. g) Provision of two connecting streets to Fleming Road. h) The geometry, grade, drainage, signage and any other relevant matters of the proposed connections to Fleming Road. 8) That the owners obtain reserve sewage capacity from the Town for the proposed development. 9) That the owners obtain approval from the Ministry of Environment for the final servicing plans, and submit copies of the Certificates of Approval, issued by the Ministry of Environment, to the Town of Plympton-Wyoming. The provisions of the approved servicing plans must be incorporated into the Subdivision Agreement with the Town. 10) That the owners obtain a zoning by-law amendment to remove the Holding symbol from the lands. 11) That the owners satisfy Hydro One with respect to servicing capacity for the proposed development and provide Hydro One with electrical service drawings of a design to Hydro One's satisfaction. 12) That the owner satisfy Union Gas Limited with respect to servicing capacity for the proposed development and provide to Union Gas Limited the necessary easements and/or agreements required by Union Gas Limited for the provision of gas services to the Plan, in a form satisfactory to Union Gas Limited. 13) That prior to final approval by the Secretary-Treasurer of the Land Division Committee, the County is advised in writing by the Town of Plympton-Wyoming how Conditions 3 through 10 inclusive have been satisfied. 14) That prior to final approval by the Secretary-Treasurer of the Land Division Committee, the County is advised in writing by the Ministry of Environment how Condition 9 has been satisfied. 15) That prior to final approval by the Secretary-Treasurer of the Land Division Committee, the County is advised in writing by Hydro One as to how Condition 11 has been satisfied. 16) That prior to final approval by the Secretary-Treasurer of the Land Division Committee, the County is advised in writing by Union Gas as to how Condition 12 has been satisfied. 17) That prior to signing the Final Plan, the owners shall submit: one (1) original transparent plan; three (3) transparent duplicates; three (3) white paper copies; one (1) Compact Disc containing the draft plan properly geo-referenced to the NAD83 UTM Zone 17 Coordinate System, and; one (1) copy of the Subdivision Agreement executed with the Town of Plympton-Wyoming. 18) That this Draft Approval shall lapse if Final Plan Approval or an extension of Draft Plan Approval is not obtained by August 25, Dave Posliff, Secretary-Treasurer County of Lambton Land Division Committee Date File No. 38T Page 3 of 4

19 NOTES TO DRAFT APPROVAL It is the applicant s responsibility to fulfil the conditions of Draft Approval and to ensure that the required clearance letters are forwarded by the appropriate agencies to the County of Lambton quoting the subdivision file number 38T We suggest you make yourself aware of the provisions under the Land Titles Act which require that all new plans be registered in a Land Titles system if the land is situated in a land titles division. The Land Tiles Act does however allow certain exceptions. Clearance is required from: Town of Plympton-Wyoming Ministry of the Environment Hydro One Union Gas Standard Notes: Ministry of Environment The Ministry of Environment s review of this subdivision did not include soil, groundwater or soil atmosphere testing to discount the possibility that waste materials and other contaminants are present within or in close proximity to this subdivision. If either the Owner or the Municipality require this assurance before proceeding any further with this plan of subdivision, a team of consultants should be obtained to conduct the appropriate investigations. The Ministry of Environment must be notified immediately should waste materials or other contaminants be discovered during the development of this plan of subdivision. If waste materials or contaminants are discovered, a further approval under the Environmental Protection Act may be required from the Ministry of Environment. Additional Notes: Final Approval The Owner is hereby advised to be familiar with the Land Titles Act, which requires that all new plans be registered in a Land Titles system if the land is situated in a land titles division. Certain exemptions may be permitted. Please note that this process must be completed prior to Final Approval. We recommended amending the policies to give clearer direction to developers regarding when sidewalks, paths or trails would be required within residential developments. We also recommended that policies be added to require street lighting within residential developments and elsewhere in the Town, where deemed appropriate. Council was generally supportive of adding policies that would connect residential developments. Council was also supportive of policies that would provide a consistent approach towards the requirement of pedestrian facilities within Wyoming. Requiring pedestrian facilities within the serviced hamlet areas, including Errol Village, Camlachie and Blue Point was also generally supported. However, Council noted that more flexibility was needed in these areas due to the current lack of any pedestrian facilities in large parts of these hamlets. Council was also generally supportive of the proposed policies concerning street lighting. Council passed the following motion at its April meeting: Moved by Ben Dekker, Seconded by Muriel Wright that the report by Rob Nesbit, Senior Planner, Dated April 17th 2018 regarding Policies for Pedestrian and Bicycle Facilities and Street Lighting be received and that council provide direction with regards to their addition to Section (General Road Policies) of the Official Plan. As offered at the April Council meeting, I have prepared a proposed Official Plan Amendment for Council's consideration (see attached draft OPA). Please review the memo that was reviewed by Council at the April 23rd meeting and the attached draft OPA and identify any changes that might be required.

We are of the view that sidewalks, paths, and cycling routes are key features that should generally be required within all new developments. Requiring a developer to provide sidewalks, paths and cycling routes (where warranted) within their development provides the Town with the increased ability to efficiently install links between the developments. Failure to require the facilities at the development stage may result in the Town being approached to pay the full costs of installing them in the future. This memo provides a preliminary review of the Town's Official Plan existing policies related to the provision of sidewalks and walkways. We have also reviewed any policies related to street lighting since it can play an important role in providing increased safety for all users of a street's right-of-way. Background Biking and walking trends relate to public health, safety, and social and economic well-being. The main incentives motivating pedestrians and cyclists are exercise and enjoyment. A well-developed system of walking and cycling routes can also provide residents with the ability to access services (e.g. commercial uses) and facilities (e.g. post office, schools) without necessarily using their automobiles. In more compact and urbanized areas, access to an interconnected system of walkways, paths and cycling routes can serve all age groups including children and seniors. In turn, these facilities are viewed as contributing to a high quality community that is attractive to a broad range of household types. The main disincentives to promoting higher levels of pedestrian and bicycle activity are concerns regarding traffic safety and the lack of routes. Biking and walking are increasingly popular modes of transport that promote efficient use of public space, including road right-of-ways. Removing perceptions of danger and lack of good routes are fundamental to accommodating the potential increase in residents interested in walking and bicycling. Facilities for bicycling and walking must be made as convenient as possible; they need to be designed to alleviate safety concerns; and they should be linked in such a way that encourages their use.

23 2 Street lighting can play a key role in providing safe routes for pedestrians and especially cyclists using the roadway. Lighting also provides drivers with the comfort of being able to see other users of street and the right-of-way. Section 13.4 of the Town of Plympton-Wyoming Official Plan includes policies that support the provision of sidewalks and walkways within Wyoming. We have reviewed these policies and have suggested some modifications for Council's consideration. Key modifications include requiring sidewalks in the hamlets of Errol, Camlachie and Blue Point where feasible; allowing the option of walkways/paths instead of sidewalks where determined to be more appropriate; requiring facilities for the safe movement of pedestrians accessing a development; require sidewalks to be separated from road pavement by boulevards in all new residential subdivisions, where feasible; and, policies for the accommodation of bike lanes on collector roads and local streets. Current policies 13.4 Pedestrian and Bicycle Traffic sidewalks and walkways 1. Adequate provision will be made for bicycle paths, sidewalks and walkways to enhance the convenience and safety of pedestrians. (OPA #26) 2. Sidewalks will generally be provided within the Urban Residential and Central Commercial Areas, where Council deems it appropriate along both sides of Arterial Roads and one side of Collector Roads and Local Roads. (OPA #26) 3. During most times of the year, the bicycle is a viable alternative to other modes of transportation, is environmentally sound, and supports active, healthy lifestyles. Wherever feasible, the Municipality will promote and initiate improvements to enhance bicycling as a means of transportation. 4. The Town may require development proponents to provide sidewalks in adjacent, existing development in addition to or in lieu of sidewalks in the development itself. This is in order to provide sidewalks in higher priority areas that lack them or need upgrading and/or to complete gaps in the sidewalk network that will provide the development connection with the existing sidewalk network. (OPA #26) 5. Where subdivisions road networks are not directly connected and no provision is given for future connection, such as where through traffic is being discouraged on local roads, allowances for pedestrian and bicycle path connections will be required. For parcels conveyed to the Town for such purpose, preference shall be for parcels of sufficient width to allow privacy to abutting lots by means of distance to the actual walkway rather than through fencing and the creation of narrow alleys. Widths of 9m or more are preferred, with 6m being an absolute minimum. (OPA #26)

24 3 Possible Amendments to Policies 13.4 Pedestrian and Bicycle Traffic 1. Adequate provision will be made for bicycle paths, sidewalks and walkways/paths to enhance the convenience and safety of pedestrians. 2. Sidewalks will generally be provided within the Urban Residential and Central Commercial Areas, where Council deems it appropriate along both sides of Arterial Roads and one side of Collector Roads and Local Roads. (OPA #26) Sidewalks will generally be provided throughout the Wyoming Urban Settlement Area and within the Serviced Hamlet Areas, where feasible. Within these areas, sidewalks will be provided along both sides of Arterial Roads and along at least one side of Collector Roads and Local Roads. 3. Hard-surfaced walkways/paths may be used instead of sidewalks in certain parts of the Wyoming Urban Settlement Area and Serviced Hamlet Areas where determined to be more appropriate by the Town. Such walkways/paths may also be required in other areas to link residential areas and to provide non-motorized access to public facilities and services. 4. During most times of the year, the bicycle is a viable alternative to other modes of transportation, is environmentally sound, and supports active, healthy lifestyles. Wherever feasible, the Municipality will promote and initiate improvements to enhance bicycling as a means of transportation. 5. Facilities for the safe movement of pedestrians, including access and on-site movement, will be provided in all new developments, including the redevelopment of land. 6. Pedestrian sidewalks and walkways/paths will be provided within residential subdivisions to interconnect parts of the subdivision and to minimize walking distances between dwellings and schools, parks, and local commercial uses. Sidewalks will be separated from road pavement by boulevards in all new residential subdivisions, wherever feasible. 7. Bicycle routes within parks and between residential areas and schools, parks and commercial facilities will be provided, wherever feasible. 8. Wherever possible, bicycle and pedestrian networks will be separated from each other by distinct grade changes, landscaping or berming. The Town will promote the use of appropriate signage, symbols or distinct surface treatments to distinguish the different networks. 9. Where appropriate, the Town of Plympton-Wyoming will provide accessible and sufficient bicycle parking areas at Municipally-owned and operated facilities in order to promote the use of the bicycle as an alternative to motor vehicles.

25 4 10. The Town may require development proponents to provide sidewalks in adjacent, existing development in addition to or in lieu of sidewalks in the development itself. This is in order to provide sidewalks in higher priority areas that lack them or need upgrading and/or to complete gaps in the sidewalk network that will provide the development connection with the existing sidewalk network. 11. Where subdivisions road networks are not directly connected and no provision is given for future connection, such as where through traffic is being discouraged on local roads, allowances for pedestrian and bicycle path connections will be required. For parcels conveyed to the Town for such purpose, preference shall be for parcels of sufficient width to allow privacy to abutting lots by means of distance to the actual walkway rather than through fencing and the creation of narrow alleys. Widths of 9m or more are preferred, with 6m being an absolute minimum. 12. The Town will provide properly designed and maintained, safe and convenient roads for bicycle travel according to the following criteria: a) The provision of on-road bicycling routes will be required on strategically planned collector and local streets serving the main community, civic, service, recreational, institutional and cultural destinations within the Town. b) The Town will also support the construction of exclusive on-road bicycle lanes and widened curb lanes on collector roads that serve the main destinations within the Town. c) Where bicycle lanes are incorporated into the paved roadway surface, the Town will ensure that grating and on-street facilities are designed and oriented in a manner that will not create a safety hazard. Street Lighting Street lighting improves safety for drivers, riders, and pedestrians. The main objectives of providing and maintaining street lighting are to: improve road safety improve the perception of street safety and security increase leisure and commercial activity after dark encourage walking and cycling develop safer routes to schools Pedestrians and vulnerable road users suffer from decreased visibility in the dark. Improved road safety is a key benefit for providing street lighting. Although its primary purpose is nighttime visibility for security and safety, successful street lighting also takes

26 5 into account the human users of the street (e.g. pedestrians cross street). Adequate levels of lighting enable all users of a road right-of-way (pedestrian, cyclists, automobiles and trucks) to see each other, recognize possible dangerous traffic situations, and avoid collisions. The Town of Plympton-Wyoming Official Plan does not include specific policies that support the provision of street lighting by developers or the Town. The following draft policies are provided for Council's consideration: 1. Street lights shall be required in all new plans of subdivision and, where deemed necessary, in locations where multiple lots are created through the consent process. 2. Street lights shall specifically be installed at intersections within a residential area, at school crossings, and at other locations where pedestrians are expected to cross the road. 3. Criteria for New Street Light Installation The Town will consider installation of new street lights within the Town based on the following criteria: a) Safety The main criteria for the installation of new street lights will be based on public safety. To determine if an area should have a street light, the Public Works Department will review various factors including, but not limited to: night time pedestrian activity; history of accidents; average vehicle counts and speed zones; municipal engineering standards; other road authorities involved and their criteria (if applicable); potential hazards; available hydro; existing poles; and potential light pollution and negative impacts, if any, upon existing residences. b) Traffic Volume The traffic volume at intersections will be reviewed when considering the installation of a new street light. Increased traffic volumes may also justify the need for revised street lights. c) Public Requests Requests may be received by the Town for additional street lighting for various reasons including the request for additional/fewer lights, rearrangements of lights, and refurbishing of lights. To provide uniformity, residents requesting additional street lighting may follow the below process: Written requests for new street lights and/or changes in existing street lights on existing roadways must be made to the Director of Public Works. Requests should include the primary concern and an individual contact for follow up. When an organized group is active, the request shall be submitted by that entity. Upon receipt of the street light request, the Public Works Department will conduct a field survey of the requested site. This survey may include determining the existing lighting conditions (analysis of the number of street lights, locations, spacing, fixture types, poles; and any other pertinent information). The data included within this survey will make up the content of the street light database. Inspections may take

27 6 place at night hours if deemed necessary. The results of this field survey will be presented to the Director of Public Works. If installation is recommended, the Director of Public Works, will determine the specific location of the new street light (or re-placement of existing street lights if appropriate) and incorporate within a site plan. Once the site plan has been approved, the project will be prioritized on the new street light installation list. The installations requested on this list will be completed based on yearly budget allowances and the requested lighting must meet industry standards. d) Existing Residential Areas The Town recognizes that residents in some existing residential areas feel safe and are not supportive of the installation of street lights. Street lights will only be installed if deemed necessary for the safety of drivers and/or pedestrians and after consultation with neighbourhood property owners. Any requested lighting must meet industry standards and Council could consider funding the project through the local improvement act. The Town may require development proponents to provide sidewalks in adjacent, existing development in addition to or in lieu of sidewalks in the development itself. This is in order to provide sidewalks in higher priority areas that lack them or need upgrading and/or to complete gaps in the sidewalk network that will provide the development connection with the existing sidewalk network. 9. Where subdivisions road networks are not directly connected and no provision is given for future connection, such as where through traffic is being discouraged on local roads, allowances for pedestrian and bicycle path connections will be required. For parcels conveyed to the Town for such purpose, preference shall be for parcels of sufficient width to allow privacy to abutting lots by means of distance to the actual walkway rather than through fencing and the creation of narrow alleys. Widths of 9 metres or more are preferred, with 6 metres being an absolute minimum. 10. The Town supports properly designed and maintained roads for bicycle travel according to the following criteria: a. The provision of on-road bicycling routes will be required on strategically planned collector and local streets serving the main community, civic, service, recreational, institutional and cultural destinations within the Town. Bicycle routes within

36 4 parks and between residential areas and schools, parks and commercial facilities will be provided, where feasible. b. Where appropriate, the Town of Plympton-Wyoming will provide accessible and sufficient bicycle parking areas at Municipally-owned and operated facilities in order to promote the use of the bicycle as an alternative to motor vehicles. c. The Town will support the construction or provision of exclusive on-road bicycle lanes and widened curb lanes on collector roads that serve the main destinations within the Town. Such lanes will be demarcated by pavement markings and/or signs. d. Where bicycle lanes are incorporated into the paved roadway surface, the Town will ensure that grating and on-street facilities are designed and oriented in a manner that will not create a safety hazard." b) Section (General Road Policies) of the Official Plan is hereby amended by adding the following: "street lighting 15. Street lights shall be required in all new plans of subdivision and, where deemed necessary, in locations where multiple lots are created through the consent process. 16. Street lights shall specifically be installed at intersections within a residential area, at school crossings, and at other locations where pedestrians are expected to cross the road. 17. Criteria for New Street Light Installation The Town will consider installation of new street lights within the Town based on the following criteria: a) Safety The main criteria for the installation of new street lights will be based on public safety. To determine if an area should have a street light, the Public Works Department will review various factors including, but not limited to: night time pedestrian activity; history of accidents; average vehicle counts and speed zones; municipal engineering standards; other road authorities involved and their criteria (if applicable);

37 5 potential hazards; available hydro; existing poles; and potential light pollution and negative impacts, if any, upon existing residences. b) Traffic Volume The traffic volume at intersections will be reviewed when considering the installation of a new street light. Increased traffic volumes may also justify the need for revised street lights. c) Public Requests Requests may be made to the Town for additional street lighting for the purpose of requesting additional/fewer lights, rearrangements of lights, and refurbishing of lights. To provide uniformity, residents requesting additional street lighting willdo so in accordance with the following process: Written requests for new street lights and/or changes in existing street lights on existing roadways are to be made to the Director of Public Works. Requests should include the primary concern and an individual contact for follow up. When an organized group is making such a request, the request shall be submitted by that entity. Upon receipt of the street light request, the Public Works Department will conduct a field survey of the requested site. This survey may include determining the existing lighting conditions (analysis of the number of street lights, locations, spacing, fixture types, poles; and any other pertinent information). The data included within this survey will make up the content of the street light database. Inspections may take place at night hours if deemed necessary. The results of this field survey will be presented to the Director of Public Works. If installation is recommended, the Director of Public Works, will determine the specific location of the new street light(s) (or re-placement of existing street lights if appropriate) and incorporate them within a site plan. Once the site plan has been prepared, the project will be prioritized on the new street light installation list. The installations requested on this list will be completed based on yearly budget allowances and the requested lighting must meet industry standards.

38 6 d) Existing Residential Areas The Town recognizes that residents in some existing residential areas feel safe and are not supportive of the installation of street lights. Street lights will only be installed in these areas if deemed necessary for the safety of drivers and/or pedestrians and after consultation with neighbourhood property owners. Any requested lighting must meet industry standards and Council could consider funding the project through the local improvement act." 3. IMPLEMENTATION AND INTERPRETATION The implementation and interpretation of this amendment shall be in accordance with the policies of the Official Plan of the Town of Plympton- Wyoming.

55 St. Clair Region Conservation Authority Meeting Highlights June 28, 2018 Below is a list of highlights from the SCRCA board meeting held in June. For details, please refer to the entire meeting package which can be found at Campgrounds: Conservation Authority staff have completed numerous upgrades at all three of the SCRCA s regional campgrounds. Improvements have included upgrading all light fixtures and exterior lights to more energy-efficient LED bulbs, the grading of campground roads with gravel and playground equipment re-surfacing using engineered woodchips. The number of seasonal campers in 2018 has increased compared to 2017 numbers. All three campgrounds are fully booked for the Canada Day long weekend. Watershed Conditions: Dry conditions experienced in May 2018 resulted in average river levels observed throughout the watershed. Summer forecasts suggest these dry conditions will continue with few major storms in our region. Lake Levels: April 2018 lake level data indicates continued increases in the Great Lakes by 13 cm compared to April 2017 information and the continued exceedance of the 10-year average. In addition, April levels are also exceeding the all-time 100-year average. Reported levels for June in Lake Huron are 14 cm above those reported in April. Healthy Watersheds Walk the Watershed: Walk the Watershed is an annual project in which landowners voluntarily allow SCRCA staff to walk their property to assess watercourse buffer conditions, identify potential erosion concerns and groundtruth GIS modelling. The Shashwandah Creek lowlands were selected as the focus area for To date, 20 properties and over 50 hectares have been assessed. In addition, high risk erosion areas identified through GIS modelling have corresponded well with on-the-ground observations. The 2018 Walk to Watershed program is expected to be completed in mid-june. Ontario Trillium Foundation (OTF) Grant Update: The Ontario Trillium Foundation (OTF) grant received by the SCRCA in 2015 is nearing completion. The 3-year grant has allowed SCRCA biology staff to successfully implement aquatic monitoring programs, aquatic habitat restoration projects and education programs in support of the St. Clair River Area of Concern (AOC). Project highlights include: the completion of 39 fish surveys and identification of 57 unique species including at risk species such as the Lake Chubsucker; the application of a mussel survey and relocation protocol as part of the Bear Creek Barrier Removal and Riffle Creation project; ten restoration projects totalling 9.3 hectares of improved or created aquatic habitat and,
