1 BELLE VIEW CONDOMINIUM UNIT OWNERS ASSOCIATION POUCY RESOLUTION NO. 11 KEY CONTROL. VVFEREAS, Article III, Section 2 of the Bylaws assigns the Board 'all of the powers and duties necessary for the administration of the affairs of the Unit Owners Association' and further states that the Board may do all such acts and things as are not by the Condominium Act, the Declaration or these Bylaws required to be exercised and done by the Unit Owners Association; and WHEREAS, Article Ill, Section 2 (c) of the Bylaws charges the Board with providing "for the operation, care, upkeep and maintenance of all of the property and services of the Condominium:" and WHEREAS, Article V, Section 9 of the Bylaws provides for certain obligations of Unit Owners to permit access of authorized persons or groups of the Association to Units; and WHEREAS, the Board deems it necessary to revise and update the procedures by which access to buildings and units will be provided; adopted. NOW, THEREFORE, BE IT RESOLVED THAT the following procedures for access to Units be I. UNIT KEYS A. Aft owners were issued keys to their Unit and assigned a storage area at settlement. Pursuant to the above provisions of the Bylaws, the Association has retained copies of those keys. B. if additional locks are added or if locks are changed by a resident, the resident must provide the Association with a copy of the keys to such locks. C. The keys retained by the Association will be used in cases of emergency, arranged admissions, and for the Unit Service Program. In this Resolution, "emergency' shall mean and refer to any situation in which, in the judgment of the General Manager, life, limb or property are in jeopardy. The Association will admit visitors, tradesmen, or such other persons during the hours of 8:00 a.m. - 4:30 p.m., Monday through Friday, provided that the owner and/or resident of the Unit provides written authorization to the Association to admit such persons. Whenever possible, notice should be produced at least 24 hours in advance. The resident may also provide the General Manager with a key to be used by the General Manager or his/her agent for access to the unit to provide services under the Unit Services Program. Internal controls on staff access to keys include that staff be required to both sign out and sign in keys, and that such sign-out/in form indicate date and time. D. To protect the Association from liability and to protect the security of each resident, the following control measures shall be put into effect: 1. Keys shall be coded and kept in a locked container. The code will not indicate the Unit served by the key. 2. The key index, which relates a given key to a given Unit, will be kept in a separate locked container. 3. If a key is lost by the Association, the lock will be changed and new keys issued at the expense of the Association. 4. In of except emergency cases, the Association shall make a reasonable attempt to give prior notice of the need for access to the Unit and, to the extent practicable, make arrangements with the occupant to gain access.

2 5. In case of an emergency, the Association shall make a reasonable attempt to contact the resident prior to entering the Unit, if feasible under the circumstances. 6. In either case, if the Association enters a Unit from which the resident is absent. the Association vvil leave written notice of the date, time and purpose of entry, signed by an authorized Association representative. 7. A log shall be kept recording the date, time, unit address, and person checking the key in and out. E. If emergency access to a Unit is necessary when no one is at home and the resident has not provided the Association with working keys, the Unit Owners shall bear all costs related to entry of the Unit and damage caused to the Unit. another Unit and/or the Common Elements by the emergency and shall assume any additional liabilities that arise from the emergency. II. BUILDING AND OTHER COMMON ELEMENT KEYS A The Association will retain a copy of the key to each budding entry and to the other Common Elements and may provide a copy of each of these keys such as to the following: 1 The janitorial service contractor; and 2. The United States Postal Service; B. The building keys retained by the Association may be used to admit visitors, tradesmen or other such persons into the building on behalf of any Unit Owner or resident provided that the Unit Owner or resident has provided written authorization directing the Association to admit such persons. It is solely the responsibility of the Unit Owner to ensure that proper written authorization is given directing the Association to admit these persons to the buddkig. The Association reserves the right to deny admission to any person who cannot provide sufficient identification to the Association. C, The General Manager and his/her agents may use the building keys for access to the building when providing services under the Unit Services Program or in any other instance he/she deems necessary. D. The Association reserves the right to change locks periodically and re-issue building entry and other Common Element keys. III. ABUSE OF PROCEDURE Abuse of these procedures by any staff member will make that person subject to possible dismissal by the Association. IV. BUILDING ENTRY LOCK SYSTEM A Issuance of Keys 1. During Installation of the new Building entry lock system, three keys were issued for each residential unit Each key is identified by a discrete number. Record of ownership for each numbered key will be maintained by the Association. Because of the patents on the lock system, keys cannot be duplicated through commercial locksmiths. Duplicate keys can be obtained only through the Association Office as provided in Paragraph B below.

A Unit Owner who designated an individual to receive the initial keys instead of assuming ownership personalty completed the attached authorization form and provided it to the Association Office. Please note: Assignment of authority to receive keys by other than a Unit Owner does not relieve the Owner of responsibility for transfer of keys during resale of the Unit 3 A current lease must be on file for each Unit for which a Unit Owner has delegated receipt of a key. 4. All recipients of keys are required (a) to provide personal picture identification such as a drivers license and (b) to sign a Certification of Receipt of Keys at the time of issue. Purchasing Additional Keys 1. A Unit Owner may purchase additional Building Keys at a non-refundable cost of $ An individual who has assigned responsibility for receipt of the initial set of keys may purchase additional keys only upon written notification to the Association Office by the Unit Owner. 2. No one will be permitted to purchase a key to any Building other than the Building in which the Unit Owner of record owns a unit 3. If a key is purchased or replaced without cost, the resident has a 14 day period in which to verify correctness and usability of the Key. After that time, any further replacement is at the expense of the Unit Owner/Resident. C. Transfer of Keys 1. Upon notification that a Unit is being sold, the Association Office will identify the number of keys which have been issued to the Unit as part of the inspection prior to resale of a Unit. All keys issued must be transferred during settlement. 2. A Unit Owner who has delegated authority to another individual to receive the initial keys will be held responsible for transferring all assigned keys during resale of the Unit D. Rekeying a Building 1. Management, with notification of the Board of Directors, may determine that the Building must be rekeyed due to loss or unauthorized distribution of keys and may assess the Unit Oymer(s) responsible for such loss or unauthorized distribution for the costs of rekeying the building. 2. For purposes of this Policy Resolution, the term "Rekeying* includes adjustment of the cylinders on all entrances to a Building and each basement lock and the issue of a matching number of keys for each Unit.
