2 1 In Development Property Acquisition - Runway 33 RPZ CIP No. This project consists of acquiring avigation easements for approximately 2.7 acres of property that will be within the Runway Protection Zone (RPZ) on the south end of Runway 33 once it is extended to the south. The purpose of this project is to achieve compliance with FAA guidance for land uses within RPZ s as described in the FAA Memorandum entitled Interim Guidance on Land Uses within a Runway Protection Zone dated September 27, The acquired easement should include provisions for land use controls and height restrictions. 3 2 In Development Property Acquisition - Runway 22 RPZ CIP No. This project consists of acquiring approximately 45 acres of property within the RPZ on the north end of Runway These parcels are not currently within the RPZ but would be encompassed by the RPZ with the proposed 727-foot extension of Runway The FAA s airport design guidelines recommend that airports own the property underneath approach and departure areas to the limits of the RPZ, where practicable. The guidelines further recommend that the RPZ be cleared of all above ground objects where practicable. The purpose of this project is to achieve compliance with FAA guidance for land uses within RPZs. 5 4 Consultant Selection New General Aviation Terminal Facility CIP No On July 3, 2018, RFQ was advertised requesting engineering firms submit qualifications packages for the New General Aviation Terminal Facility project. On August 3, 2018, six (6) qualification packages were received. The selection committee scores resulted in a tie between AECOM and Michael Baker as being the highest-ranking firms. See attached consultant selection matrix scoring sheets for details. The scoring matrix will be presented to CCAA for review and selection. Once the scope of work and fee has been finalized, an independent fee estimate will be conducted, and the fee will be negotiated as applicable. These activities will be coordinated with FAA and FDOT. In the near future, a final scope of work, fee, and schedule will be submitted to the Airport Authority commission for approval. The Notice to Proceed will be issued after FAA approval of the Environmental Assessment (EA), which is expected in September/ October Apron, Taxilane, Taxiway Design and 14,5M 90% Omnibus 10% Terminal, Café, Entrance Road Design and 3.0M 50% JPA See Note 1 50% JPA Total 17.5M Note 1 A JPA was issued to CCAA by FDOT on April 29, This JPA will fund 50% of the design and construction of the Terminal. 6 5 Consultant Scope of Work Runway Rehabilitation and Extension CIP No At the August 2, 2018 Emergency Commission Meeting, the Board accepted the selection committee recommendation to select Kimley-Horn as the engineering design firm. Currently, the consultant is preparing the scope work. Once completed, an independent fee estimate will be conducted and as applicable, the engineering fee will be negotiated. The scope of work, fee and schedule will be submitted to FDOT requesting funding. The FDOT and Consultant agreements will be presented to CCAA for acceptance and approval. 7 6 Design-Permitting Terminal Curbside Traffic Improvements CIP No. At the August 2, 2018 Emergency Commission Meeting, the Board approved a contract with Southwest Engineering and Design, Inc. to provide engineering services to add a fourth lane to the Terminal Curbside. The consultant will begin survey and geotechnical work and then proceed with design. Design, Permitting 34,600 Currently, CCAA is planned to fundi the design and permitting of this project. Once the design is complete and construction bids have been received, staff will seek federal and/or state funding. During the design process, a construction cost estimate will be developed. 10 9 Planning 0081 Master Plan Update, Airport Layout Plan and Environmental Assessment As background information, the Airport and Airport s consultant (AECOM) attended a meeting at the FAA s Airport District Office in Orlando on June 8, 2018 to review, discuss and resolve FAA review comments. The focus of discussion was on the Runway extension justification and funding sources and receipt of comments (Section 7 Consultation) from the U.S. Fish and Wildlife Service (FWS). On June 26, 2018 the consultant (AECOM) submitted additional information from Allegiant for the Runway extension. We believe this information will be accepted and approved by FAA in the near future, and FAA will approve the Airport Layout Plans. The Airport received USFWS comments on June 15, The USFWS requested the Airport conduct surveys for the Florida Bonetted Bat within forested areas. On June 22, 2018, a contract amendment was issued to AECOM to conduct the surveys. The results of the surveys are expected to be completed in August Any updates on the status will be reported at the August 16, 2018 Board meeting Passenger Facility Charge Application No. 2 and Amendment to PFC Application No. 1 The air carrier notice letters were sent out on July 11, 2018 with a consultation meeting scheduled for August 13, 2018 at 10:30 AM at the Airport Administrative Offices. The formal PFC Application will be submitted to FAA for approval after FAA s approval of the Environmental Assessment, which is expected to occur Spring 2018.

11 10 C A P I T A L I M P R O V E M E N T P R O G R A M R E P O R T A U G U S T 2018 Phase Replace T-Hangar Doors CIP No activity continues; however, the project was delayed due to weather and some parts being on back order. The rain has ended, and the parts are now onsite. As of this writing, 11 of the 42 doors have been completed and work continues on the remaining doors.
