Authorities are conducting an autopsy to determine the cause of death. Results are expected in about a week, said Teki Paniagua, the Guatemalan consul in Del Rio, Texas. Paniagua, who spoke with Jakelin s father, said the two had walked with the other migrants for about 90 minutes before crossing Caal told him he had no complaints about how agents treated him his daughter. Caal speaks broken Spanish. In his impoverished village in Guatemala, Spanish is needed only occasionally, such as when the community deals with schools health care or for work, Paniagua said. More than two dozen languages are spoken in Guatemala, the consulate tries to send interpreters as soon as possible to help detained migrants, Paniagua said. But sometimes by the time they get there, the migrants have already signed forms. We ll ask, Do you speak Spanish? And they ll say yes, he said. Then we ll ask, But do you underst Spanish? And often they ll say, No, I need an interpreter. Caal asked the Guatemalan consulate in Texas, which had reached out to him, if he could see his daughter one last time before her body was sent back to her homel. That request prompted special arrangements at a private funeral home on Friday, when he said goodbye to Jakelin. ICE Air Continued from front page about $7,785 per hour on the flights. ICE shifted to chartering private planes about a decade ago after previously using a government service with the U.S. Marshals. The agency says moving to private flights saves about $25 million a year gave it more flexibility. Charter flights also avoid putting large numbers of deported immigrants on commercial planes, which requires buying tickets for deportation officers accompanying them, or holding them in the U.S. for longer than necessary tying up space in detention centers. I don t want to elongate anybody s detention with us, said Pat Contreras, director of enforcement removal for ICE s Houston field office. If a judge says you need to be removed, we should be expeditiously working to execute that order so that person does not spend any longer in detention than necessary. But migrant advocacy groups say ICE Air is an example of how tougher immigration enforcement from detention to tracking to removal enriches private companies. The way you would save money on ICE Air is by deporting fewer people, not by privatizing the industry, said Bob Libal, director of Grassroots Leadership, which opposes immigration detention. Study Continued from front page in the analysis. But in a state like Florida, with a school-age population of just over 3 million kids, this could amount to 19 cases of report card-related abuse compared to 5 on other Saturdays, the researchers said. Outside experts noted study limitations, including no evidence that kids who were abused had received poor grades no information on when parents first learned of kids grades. But they said the study was useful for highlighting that child abuse corporal punishment are still too common even though rates have declined since the 1990s. Rates were 9 per 1,000 U.S. kids in 2016 compared with 13 per 1,000 in Dr. Robert Sege, a Boston pediatrician Tufts University professor of medicine, said bad grades should be a time for parents to find out what s causing their childrens struggles. There s no place for corporal punishment for school failure because it doesn t work misses the point. Sege is lead author of an American Academy of Pediatrics policy update released last month that recommends against corporal punishment spanking. An editorial published with study said the United States deserves a C-minus for effective discipline strategies. Changing a report card release day may reduce some abuse, the editorial said, but it will not solve the larger issue: It is still socially acceptable to hit a child to correct their behavior.
