2 Community Land Trusts (CLTs) Community Land Trusts (CLTs) are a form of Community-led Housing (CLH) Set up by ordinary people to develop and manage homes and other assets. CLTs act as long-term stewards of the homes, ensuring they are: - Genuinely affordable, linked to local incomes - Permanently affordable Details to come later

4 So, why should you care?

5 Community Land Trusts (CLTs) 1 London desperately needs more genuinely and permanently affordable homes, and London is missing out on thousands of homes every year.

6 Community Land Trusts (CLTs) London: Community-led housing amounts to less than 0.6% of UK s housing stock, and likely to be even lower in London. Berlin: Community-led housing is responsible for delivering 15% of all the new homes each year. Approximately 5,000 / year. In 2017/18, there were just over 12,526 affordable housing starts in London. Adding an extra 5,000 / year would be a significant contribution.

10 What are they fighting for? The Details

11 How much do London CLT homes cost? Our CLT homes are priced according to local earnings. Local earnings are taken as the median income using data published by the Office for National Statistics in November each year. For example, this means the homes in Lewisham would cost around : 166, ,000 for a 1 bedroom property 215, ,000 for a 2 bedroom property 264, ,000 for a 3 bedroom property This tends to be approximately half of the price of homes being sold on the open market in the area.

12 How are the homes permanently affordable? CLT homes are about providing people with a home, not just an asset. There is a resale price covenant as part of the contract signed upon moving in, making sure that all residents have to sell the home to the next household again at a price according to local earnings. This means the homes can be sold on again at a similarly affordable level every time a new family moves in.

13 Who gets a home? At St Clement s, after surveys, workshops and discussions with other housing organisations, the following criteria were set: Finance priced out of the open housing market and able to afford a mortgage Housing Need their current accommodation is unsuitable or dangerous Local Connection have a minimum of five years connection to the local area Local Involvement belong to and participate in the local community Be supportive of London CLT. However, we d expect to produce a new allocations policy for each site with local people who are part of the campaign, and the landowner.

14 More than just a home Once moved in, relationships are built between residents to build social capital throughout the project. This includes reaching out beyond CLT residents into the surrounding area. This can produce all sorts of outcomes. E.g. Set up a childcare co-op to reduce the financial burden on residents. Run a campaign to open a community centre on the site, and ensure a viable business plan is in place once it opens Work in partnership with a local school to volunteer structured time to mentor young people in the area.

15 How are London CLT homes delivered and financed? Option 1: Agency At St Clements residents, London CLT and the developer have agreed a back-to-back mortgage arrangement. Option 2: Direct Development Community share offer that closed at 488,960 for predev. Leverage development finance once planning permission is granted.

20 SITE TOOLKIT STAGE I For each prospective site tick the box if the answer is yes. Points are awarded for each tick. For each site calculate the total number of points to decide which site to take forward. If marked X the site should be discounted. Sites scoring over 60 should be taken forward. Take a photo of each side of the site, try to get as much in as possible 2. Take a picture of the entrance(s) to the site 3. Take a picture of any features on the site - i.e. power lines 4.
