2 BACKGROUND INFORMATION: The applicant is requesting Planning Commission approval to allow a Business, Technical, Trade, or Vocational School. Specifically, the applicant adults to become Emergency Medical Technicians (EMT) and Advanced Emergency Medical Technicians (AEMT). In addition, the applicant is also an American Heart Association Training Center and teaches community CRP and First Aid. According to the letter of intent, the applicant holds classes Monday through Saturday and are held during both daytime and evening hours, in four (4) and eight (8) hour blocks. Each class has between 15 and 25 students, with approximately students over the duration of course sessions. Course sessions run approximately 26 weeks. According to Title 17, the proposed use is classified as a Business, Technical, Trade, or Vocational School which is defined as follows: Schools offering instruction in special business, technical, trade, and vocational skills such as real estate schools, business colleges, electronic schools, automotive and aircraft technician schools, and similar commercial establishments operated by non-governmental organizations. The subject site is part of an overall larger office complex. On December 22, 2004, the Planning Commission approved a Site Plan Review (SPR-63-04) for the subject site. According to the site plan, approximately 559 parking spaces were proposed for ten buildings, excluding the larger office building at the corner of Washburn Road and Camino Al Norte. It appears five (5) building have been constructed, and six (6) pads are available for construction, one (1) extra building. The parking requirements for the proposed use are six (6) spaces per classroom, plus one (1) per 300 square feet of floor area. At the time the site plan was approved, the parking spaces were one (1) parking space per 300 square feet of office area. The current parking requirements for an office development are four (4) spaces plus one (1) per 300 square feet of office space. According to the approved site plan it appears there are approximately 200 parking spaces more than the minimum requirements for an office development. DEPARTMENT COMMENTS: Public Works: Fire Prevention: Police Department: No comment. No comment. The North Las Vegas Police Department has no concerns with this request and recommends approval.

3 ANALYSIS: The proposed training facility appears to be appropriate for the existing office complex and should not impact the commercial center. Staff has no objections to the proposed use. Requirements for Approval of a Special Use Permit In accordance with the Zoning Ordinance, the Planning Commission may, by motion, grant a special use permit if the Planning Commission finds, from the evidence presented, that all of the following facts exist: 1. The proposed use is consistent with the Comprehensive Master Plan and all applicable provisions of this Code and applicable State and Federal regulations; 2. The proposed use is consistent with the purpose and intent of the zoning district in which it is located and any applicable use-specific standards and criteria in Chapter of this Code; 3. The proposed use is compatible with adjacent uses in terms of scale, site design, and operating characteristics (such as, but not limited to, hours of operation, traffic generation, lighting, noise, odor, dust, and other external impacts); 4. Any significant adverse impacts anticipated to result from the use will be mitigated or offset to the maximum extent practicable; and 5. Facilities and services (including sewage and waste disposal, water, gas, electricity, police and fire protection, and roads and transportation, as applicable) will be available to serve the subject property while maintaining adequate levels of service for existing development. The proposed request is consistent with the other commercial uses within this commercial center, and does not impact the Comprehensive Plan. Furthermore, the proposed use should not have any negative impacts on the surrounding properties. RECOMMENDATION: The Community Development and Compliance Department recommends that UN be approved subject to the following conditions: Planning and Zoning: 3
