2 Minutes Tuesday, October 6, :00 p.m. City Hall, 125 East Ave. B P:\Housing\Land Bank\Meetings\2015\ \Minutes docx 1 of 3 Land Bank Board of Trustees City of Hutchinson, Kansas 1) CALL TO ORDER, ROLL CALL The following members were present: Lynn Lackey, Jim Gilliland, Luke McConnaughy, and Sue Poltera. Mark Eaton was absent. Staff in attendance were Jana McCarron, Director of Planning and Development; Amy Denker, Housing Program Coordinator; and Charlene Mosier, Secretary. 2) APPROVAL OF MINUTES The minutes of September 1, 2015 were approved on a motion by Gilliland, seconded by Lackey, passed unanimously. 3) ANNOUNCEMENTS McCarron said interviews will begin soon to fill the position vacated by Justin LaFountain. Rather than advertising for an Associate Planner, the position will now be a Planning Technician. There seems to be a shortage of planners right now, as more may be retiring than graduating. 4) UPDATES 4a. Financial Update Lackey reviewed the Land Bank Financial Ledger. The current balance is $18, Denker said the Community Foundation will be transferring some funds to a city account. This will make paying expenses easier. 4b. Closing Date Update Denker said she has not been able to get in touch with the purchaser of the property at East Avenue C. A letter was mailed asking the purchaser to contact us by today but there was no response. The adjacent property is now on the tax sale list and this may be another possible property for the Land Bank to consider. The Sherman property is being titled to the City of Hutchinson on October 8 th to enlarge Ashmeade Park. The City Attorney is working on the deed and paperwork. 5) PROPERTY REPORT 5a. The East Avenue C property may be back on the mowing list. Our contracted mower is asking for more leeway on the mowing times. He has been mowing it every two weeks but with the Fall season it could be mowed every three weeks depending on the amount of rain we receive. This schedule would also save the Land Bank a little money. McCarron said we could take more formal action in the Spring regarding the mowing schedule.

3 6) NEW BUSINESS 6a Reno County Tax Sale McCarron said the upcoming tax sale is Tuesday, October 27 at 9:00 a.m. at Memorial Hall. Poltera obtained the parcel numbers for the vacant lots and looked on the computer to determine which properties would be the most appropriate for the Land Bank to consider. Poltera, Eaton, Denker and McCarron drove by the selected properties and took photos. The group reviewed the photos and determined which parcels the Land Bank would be interested in and how much they would be willing to bid for them. The Board reviewed the following properties and authorized the Chair and Poltera to bid up to the following amounts for each property: 800 block of North Walnut $1,600 This property is next to a property that was developed by Interfaith Housing Services. 700 block of East 5 th Ave. $1,200 This property has owner occupied homes adjacent on each side. 600 block of East 8 th Ave. $1,000 This would be a buildable lot with a homeowner on the east side and a rental home on the west side. East Avenue C $6000 There are four lots and they are next to the lot the Land Bank currently owns. If the lots are combined, it would be a good lot for a multi-family structure. The other properties that were on the list in the agenda packet were not selected by the Board to bid on. McConnaughy suggested the adjacent property owners be notified the property is going up for sale or a sign be posted on the property so they could bid on it if they are interested. Motion by Lackey, seconded by Gilliland to authorize Land Bank members Poltera and Eaton to bid on the above listed properties up to the agreed upon amount, passed unanimously. 7) ADJOURN The meeting was adjourned at 3:40 pm. 5 Notes Tuesday, November 3, :00 p.m. City Hall, 125 East Ave. B Land Bank Board of Trustees City of Hutchinson, Kansas 1) CALL TO ORDER, ROLL CALL The following members were present: Luke McConnaughy and Mark Eaton. Sue Poltera and Jim Gilliland were absent. Staff in attendance were Amy Denker, Housing Program Coordinator; Frank Edwards, Director of Finance; and Charlene Mosier, Secretary. 2) APPROVAL OF MINUTES The minutes of October 6, 2015 were not approved because a quorum was not present. 3) ANNOUNCEMENTS The group was sorry to learn that Lynn Lackey passed away this week. Eaton said he would handle ordering flowers from the Land Bank Board. The group will be considering someone who would be interested in serving in his place. Eaton would like a list of the categories for members to serve on the Land Bank Board. 4) UPDATES 4a. Financial Update Denker reviewed the Land Bank Financial Ledger. The current balance is $16, Denker said the Community Foundation transferred some funds to a city account which will enable the City to pay expenses more easily. The Land Bank purchased property at the Reno County Tax Sale and paid a total of $2,270 for the properties. Eaton stated that Dr. Ed Berger is running for Senate and he may be helpful to the Land Bank Board with issues such as the time period allowed for owners to redeem their property after a tax sale. He would like to see the redemption rights for land changed because he believes this is an outdated law. 5) PROPERTY REPORT 5a. Denker said all Land Bank properties have been mowed. The Sherman property needs to be transferred to the City. The contracted mower said the lots purchased at tax sale should not need mowing till Spring. 6) NEW BUSINESS 6a. 6 Denker said seven properties were purchased at the tax sale on Tuesday, October 27. One property is on N. Walnut St., one is on E. 5th Ave., one is on E. 8 th Ave., and four properties are on E. Avenue C. A quit claim deed will be needed from the previous owners of the tax sale properties for further assurance on title. Staff will contact surrounding property owners to see if there is any interest. It was suggested that a competition for the uses of Land Bank property be held. RFP s could be sent to K-State, University of Kansas and Wichita State. A RESOLUTION SETTING THE TIMES, DATES, AND PLACES OF MEETINGS OF THE CITY OF HUTCHINSON LAND BANK BOARD OF TRUSTEES WHEREAS, the LAND BANK BOARD OF TRUSTEES conducts public hearings, considers various matters, and makes recommendations to the City of Hutchinson Housing Commission, the City of Hutchinson Planning Commission, and the City Council of the City of Hutchinson, Kansas; and WHEREAS, the LAND BANK BOARD OF TRUSTEES customarily meets once per month at a time, date, and place set by resolution of the LAND BANK BOARD OF TRUSTEES: NOW, THEREFORE, BE IT RESOLVED BY THE CITY OF HUTCHINSON LAND BANK BOARD OF TRUSTEES, that: SECTION 1. The regular meetings of the LAND BANK BOARD OF TRUSTEES shall be held in City Hall, 125 East Avenue B, Hutchinson, Kansas. SECTION 2. Regular meetings of the LAND BANK BOARD OF TRUSTEES shall be held on the following dates in 2016: January 5 April 5 July 5 October 4 February 2 May 3 August 2 November 1 March 1 June 7 September 6 December 6 SECTION 3. Regular meetings of the LAND BANK BOARD OF TRUSTEES shall commence at 3:00 p.m. SECTION 4. The Chairperson or Vice-Chairperson may call special meetings of the LAND BANK BOARD OF TRUSTEES and may set the time, date, and place of the special meeting. SECTION 5. The Chairperson or Vice-Chairperson may change the time, date, and place of a regular meeting and may cancel a regular meeting.
