David Montrose, Catholic Charities Chelsea May, SWFL Goodwill Housing Agenda Item 1 Call to Order/Affidavit of Publication Ms. Marion Briggs brought the meeting to order at 2:00 p.m. in the Public Works/ Community Development Building, 1 st Floor Conference Room, Downtown, Fort Myers. Ms. Angela Dietrich, stated the Affidavit of Publication had been reviewed by the County Attorney s office, was sufficient as to form and content and the meeting could proceed. Ms. Karla Llanos, was introduced to staff, public and other the members. She was appointed to the Affordable Housing Advisory Committee on February 6, Agenda Item 2 Approval of January 8, 2018 Minutes Mr. Al Giacalone made a motion to approve the minutes with no changes, Mr. Matt Vissagio 2 nd the motion and the motion carried 7-0. 3 Agenda Item 3 Impact Fee Update Mr. David Loveland gave an update to the committee members on the impact fees studies. There are 6 different impact fees that are accessed. They are Community Parks / Regional Parks, Fire / EMS, Roads and Schools. The studies establish the base rate as reflected in the Lee County Development Code. Collection rates are set by policy decision by the Board of County Commissioners and is regulated by a separate ordinance. The Board discussed these studies at their February 6, 2018 work session. The current ordinance on impact fees expires on March 16, The Board has asked staff for additional information.. Mr. Loveland explained to the committee members that the information that the Board has requested will not be completed by the March 16, 2018 deadline. At the March 6 th Board meeting there is going to be an ordinance in front of the Commissioners to extend the current impact fee schedule for a period of time up to 6 months to allow time for the Commissioner to consider the additional information. Agenda Item 4 BoCC Direction Define the Affordable Housing Problem Ms. Sharon Jenkins-Owen gave the committee members a worksheet to help them define the affordable housing problem. Ms. Jenkins-Owen requested that committee members just work on defining the problem at this meeting. The next meeting will be focused on solutions. The committee members discussed the following problems that face affordable housing: housing problems affect all income categories (very-low, low and moderate), economics, cost of construction materials, density, land affordability and availability, development regulations, safety concerns, homeownership education, funding, rental availability, quality of housing and impact fees. Staff will be supplying the committee members with a draft memo defining the problems with affordable housing that were discussed at this meeting for the committee members to review. Ms. Mikki Rozdolski asked the committee members that when the solutions are being discussed at the next meeting, to consider what Lee County s role is in providing a solution. 4 MEMORANDUM FROM THE DEPARTMENT OF COMMUNITY DEVELOPMENT DATE: March 27, 2018 TO: Affordable Housing Advisory Committee FROM: Sharon Jenkins-Owen AICP On February 12, 2018, the Affordable Housing Advisory Committee defined the housing problem as, The lack of available housing stock for Very Low, Low and Moderate income households in Lee County. The committee will discuss solutions at the April 9 th meeting. In preparation for the upcoming meeting, please review the following table and add your solutions, identify what role Lee County plays in providing the solution and if amendments to the Lee Plan Housing Element are needed to address the solution. For your convenience, solutions have been listed that are a compilation of the affordable housing studies provided to you previously.

5 SOLUTIONS Review Existing Regulations: Simplify, expedited review and reduce costs Increase certainty in process Modify variance/deviation criteria Design flexibility WHAT IS COUNTY S ROLE IN PROVIDING SOLUTION? WHO ARE THE PLAYERS? AMENDMENT NEEDED TO LEE PLAN HOUSING ELEMENT? WHAT IS THE IMPACT AND HOW IS THE IMPACT MEASURED? Bonus Density Options: Enhance density bonus programs. Target areas (i.e. transit corridors) that allow enhanced density and flexible in-lieu of options (reduced land development standards). Increase the bonus density in-lieu-of payment to an amount that will result in a built unit. Increase bonus density for providing on-site affordable units. Increase density for mixed income multifamily. For Profit Developers: Provide financial incentives to For Profit organizations to build affordable units. Increase Affordable Housing Stock/ Preservation of Existing Affordable Housing: Extend affordability period on SHIP mortgages. Purchase affordable housing stock during market corrections. Buy foreclosed homes and properties. 1

6 Land Availability: Surplus land availability. Develop process for commercial to residential conversions (Retrofit vacant commercial). Impact Fees Dedicated local housing trust fund sources 2
