2 Recommendation to City Council Date: January 19, 2016 Background: Fred Davis served the City of Chico faithfully for 39 years, as a City Engineer from 1953 until 1959 and as City Manager from 1959 until his retirement in At the time of his retirement, Fred Davis was the longest tenured City Manager in the State of California. Fred's commitment to the City continued after his retirement through his service as a volunteer on many boards and committees working to improve the heritage, infrastructure and business climate within the City. Fred continued to be engaged in these activities until very recently as health concerns made active participation impossible, however he continued to stay apprised of these activities and offer advice and counsel until just before his passing in April The results of Fred's vision, dedicated work ethic and commitment to the City are evident all around us. Some of the physical reminders of Fred's influence are visible in various public works projects that remain keystones to our economic and community health. Those that Fred was most proud of include: The nationally recognized design of the Esplanade, The creation of the Pine-Cypress Couplet, Development of the Chico Municipal Airport and Industrial Park, The North Chico Flood Control Channel, Engineering the Downtown street system, An expansion of the City sewer system and Waste Water Treatment Plant, Creation of the current Municipal Center and, the routing the SHR 99 Freeway through Chico. The passing of Fred Davis is truly the end of an era in the City of Chico. For this reason, a group of volunteer committee members formed a small task-force to identify an appropriate method for commemorating the dedicated service, outstanding accomplishments and long-term legacy of Fred Davis in the City of Chico. The committee began meeting in June 2015 with the goal of marshalling the approvals necessary to design and fund a permanent memorial to Fred. 3 Larry Wahl Proposal: The Committee respectfully requests that the City Council direct City Staff to provide guidance to the Committee to accomplish the following: 1. Formally name the city block bordered by Main Street, 4th Street, 5th Street and Wall Street in Downtown Chico as the Fred Davis Municipal Center, 2. Formally name the City Administrative Office building as the Fred Davis Municipal Building, 3. Modify the monument signage on 4th Street (in front of the Council Chambers) to read Fred Davis Municipal Center, 4. Accept a donation of public art in the form of a tastefully designed landmark monument to be installed in the Municipal Center near 5th Street, opposite 'The Hands', 5. Allow installation of a 14" X 18" bronze plaque in each of the 3 buildings within the Fred Davis Municipal Center (City Council Chambers, City Administrative Building and Old Municipal Building) each acknowledging the work of Fred Davis. No address changes are required by this proposal. Sample verbiage for the bronze plaques, schematics for proposed signage and a rendering of the donated landmark monument are provided with this report. It is the goal of the Committee to raise 100% of necessary funding for these proposals from private donations. The City of Chico will incur no costs with the exception of staff time necessary for the issuance of required permits for these projects. We request your approval of the above stated proposals.
