1 St Albans Military Personnel Serving in mid-1918 (Extracted from the St Albans City Absent Voters List, 1918) To support our First World War Home Front research project, members of the Society have transcribed the Absent Voters List (AVL) for the city of St Albans for As the AVL records the names and details of men and some women normally resident in the city but absent typically on military service, this transcription has many uses for genealogists and local historians. We have chosen to publish it on our website to help those who are interested in our predecessors who lived in the city at the time. We are grateful to Hertfordshire Archives & Local Studies (HALS), who hold the original version, for permission to make this transcription available on the Society s website. 2 Historical Context On 6 February 1918 Parliament passed the Representation of the People Act. This reformed the voting system in the United Kingdom, allowing for the first time all men who had attained the age of 21 the right to vote as well as all men 19 and over serving in the armed forces and also women over the age of 30 who were householders or wives of householders. The general election held on 14 December 1918 was an event marked not only by the extended franchise but also by the fact that all voting was conducted on a single day. However, counting did not commence until 28 December which allowed enough time for the collection of votes from the absent voters. Although the Armistice had been declared, a large number of potential voters were still away from their home constituencies on the day of the election serving in the military. As long as they were registered on the Absent Voters List (AVL) they could vote. The process for registration was not straightforward and led to confusion. (For example, several men on the St Albans AVL are registered twice at two different addresses). All military personnel who wished to be included on the list had to register by August It was then the job of a civilian registration officer to visit the homes of all absent voters to gather the specific electoral information. Copies of the lists were then sent to the War Office, who checked that everyone on the list received a voting card. Those serving outside the Western Front were able to vote by proxy, by filling out a separate form and posting it. The data contained in the list are not always consistent; it always contains the following information: 1. First names 2. Surnames 3. Number and street The data concerning the men s service typically but not always contain the following: 4. Rank and service number 5. Unit 6. Regiment/ship The locus of service is very rarely recorded. 2

3 Analysis of the 2,908 names in the St Albans City AVL shows the following: 1. Three women appear in the list including Edith Winifred Dunning of Ridgmont Road, who was away serving with the Lena Ashwell Company of the YMCA, and Irene Edith Phillips of Upper Marlborough Road, a ward sister at Essex County Hospital. 2. Just 4 percent of the names were serving with the Royal Navy. A further 4 percent served with the newly-formed RAF or balloon companies. Carrying on the new technology theme, 0.3 percent of the men from the St Albans AVL are recorded as being in the Tank Corps. 3. Some of the entries remind us that this was a World War: two men were in camel corps, another in one of the Nigerian regiments and several more with Indian units. 4. Six conscientious objectors are listed, but only those serving with the Friends Ambulance Unit or the Non-Combatant Corps. Those absolutists, unwilling to serve in any way, were not entitled to register to vote. 5. In an unrelated document, eight of the men were recorded as prisoners of war (POW) in the summer of Although the AVL does not reflect their status as POWs or location, this fact does confirm that lines of communication were open between those at home and those incarcerated in Germany. Many AVLs have survived the passage of time and can be located in local record offices and libraries. This AVL is held in the Hertfordshire Archives and Local Studies. In general the lists are an excellent resource for local historians wanting to understand the service profile in a town or a street. Moreover, as around 70 percent of Great War service records were destroyed in the 1940 Blitz, AVLs are of great value to genealogists too as often they can be the only source of the important service number or ship s name. The following web-page includes a useful list of such abbreviations: Guidance for users The transcription largely follows the format used in the published list held at HALS except that the data are sorted by surname, not street name. Moreover, some of the street names have changed in the last 100 years; such changes can be tracked in the following Street Index. The range of numbers in the right-hand column of the index cross-refers to the numbers in the left-hand column in the AVL itself. Use the standard Find option in Adobe Acrobat to locate entries of interest by pressing CTRL-F.
