1 II CONGRESS ON UNIVERSAL DESIGN INTRODUCTION Universal Design is progressively gaining more importance due to the manifest increase in age of the population and the integration of incapacitated persons into society. Rather than constructing or designing in an accessible way, if professional people were to design or construct using the principles of universal design, it would not be necessary to carry out adaptations to the different projects or articles. From the viewpoint of Universal Design, designing is a philosophy, a concept and a methodology of design to develop the environment as well as products that benefit and satisfy a much wider group of consumers. Universal Design also means finding new opportunities to aid the general population to live better. Under this framework, user-centred design creates a new approach in which the best designs of these products, environments and services result from understanding the needs of the people who use them. Universal Design is the creation of products and environments designed in such a way as to be usable by everyone as far as is possible, without obliging adaptation or specialization. This design is planned to achieve a better quality of life for all citizens. It is the art and challenge of designing for all and will be optimal if it covers the largest number of needs within the spectrum of people to whom it may concern.
