3 Tustin Historical Resources Survey Part 2 October 28, 2002 Executive Summary Tustin, California is located in a vast metropolitan region engulfed by automobile-dominated conveniences and master-planned subdivisions. However, numerous buildings of historical, cultural, and architectural importance predate these recent impacts. Many of these resources have survived decades of change and transition. The Tustin Historic Resources Survey, Parts 1 and 2, identifies over 400 sites of possible distinction and notable recognition. Using criteria from the National Register and the State of California and a customized evaluation form for Tustin, these sites were reviewed and assessed for national, state, regional, and local significance. The properties were not solely reviewed in terms of architectural significance. Significance was also determined because of historical, landscape and cultural importance, as identified from local sources. Limited information was available for many of the resources. Therefore, further research may be desirable. It is also recommended that the survey be reviewed periodically to confirm the findings and to analyze significance in a dynamic and inclusive manner. To better determine the most appropriate National Register Historic Preservation Codes, properties were reviewed and given preliminary scores based on National Register and California Register criteria. Properties within the Old Town Historic District were given special consideration in the rating. In the preliminary analysis, properties with an evaluation score of 20 or more points were identified as those of primary significance. Properties rated between were defined as Properties of Secondary Significance. Most of the sites reviewed were listed between 5-10 and defined as local significance only. Recommendations for the National Register and State of California Register A summary of properties and associated National Register Historic Preservation Status codes is included in the Appendix. The list includes properties that appear eligible for listing in the National Register. These sites are also recommended for listing as California register sites.

Although many are not eligible at this time for the National Register or the State of California Register, there are resources that would be candidates for individual designation under Tustin s existing local ordinance. Alterations have occurred that compromise the integrity of several sites, however, some may be eligible for inclusion if the building is renovated in accordance with appropriate guidelines and standards. In most cases, additional research is recommended to substantiate the significance of sites. Consideration should also be made to include the expansion of the existing Cultural Resources Overlay District to include the area bound by First Street to the south, Yorba Street to the east, and Prospect Avenue to the west, and north to Irvine Boulevard. Within this general area, the Lockwood Terrace neighborhood is a prime candidate for an early 1950s thematic district. The substantial collection of California bungalow, Craftsman bungalow, and Spanish Revival buildings scattered through the city are also prime for thematic districts.

5 Tustin Historical Resources Survey Part 2 October 28, 2002 Introduction As communities throughout California experience tremendous growth and development, the identification, criteria and determination of significant historic resources and districts provide valuable information for the City of Tustin s planning processes and procedures. A survey, based on established guidelines and standards from the State of California, is also a useful tool for the designation of contributing and non-contributing sites or districts to support sensible preservation goals for Tustin. The context of Tustin s surviving historic and cultural resources was an important focus for this project. Tustin s transitional development, from an agricultural based community to its present post World War II framework based on imposed highway systems, provided an understanding of what is significant in the city. Part 1 Process The survey was conducted in two phases. In Part 1, a reconnaissance-level survey was conducted, based on previously completed reports such as the 1990 survey and updated information. The consultant team met with the City of Tustin representatives, the Cultural Resources Advisory Committee and community members to discuss appropriate recordation DPR 523A forms, methodologies and products, as recommended by the State Office of Historic Preservation. Certificates of appropriateness and other records, identifying demolished, physically changed, relocated or previously missing resources, were verified during field survey work. Discrepancies and other conflicting issues were defined at this stage. Properties were photographed for recordation purposes. During Phase 1, a draft historic context outline using the updated survey information was also developed to understand Tustin s historical and cultural development. Geographical limits associated with chronological periods, historical patterns, associations with important persons, building forms, styles, materials, method of construction, and other aspects defined Tustin s context. General profiles for tract homes built in the early 1950s were determined to establish thematic associations based on criteria for significance for the recent past.

6 Tustin Historical Resources Survey Part 2 October 28, 2002 Part 2 Process Based on information obtained during Phase I of the City of Tustin Historical Resources Survey update, Phase II focused on the evaluation of sites within the historical and cultural contexts of Tustin s transition from an agrarian base and town center to current tract development land use patterns. Thematic relationships included: surviving agricultural related contexts, including buildings, landscape, irrigation and supply systems resource associations with identified Tustin residents residential change from larger land ownership to smaller, single family development shift in commercial, industrial and institutional pedestrian activity to car oriented uses evolution of architectural styles and expressions City of Trees and Tustin s planned garden setting transportation networks, roadways, railroad impact of military presence post World War 2 economic boom and suburban trends in, and around, Tustin Prominent local historian, Carol Jordan, and Sharon Jones, Tustin Cultural Resources Advisory Committee member, were especially helpful in defining significance for local sites. Work sessions were conducted with the Tustin Cultural Resources Advisory Committee, City of Tustin staff, and interested individuals and groups to discuss targeted sites, methodology and preliminary findings. Based on information from Phase 1 of the Tustin Cultural Resources Survey Update and other resources, the TBA team identified and prioritized sites and thematic relationships for consideration in Phase II. Securing a list of potential significant historic and cultural properties for responsible planning decisions by the City of Tustin was a major goal of the survey. Existing and newly acquired information and possible revisions were utilized to the maximum extent.

7 Tustin Historical Resources Survey Part 2 October 28, 2002 Tustin s contextual framework was the basis for evaluation of specific properties and property types as theoretical constructs linked with actual historic properties. The National Register and State of California criteria were adopted for the evaluation and analysis of sites. Proposed Tustin criteria includes a review of: Historically significant events and/ or patterns of activity associated with the property Specific dates or period of time when the resource achieved its importance Historically significant persons associated with the property Representation of a style, period, or method of construction Quality of style, design, or workmanship Historically or culturally significant group associated with the property, and the nature of its association Information which the property has yielded or may be likely to yield Cultural affiliation Themes and Periods of Significance A definitive and more detailed description of Tustin s history is presented in Carol Jordan s book, Tustin: A City of Trees, Heritage Media Corp, Ms. Jordan defined Tustin development in various stages: Tustin in 1914, Tustin Area Museum photo Pre 1868 Setting the Stage Columbus Tustin and the Founding of Tustin City Boom and Recession Into the 20 th Century Incorporation and the Great Depression World War II and the Forties Growing Pains, Urbanization of Tustin

9 Tustin Historical Resources Survey Part 2 October 28, 2002 Tustin Architectural Periods Downtown Tustin, 1924, photo courtesy of Tustin Area Museum The Residential Design Guidelines for the Cultural Resources District was adopted in 1994 to promote the City s goals to preserve, protect and enhance the existing historic character and culturally significant structures within the Cultural Resources District of Old Tustin. For consistency and compatibility, the Guidelines definitions of Tustin s historical residential architectural styles, including character-defining features, were used in the survey. 10 Tustin Historical Resources Survey Part 2 October 28, 2002 Greek Revival A Street S Greek Revival architecture tends to predate the Victorian period in the United States. However, in Tustin, Greek Revival architecture was in favor during the early part of the Victorian period, approximately Greek Revival architecture tends to be less ornate than Victorian stick and likely was the style of choice for less prosperous residents. While Tustin does not have any examples of pure Greek Revival style, many homes exhibit characteristics that define the Greek Revival style. Namely, 1 or 2 story, gabled roof, pedimented gables, shiplap siding with corner boards, nonfluted porch columns, and six-over-six double hung windows. Italianate Main Street W Early Tustin pioneers built a number of Italianate houses during 1875 and This architectural style is a California adaptation of seventeenth century, stone houses in Italy. Many wooden elements of Italianate homes were carved to resemble sculpted stone. A handful of Italianate homes in Tustin feature arched window cornices that are very rare to Southern California.

11 Tustin Historical Resources Survey Part 2 October 28, 2002 Victorian Main Street W The Victorian style includes two sub-styles, Stick and Queen Anne. Victorian Stick is very rare to Southern California and is generally recognized by the high decorative qualities of the style, such as multi-textured siding/shingles, ornate gables, and applied stickwork as exposed framing. Queen Anne, on the other hand, was a departure from the more formal and vertical shapes of Stick architecture. The Queen Anne style is much more horizontal in its proportions and combines a wide variety of volumes, shapes, and textures. Craftsman Bungalow rd Street W The Craftsman Bungalow style, popular from about , represented a renewed, down to Earth attitude towards life. This architectural style reflected honesty, integrity and a return to nature. Because of this, Craftsman Bungalow homes often exhibit natural woods, earth colors, brick, stone, river rock, and heavy structural beams. Oriental, Tudor and Swiss influenced bungalows allowed for variety within this style. Tustin has a good number of Craftsman homes. California Bungalow A Street S Popular during , as Tustin and Southern California experienced rapid population growth, the need to build houses quicker and cheaper led to the California Bungalow style. This architecture is generally recognized as a smaller, more streamlined version of the Craftsman Bungalow.

12 Tustin Historical Resources Survey Part 2 October 28, 2002 Spanish Colonial Revival rd Street W Popular during about , the Spanish Colonial Revival architectural style changed midway through its period of significance. Earlier styles tended to be rectangular, often with flat roofs and no overhangs. Roofs were generally red tile. Later styles, beginning in the 20 s, were larger and more articulated. Some had gabled roofs. A common feature of later homes is the large, distinctive, windows on the front façade. This style is the most common of all found in the Cultural Resources District. Colonial Revival Main Street Originally a style used by this nation s forefathers, Colonial Revival architecture again became popular during as people rebelled against the excesses of the Queen Anne era. Many held the belief that this style was America s own style of architecture. Tustin has relatively few Colonial Revival styled homes in comparison to Santa Ana and Anaheim. Period Revivals-Monterey and Tudor Main Street W The motion pictures of the 1920 s brought dreams of faraway places. The Monterey style architecture was popular due to its ability to lend the feeling of another place or time. Homes in this style often borrowed characteristics of Mediterranean, Tudor, Federal, Georgian, Monterey and Mission Revival styles, among others. While defining features vary depending on the individual style of the home, Monterey style homes always have a second story balcony.

13 Tustin Historical Resources Survey Part 2 October 28, 2002 Two-Part Commercial Block El Camino Real Popular from the 1850 s to the 1950 s, two-part commercial block buildings were built to facilitate a variety of commercial functions and are the most common type of composition for small and moderate-sized commercial buildings in the country. Typically two to four stories, twopart commercial block structures are clearly separated horizontally between the first and subsequent floors, although the difference in design varies from harmonious to little or no visual relationship. The first floor is used for public spaces, such as retail shops, banking or insurance services, or a hotel lobby. Upper floors facilitate more private uses, such as offices, hotel rooms, or meeting spaces. One-Part Commercial Block Main Street The one-part commercial block is a single story structure with usage in line with the lower section of the two-part commercial block style, namely, housing public spaces such as retail and service businesses. This style should not be confused with the one-story shop that is free standing and capped by a pitched roof. Rather, the one-part commercial block can be recognized by its overall box shape, decorated façade and urban overtones. The Western Falsefront sub style is included in this category.

14 Tustin Historical Resources Survey Part 2 October 28, 2002 Temple Front and Arcaded Block El Camino Real Primarily designed for banks or large commercial buildings, arcaded block structures are recognized by their series of tall, evenly spaced openings that extend across a wide façade. This style is derived from the arcaded porches that were designed in Italy during the Renaissance. The arched opening is often replicated in buildings of different designs, including the Neo Classical arcade at El Camino Real. Framed Window Wall Main Street W This style has a large center section of windows that is framed by a wide and continuous border. Originally designed to give more attention to the façade composition of small and moderate commercial buildings, this style remained popular through the 1940 s. This style is most commonly associated with retail stores. Tract Ranch Style Myrtle Street As Tustin became a center of manufacturing for the World War 2 and post war defense effort and other economic consequences, tract houses were being built that would dominate the housing market for decades. New subdivision ordinances in California municipalities dictated width and turning radii of streets, size of blocks and requirements for developers. The ranch and similar post World War II styles, fit into these subdivision regulations as the most widely distributed architectural style in southern California.

15 Tustin Historical Resources Survey Part 2 October 28, 2002 Historic Landscapes Tract ranch style homes are typically small, one story buildings with a lower pitched roof. The roof is shingled and the exterior walls are finished with either stucco or rustic siding. Because of the limited dimensions of the tract houses, many of these homes were expanded in the back with additions of a family or other types of rooms. Although most ranch style homes are minimal in decoration, the use of Victorian or Craftsman features are often used to imitate a previous period. Tustin has a wealth of residential gardens, parks, institutional grounds and tree lined streetscapes. These resources are composed of character defining features which individually or collectively contribute to the landscape s physical appearance as they evolved in time. In addition to vegetation and topography, cultural landscapes can include roads, paths, steps, fences, benches, lights and various objects. Camphor trees, possibly planted in the 1870s or 1880s West side of B and 1 st Streets Many significant historic properties have a cultural landscape component that is integral to the significance of the resource. Significant trees, for example, are identified in Carol Jordan s The Landmark Trees of Tustin, Tustin Area Museum Society, Although public parks and sidewalk areas may have significant landscape features, these resources will require additional documentation and assessment beyond the scope of this survey.

The codes found here represent a short list of the most regularly used status determinations, selected from a more extensive list that is available from the OHP on request. Be sure to read the entire list before deciding which code to use. Take special care that evaluation for districts and their components fit together properly. Note that district themselves are give S ratings, while contributors receive D ratings. Thus, a district judged eligible for the National Register is rated 3S, but the district s contributors are rated 3D. The initial number in a code indicates the general status: 1. Listed in the National Register. 2. Determined eligible for the National Register in a formal process involving federal agencies. 3.
