1 Municipalities reorganize in preparation for 2017 By Christopher Ullery staff writer Second class townships in Bucks and eastern Montgomery counties reorganized their local governments on Tuesday. Second class townships in Bucks and eastern Montgomery counties reorganized their local governments on Tuesday. Municipal reorganizations give local elected boards a chance to change leadership and appoint or reappoint positions such as the township solicitor or engineer. Boards can also vote to maintain the previous year's status quo. This year, reorganization meetings only occurred for second class townships, which are required to organize on the first Monday of each year, whereas boroughs and first class townships are only required to reorganize on even numbered years. As the first Monday this year was considered the New Year's Holiday, the reorganizations occurred Tuesday, Jan. 3. This news organization reached out to 32 second class townships in Bucks and eastern Montgomery counties for a list of board leadership in 2017, including the offices of treasurer and secretary and appointments of solicitor. Not all townships have board secretaries and some have appointed the same person as treasurer and secretary. Bensalem, a second class township, voted in 1987 to adopt a mayor council form of government rather than the typical board of supervisors' governance. Horsham is a home rule municipality and its positions are not subject to the state's second class township code.
